Speaking at the meeting, Vice Chairman of Can Tho City People's Committee Nguyen Ngoc He emphasized: Can Tho has a great and glorious mission as the central city of the Mekong Delta, playing a driving role, being the center of economy, culture, education, health, science and technology (S&T), startups and innovation of the whole region.

To implement the above policies, Can Tho City has identified supporting enterprises to apply scientific and technological advances in production and business as a key task to motivate enterprises to improve productivity, quality and competitiveness. Can Tho City Party Committee has also clearly identified that science and technology is one of the three breakthroughs of the city.

Science and technology enterprises are considered the center of applied innovation and technology transfer, the most important source of demand in the science and technology market. The city has directed the timely and synchronous implementation of support policies for technology innovation, contributing to creating competitiveness for the production of goods and science and technology products. Many enterprises have become more aware of protecting and developing their intellectual property.

Mr. Nguyen Ngoc He suggested that enterprises need to access scientific and technological advances as quickly and effectively as possible to promote development. The city will immediately implement the central government's documents in this field. Agencies will soon advise the city's leaders to issue documents within their authority as quickly as possible. In particular, a Center for linking, producing, processing and consuming agricultural products in the Mekong Delta will be established in Co Do district with a cold storage area of ​​about 200 hectares. When enterprises invest in this Center, they will enjoy many incentives in terms of tax, customs, land, etc.

At the meeting, Mr. Ngo Anh Tin, Director of the Department of Science and Technology of Can Tho City, informed about the new and outstanding policies that have just been issued. Accordingly, we have the political basis of Resolution 57-NQ/TW of the Politburo dated December 22, 2024 on breakthroughs in science and technology development, innovation and digital transformation; the legal basis is Resolution No. 193/2025/QH15 dated February 19, 2025 of the National Assembly on piloting a number of special mechanisms and policies to create breakthroughs in science and technology development, innovation and national digital transformation.

At the same time, the Government issued Resolution No. 03/NQ-CP on the Government's Action Program to implement Resolution No. 57-NQ/TW.

In particular, the competent authority has now approved Can Tho City to establish the Can Tho City Innovation Center and the Innovation Fund; to implement the Can Tho City Smart Operation Monitoring Center project in all fields, greatly reducing human resources and time for businesses and people. At that time, city leaders only need to look to know how the entire city is operating, what the budget revenue is...

The Director of the Department of Science and Technology of Can Tho also said that the State's policy mechanisms allow us to apply superior policies that are beneficial to businesses when policies are different; at the same time, we do not consider disciplining officials and civil servants when risks occur and there is no profit in advising policies with competent authorities.

This week, the city's Department of Science and Technology will report to the City People's Committee on difficulties, obstacles and solutions as well as develop a city plan to implement Resolution 57, Resolution 193 of the National Assembly and the Government's Action Program on Science and Technology Development of Can Tho City.

Recommendations to promote the application of science and technology into practice

Representative of the company, Mr. Do Doan, General Director of Vinataba - Philip Morris Company Limited, said that the company is planning to soon carry out digital transformation for all of the company's operations (machinery, equipment, production processes and operational management) to optimize the company's production and business activities.

Since the end of 2024, the company has established a Science and Technology Fund to implement a project to digitally transform all production and business activities according to the Government's roadmap. The company has coordinated with large domestic corporations specializing in providing digital services to implement the project with the goal of completing this digital transformation project in the next 5 years.

Mr. Vu Duc Hoan, Deputy Director of Cuu Long Seed Joint Stock Company, said that the company's revenue in 2024 will reach nearly 150 billion VND with many rice varieties, which are high-quality science and technology products suitable for the region and have been exported to several other Southeast Asian countries. He proposed that Can Tho City create conditions for the necessary land fund for the enterprise to research, produce and deeply process the company's rice varieties in the coming time. In addition, it is necessary to effectively exploit high-quality rice varieties that are being researched and bred by scientists at Can Tho University.

Chairman of the Board of Directors of Mekong Clean Sand Technology Joint Stock Company Vo Tan Dung said that promoting the development of science and technology in the Mekong Delta region is an urgent requirement, especially for major issues in the region such as production and post-harvest technology of agricultural products, seafood, fruit products; especially for technology related to construction materials, meeting the requirements of building highways which are very difficult and lacking.

Mr. Vo Tan Dung hopes that Resolution 57 on science and technology development will help enterprises gain more internal strength and confidence, and with the support of the State, science and technology enterprises will have the opportunity to develop strongly.

Mr. Vo Tan Dung is the inventor of the equipment for washing sea sand and construction sand according to TCVN 9436-2012 standards. With many awards at home and abroad, this technology has been applied in practice for more than 10 years with the price of finished sand after being washed at the mine and transferred to construction sites being lower than the same type of unwashed sand. Mr. Dung hopes that this technology will be widely deployed, contributing to solving the current serious shortage of sand as a construction material.

"If receiving attention from all levels, this sand washing technology will help overcome the current sand shortage and reduce costs for people and businesses," said Mr. Dung.

Prof. Dr. Tran Ngoc Hai, Vice Principal of Can Tho University, said that the Central Resolutions affirm the breakthrough policy on science and technology for enterprises and educational training institutions, such as Can Tho University today.

Currently, Can Tho University has strengths in terms of resources of scientists, lecturers, large laboratories that have been upgraded, trained and conducted scientific research with hundreds of science and technology programs ready to be transferred to enterprises and localities, especially in areas of strength such as agriculture, aquaculture, environment and information technology (computer science and semiconductor technology). The university wishes to cooperate strongly with agencies, localities and enterprises in promoting research, transferring science and technology, establishing ecosystems in science and technology and innovation, coordinating with organizations and individuals to establish a science and technology and innovation fund, establishing science and technology incubators and effectively exploiting 3,000 rice varieties that the university has bred.

Prof. Dr. Tran Ngoc Hai expressed his wish to receive cooperation with enterprises in research, so that the school's scientific research topics can soon be applied in real life and promote their value.
