Yen Bai - Implementing the Project to improve the quality and efficiency of the People's Councils at all levels of Yen Bai province, term 2021 - 2026 (abbreviated as the Project), over the past 3 years, with the spirit of innovation and responsibility, on the basis of closely following each goal, target, content, task, and solution set out, the Provincial People's Council has continuously innovated and improved the quality of operations according to its functions and tasks, meeting the requirements in the new situation.

After the Provincial People's Council approved the Project, the Standing Committee of the Provincial People's Council developed Plan No. 06/KH-HDND dated January 28, 2022 and annually issued directive documents to deploy and implement the objectives and tasks of the Project according to the set plan. The committees of the Provincial People's Council, the Standing Committees of the People's Councils of 9 districts, towns and cities have developed plans to deploy and specify the tasks and solutions of the Project according to their assigned functions and tasks; at the same time, directed, coordinated and guided 100% of the People's Councils at the commune level to develop programs and plans suitable to the functions, tasks and practical conditions of the locality.
The Standing Committee of the Provincial People's Council also regularly coordinates with the Standing Committee of the District People's Council to direct the synchronous and effective implementation of the contents of the Project; promptly inspects to grasp, synthesize, guide, and propose specific tasks to remove difficulties and obstacles in the process of implementing the Project of the Commune People's Councils in the province. In addition, identifying improving the quality of meetings as one of the important factors to improve the effectiveness of operations, the Standing Committee of the Provincial People's Council has innovated meetings in a practical direction, promoting democracy and intelligence of delegates to decide on important local issues.
The preparation and organization of the meetings were carefully and thoroughly prepared, ensuring the direction of the Provincial Party Standing Committee and the Provincial Party Standing Committee in deciding on major and important local issues; promptly assigning committees of the Provincial People's Council to review reports, projects, and draft resolutions to ensure compliance with the provisions of law.
Therefore, since the beginning of the term, the Standing Committee of the Provincial People's Council has successfully organized 20 sessions of the Provincial People's Council (including 13 thematic sessions and 7 regular sessions), passed 287 resolutions; closely coordinated with the Provincial People's Committee and relevant agencies to prepare for the organization of the 21st session (thematic session) and regular sessions. The Standing Committees of the District and Commune People's Councils have organized regular and thematic sessions in accordance with regulations.
Resolutions of People's Councils at all levels are issued within their authority, promptly concretizing the Party's guidelines and policies, the State's policies and laws; at the same time, they are issued in sync with resolutions and projects of the Provincial Party Executive Committee and the Provincial Party Standing Committee. The method of organizing meetings has many innovations, such as in addition to organizing regular mid-year and year-end meetings according to the law, People's Councils at all levels have actively accompanied the People's Committees at the same level to organize thematic meetings to issue policies within their authority to promptly remove difficulties and obstacles; thereby, promoting the socio-economic development of each locality and the province.
In particular, 2024 is the year the province suffered severe impacts and damage caused by storm No. 3 (Yagi). The Provincial People's Council promptly issued a number of policies to support overcoming the consequences of the storm, such as: Regulations on a number of contents and levels of support for damage to agricultural production due to the impact of storm No. 3; tuition support for preschool children, students studying at public educational institutions in the national education system in the province, school year 2024 - 2025... The issuance of this policy has promptly shared the difficulties with people in the province who have suffered severe impacts of storms and floods.
Activities to meet voters before and after regular sessions have also seen many innovations in the direction of enhancing the responsibility of provincial People's Council delegates. The Standing Committees of People's Councils at all levels have developed plans to meet voters and coordinated with the Vietnam Fatherland Front Committees at the same level to organize meetings for People's Council delegates to meet voters.
There are innovations in the form of voter contact such as: coordinating the organization of voter contacts of the National Assembly Delegation, Provincial People's Council, District People's Council, and Commune People's Council; contacting delegates of People's Councils at 2 and 3 levels; contacting voters by combining online and direct voter contacts; inviting government leaders at all levels to attend conferences to promptly respond to voters' petitions within their authority and responsibility; organizing thematic voter contacts by target groups such as: businesses, Party cell secretaries, village heads, teachers, youth, etc. to collect and receive voters' reflections and petitions.
The Standing Committee of the Provincial People's Council has enhanced the application of information technology in voter contact activities by building a column for exchanging information with voters and people on the Provincial People's Council's electronic information page. Therefore, since the beginning of the term, the Provincial People's Council delegations have organized 197 voter contact conferences with over 21,000 voters participating; receiving and synthesizing 770 opinions and recommendations of voters under the authority of the provincial level.
The work of synthesizing voters' opinions and recommendations to the People's Council has been focused on, and the quality has been gradually improved. People's Committees at all levels have been proactive and responsible in receiving, responding to, considering and resolving voters' opinions and recommendations, ensuring that they are suitable to the socio-economic conditions of the province; the rate of voters' recommendations being received, considered and resolved reached 98%.
Organizing explanations at meetings of the Standing Committee of the People's Council is also one of the important forms of supervision of the People's Council that is of special interest to voters and people.
Therefore, the Standing Committee of the Provincial People's Council has made many innovations in the form of direct and online meetings. From 2022 to present, the Standing Committee of the Provincial People's Council has organized 5 sessions to explain: on the implementation of land recovery projects, conversion of land use purposes for rice cultivation, protective forest land, special-use forest land; the implementation of legal provisions on state management in the fields of high school education and training and vocational guidance - vocational training; socio-economic, national defense - security fields; the implementation of a number of legal policies on supporting tourism development and improving the quality of human resources in Yen Bai province in the period of 2021 - 2025, according to the provisions of the resolutions of the Provincial People's Council.
At the explanation sessions, leaders of the Provincial People's Committee, leaders of relevant departments, agencies, and units explained and clarified the contents under the management responsibilities of the sector. At the same time, clearly identified responsibilities, solutions, and roadmaps to overcome shortcomings, limitations, and obstacles regarding issues of concern to delegates and voters...
The results achieved from the implementation of the Project have shown the determination to innovate, promote intelligence, and fulfill the role of local State power agencies and People's Council delegates - those who represent the will and aspirations of the people.
In 2025, the Provincial People's Council will continue to innovate and improve the quality of organizing meetings, improve the quality of reviewing reports, projects, and draft resolutions submitted to meetings. At the same time, strengthen coordination with the Provincial People's Committee in developing resolutions of the Provincial People's Council, especially promptly issuing resolutions to implement national target programs, resolutions related to the Land Law, Housing Law, Real Estate Business Law, etc.
Along with that, continue to disseminate, thoroughly grasp and deploy assigned tasks within the scope of leadership and management in summarizing Resolution No. 18 - NQ/TW of the 12th Central Executive Committee on "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently".
After 3 years of implementation, closely following the goals, targets, tasks and solutions of the Project, there have been many positive innovations in the way of organizing activities in a flexible manner, promoting democracy, intelligence and sense of responsibility of delegates in promptly deciding important issues in the locality, contributing to the good implementation of socio-economic development tasks, ensuring national defense - political security, social order and safety, creating trust among the people in the role, position and responsibility of elected representatives. |
