In recent times, Tra Vinh provincial authorities at all levels and investors have worked together and determined to implement renewable energy projects in the province. Up to now, the province has put into operation 05 wind power plants, with a total capacity of 322MW, is implementing 04 wind power projects with a capacity of 344MW and 09 nearshore wind power projects, with a total capacity of 924MW in the list of projects calling for investment in the Tra Vinh Provincial Planning for the period 2021-2030 approved by the Prime Minister in Decision No. 1142/QD-TTg, dated October 2, 2023. After the Plan to implement the Power Plan VIII is approved, Tra Vinh will continue to attract strong resources to soon complete wind power projects according to the plan, contributing to socio-economic development.
Truong Thanh Vietnam Group Joint Stock Company (TTVN Group) began researching wind power investment in Tra Vinh in 2018 and assessed the potential and invested, contributing to the socio-economic development of the province. Proof of that determination is that the V1-2 Wind Power Plant project has been completed and put into operation on schedule. With the accumulated experience and capacity, TTVN Group continues to propose and is assigned by the People's Committee of Tra Vinh province to survey, research and prepare additional planning documents for wind power projects: Dong Hai 3 Wind Power Plant (location V3-3), V1-2 Wind Power Plant expansion (location V1-2) and Truong Thanh Wind Power Plant (location V4). Up to now, the projects have all been named in the list of potential wind power projects under the National Power Development Planning Project for the period 2021 - 2030, approved by the Prime Minister in Decision No. 500/QD-TTg, dated May 15, 2023 and the list of projects calling for investment approved by the Prime Minister.
The project was studied and proposed with a capacity of 120MW, near the shore of Dong Hai commune, Duyen Hai district. TTVN Group completed the installation of Lidar wind measurement for the project in May 2023 based on the approval of the Provincial People's Committee. The wind measurement station has recorded continuous data from May 2023 to present with an average speed of about 07m/s, the recorded data is better than onshore wind measurement columns when compared at the same time of the year in Duyen Hai district and Duyen Hai town. The average annual wind speed in the project area is forecasted to be about 7.3m/s due to the main wind season of the year from November to April next year. The project is suitable for the potential of wind power development and the Planning of Tra Vinh province, ranked first in the list of nearshore wind power projects calling for investment after reviewing the evaluation criteria of the Ministry of Industry and Trade.
In addition to developing offshore wind power projects connected to the national power system, TTVN Group is researching and deploying 1,200 MW of offshore wind power after 2030 with the orientation of self-production and self-consumption through Hydrogen production or export.
The wind power project will be implemented in Tra Vinh in the coming time, contributing to ensuring energy security, protecting the environment, and creating momentum for socio-economic development for Tra Vinh province. In addition, in order to ensure stable production of renewable energy plants, the province has continued to deploy and call for investment until 2030. However, the province still needs to continue to receive support and guidance from the Ministry of Industry and Trade .
Regarding the implementation of the adjustment of the Power Plan VIII, Tra Vinh still has some difficulties in determining criteria for selecting project groups for electricity trading with large electricity users (DPPA), grid-connected electricity for sale to EVN, self-production and self-consumption, etc. Currently, the province has registered 01 offshore wind power project in the Power Plan VIII implementation plan (with a capacity of 500MW)... and has been allocated 10MW of waste electricity.
However, the province only has one waste incineration plant and has organized a bidding process and selected an investor to carry out waste incineration, but there is no target for electricity generation in the province. Therefore, Tra Vinh proposed that the Ministry of Industry and Trade create conditions for the province to update the 10MW waste-to-energy project in the upcoming adjustment period and create conditions for Tra Vinh to develop offshore wind power.
In the first months of 2025, TTVN Joint Venture and Geen I-Park Joint Stock Company (GiP) proposed to the leaders of Tra Vinh province to continue investing in developing transport infrastructure in Tra Vinh province, with a consistent policy of upgrading 01 key route from Dinh An port - Ngu Lac Industrial Park. TTVN - GIP Joint Venture proposed to prioritize focusing on the section of National Highway 53 from Tra Vinh city to the intersection with Provincial Road 914; upgrading Provincial Road 914; investing in the construction of new Provincial Road 915C; developing 300MW of wind power and solar power at the Long Khanh sludge dumping area, opposite Ngu Lac Industrial Park; clean water demand for Ngu Lac Industrial Park;...
According to the proposed plan of the investors, the Standing Committee of the Provincial Party Committee has approved the policy and created conditions for investors to immediately operate investment projects in Tra Vinh province. However, for some wind power projects under the Power Plan VIII, it is necessary to consider asking for the policy of the central ministries and branches to have a solution orientation, helping investors to implement according to regulations and on schedule.
