Attending the workshop were representatives of leaders of relevant units of Hanoi city, experts and scientists.

Speaking at the workshop, Dr. Vu Loc An, Vice Principal of Le Hong Phong Cadre Training School, Vice Chairman of the School's Scientific Council, said that the Capital Law 2024 will take effect from January 1, 2025 (except for the case stipulated in Clause 2, Article 54, which will take effect from July 1, 2025).
The Law has promptly institutionalized the viewpoints, goals, and orientations for the development of Hanoi Capital according to Resolution No. 15-NQ/TU dated May 5, 2022 of the Politburo on the direction and tasks of developing Hanoi Capital to 2030, with a vision to 2045; creating a legal basis for implementing outstanding specific mechanisms and policies, mobilizing all resources, effectively exploiting the potential and strengths of the Capital to build Hanoi "Cultured - Civilized - Modern".
Dr. Vu Loc An said that the conference received 34 presentations from lecturers, school officials, experts, and scientists from research institutes and teaching facilities.
The workshop was organized with the aim of clarifying the scientific and practical basis of the specific mechanisms in the Capital Law 2024; at the same time, assessing the impact of these mechanisms on the development of the Capital; proposing solutions to effectively implement the specific mechanisms, ensuring conformity with the practical context and sustainable development requirements of Hanoi. In particular, relating to issues close to the practical conditions of Le Hong Phong Cadre Training School.
The workshop also analyzed issues of decentralization and delegation to ensure the organization of the Capital's government in the direction of streamlining, professionalism, modernity, effective and efficient operation; at the same time, proposed proposals, recommendations and solutions to solve problems arising in the implementation of the Capital Law.
Many recommendations to bring the Capital Law 2024 into life
Presenting a speech at the workshop, Head of the Legal Committee of the Hanoi People's Council Duy Hoang Duong said that the Capital Law marks an important development step in the Vietnamese legal system. This is a "version" of the law that plays a key role in orienting the development and management of Hanoi.
According to Mr. Duy Hoang Duong, the Capital Law 2024 is expected to meet new requirements and challenges after more than 10 years of implementation. The amendment of the Law is an inevitable process, reflecting the continuous efforts of the entire political system of the city in particular and the attention and facilitation of the Central Government, the National Assembly, the Government and the people in perfecting the legal framework, resolving problems arising in practice and creating favorable conditions for the sustainable development of the Capital.
According to Dr. Tang Thi Thu Trang, Institute of State and Law, Ho Chi Minh National Academy of Politics, the specific and outstanding policies in the Capital Law 2024 have created a solid legal framework to facilitate the attraction and retention of talent; at the same time, improve the quality of human resources, meeting the requirements of sustainable development of Hanoi Capital.
Policies on attracting, promoting talented people and developing high-quality human resources in the Capital Law have opened up many opportunities for educational institutions and research organizations in Hanoi, especially schools and research institutes in the Capital.
“Making good use of these opportunities will help educational institutions and research organizations in Hanoi improve the quality of training and scientific research, enhance their position and make positive contributions to the cultural, economic and social development of the capital,” emphasized Dr. Tang Thi Thu Trang.
Meanwhile, Associate Professor, Dr. Tran Thi Dieu Oanh, Head of the Department of State and Law, Academy of Public Administration and Management, is interested in decentralizing power to the capital in personnel work, organizing the payroll apparatus, and attracting talent.
According to Associate Professor, Dr. Tran Thi Dieu Oanh, among the breakthrough and outstanding policies to develop Hanoi, the regulations on the model of the capital's government organization towards streamlining, professionalism, modernity, effective and efficient operation along with the civil service and civil servant regime; attracting and promoting talented people and developing high-quality human resources; promoting decentralization and delegation of power are the most important policy highlights. These policies, if implemented well and effectively, will be the lever, driving force and foundation for implementing policies on construction, development, management and protection of the capital.
Speaking at the end of the workshop, Associate Professor Dr. Pham Minh Anh, Principal of Le Hong Phong Cadre Training School, highly appreciated the 8 opinions presented at the workshop to clarify the specific mechanisms stipulated in the Capital Law 2024, especially the implementation of the law in the current practice of Hanoi city.
In order for the Capital Law 2024 to quickly come into effect, Associate Professor, Dr. Pham Minh Anh expressed his hope that experts and scientists will continue to contribute many dedicated opinions for the sustainable development of the Capital in the coming time.
