Ninh Thuan is known as “The land of convergence of different values”, with advantages in developing energy, renewable energy, tourism, and high-tech agriculture. In order to exploit the advantages, in recent times, the province has promoted cooperation with localities and regions to awaken potential and create momentum for development.
The association activities have been increasingly expanded, removing geographical barriers for Ninh Thuan to integrate into the general development flow of the country. Up to now, the province has signed development cooperation programs with the provinces of Lam Dong, Dak Lak, Khanh Hoa, Phu Yen... in the fields of infrastructure investment, tourism development, industry, agriculture, fisheries, education, health, culture. Most recently, in 2023, Ninh Thuan participated in the Socio-Economic Development Cooperation Program between Ho Chi Minh City and the Central Coast provinces, creating a breakthrough to promote growth for the province.

At the conference to review 1 year of implementing the Agreement on socio-economic development cooperation between Ho Chi Minh City and the provinces of the Central Coast held in October 2024 in Quy Nhon City (Binh Dinh), Mr. Trinh Minh Hoang, Vice Chairman of the Provincial People's Committee, reported, affirming that the cooperation program has brought Ninh Thuan many large projects; including key projects on tourism and high-tech agriculture. After signing the cooperation agreement, Ho Chi Minh City tourism businesses have proactively changed their tour itineraries to suit the new situation. Many businesses have designed short and long tours for tourists visiting Ninh Thuan, which previously were mainly concentrated in the provinces of the Southeast region. By registering for a long-term tour, tourists have more time to visit the coastal route, explore attractive destinations such as Binh Tien beach, Vinh Hy bay, etc.

The cooperation program is being expanded to a higher level. According to Mr. Trinh Minh Hoang, Vice Chairman of the Provincial People's Committee, to promote and improve the effectiveness of cooperation, in the coming time, Ninh Thuan province proposes that Ho Chi Minh City support and implement key contents, such as: tourism; healthcare; traffic connection; investment promotion, trade, services; transfer of scientific and technological advances in agriculture and rural development. With a tradition of hospitality and aspiration to rise, Ninh Thuan is ready to welcome and create all favorable conditions in terms of preferential policies and mechanisms, open and quick investment procedures for investors from Ho Chi Minh City, provinces, cities and domestic and foreign partners to come to Ninh Thuan to seek investment and business cooperation opportunities.
Discussing the choice of linkage direction, the leader of the Ho Chi Minh City People's Committee said that the provinces in the Central Coast region have similar advantages and are on the same path, but need to select key projects with highlights to attract investment, and should not spread out. The suggestions of the leader of the Ho Chi Minh City People's Committee have opened the way for Ninh Thuan to build a cooperation program and link to develop advantageous fields, especially tourism and renewable energy.

Leading experts believe that Ninh Thuan has great tourism potential, however, due to limited infrastructure, its development has not been commensurate. To make a breakthrough, Ninh Thuan tourism must proactively link up with neighboring provinces to develop, forming unique and attractive inter-regional tours. Ninh Thuan, Binh Thuan, Khanh Hoa, Lam Dong are 4 localities in the national tourism development quadrilateral cluster. In addition to the above traditional cluster, Ninh Thuan needs to expand tourism links with the provinces: Phu Yen, Binh Dinh, Quang Ngai, Quang Nam... in depth, with long-term planning and annually organize exchanges and learning experiences in managing and building tourism tours, regularly exchange information on the market, tourism policies between localities, thereby creating an inter-regional network, linking in the service supply chain, bringing attraction to tourists.

Dr. Tran Du Lich, member of the National Monetary Policy Advisory Council, said that the Central Coast provinces, including Ninh Thuan, need to accelerate investment in completing coastal routes to exploit the potential of the marine economy; on that basis, rely on the "sponsor" role of Ho Chi Minh City to seek investment opportunities, promote tourism projects, and the marine economy. In choosing investment promotion, it is necessary to condense and select key projects for Ho Chi Minh City to update and support; it is necessary to think about developing tourism by region, forming inter-regional routes and tours with Ho Chi Minh City as the focal point, coordinating and leading. Also according to Dr. Tran Du Lich, the Central Coast region can develop many advantageous fields, but to grow quickly, it is still necessary to develop industry, and the industry here is green industry, digital industry. With that trend, provinces with advantages in renewable energy such as Ninh Thuan need to promote cooperation in developing wind power, solar power, and offshore power to generate revenue.
Ninh Thuan has an important strategic position, is the international trade gateway of the region and has favorable conditions for regional development linkage. In the area, there is Ca Na deep-water seaport, capable of receiving ships of 300,000 DWT. With a coastline of over 105km, it has many outstanding advantages, is the only upwelling area in Vietnam, the terrain is surrounded by mountain ranges stretching out to the sea, forming many beautiful bays and beaches, of which Vinh Hy Bay is ranked as a national scenic spot, Nui Chua National Park is recognized by UNESCO as a World Biosphere Reserve; Binh Son - Ninh Chu Tourist Area is planned to be included in the national key tourist area... creating Ninh Thuan with its own potential strengths to develop the marine economy, tourism, urban areas, industry, energy, logistics.

Ninh Thuan is facing new development opportunities. The Government has a policy to invest in a number of key national projects, strongly promoting the increase of connectivity in the development of Ninh Thuan with the provinces in the Central Coast region. The North-South Expressway Project in the East (Cam Lam - Vinh Hao section) has been completed; Ca Na general seaport has put the 100,000 DWT port into operation... bringing important significance and multi-faceted benefits to the socio-economic development of the province, contributing to strongly promoting potential advantages and attracting investment in Ninh Thuan.
