- The year 2025 marks an important milestone in the socio-economic development journey of An Giang province. In the context of increasingly deep international economic integration, improving the business environment and enhancing provincial competitiveness index (PCI) have become key factors determining the success in attracting investment and supporting enterprises in the province.

To further improve the business environment, enhance provincial competitiveness (PCI) and support enterprises in the province, Alternate member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, Chairman of the An Giang Provincial People's Committee Ho Van Mung requested all levels, sectors, localities and units to continue to strongly improve the business environment in the direction of reducing compliance costs, ensuring safety and conformity with international practices; implementing decentralization and delegation of authority; promoting entrepreneurship; encouraging innovation and creativity. At the same time, strengthen trust, create a fulcrum for enterprises to recover and develop; further improve the PCI Index score of the province in 2025, focusing on improving the scores for low component indices. Thereby, contributing to creating a truly open, transparent, dynamic and favorable business environment to attract investment, develop enterprises, ensuring sustainable socio-economic development of the province in 2025.

The Chairman of the Provincial People's Committee noted that heads of departments, branches, sectors, People's Committees of districts, towns and cities must continue to thoroughly disseminate to cadres, civil servants and public employees to seriously implement this plan; proactively propose solutions to ensure effectiveness, suitable to the actual situation of the locality to improve the investment and business environment of the province. Agencies and units strengthen direction, unify and synchronize in implementing contents, tasks and solutions to improve and enhance the PCI, PAPI, PAR INDEX of the province in association with improving the quality of management, administration, innovating service style and attitude towards the satisfaction of people and businesses.

Create a healthy competitive environment, rapidly increase the number of newly established enterprises; reduce the rate of enterprises temporarily suspending operations. The number of enterprises entering the market (newly established and returning to operation) in 2025 increases by at least 10% compared to 2024; the number of enterprises withdrawing from the market in 2025 increases by less than 10% compared to 2024. Strengthen coordination between departments, branches and sectors in supporting enterprises, improving the investment and business environment, grasping and resolving difficulties and problems of enterprises; pay attention to investment promotion and support. Diversify and effectively develop the system of business development services, business incubators, startup support centers, shared technical facilities, business support, consulting and legal support for enterprises. Improve the effectiveness of investment promotion, have solutions to support investment projects being implemented in the province; improve the quality of business support associated with the practical needs of the business community, especially, focus on improving each component index of the PCI Index to promote investment attraction and business support.
