At the press conference of the Ministry of Public Security held on the morning of February 28, Major General Phung Duc Thang, Deputy Director of the Department of Administrative Police for Social Order (C06) informed about the work of issuing and changing ID cards.


According to Major General Phung Duc Thang, previously the work of issuing ID cards and citizen identification cards at the local level was carried out at two levels, including the Department of Administrative Management of Social Order of the provincial police and the Administrative Management Team of Social Order of the district police.

From March 1, after the end of the district-level police's operations, Department C06 has advised the Ministry of Public Security to transfer the function of issuing the above documents to the commune police.

Major General Phung Duc Thang answered the press on the morning of February 28.

"The principle is that localities choose a suitable location that is convenient for people to issue ID cards," said the leader of Department C06.

Currently, Department C06 is completing legal procedures, advising the Ministry of Public Security to invest in equipment, machinery and training officers and soldiers at commune police stations, ensuring that the issuance of ID cards does not affect the people.

Also at the press conference, Major General Pham Quang Tuyen, Deputy Director of the Department of Organization and Personnel, Ministry of Public Security, emphasized that when there is no longer a district-level police organization, the functions, tasks, and powers of the district-level police will be adjusted and assigned to the provincial and commune-level police, ensuring that the functions and tasks of the local police are not interrupted.

From March 1, commune-level police will directly undertake the work of issuing and changing ID cards.

In particular, the commune-level police chief is assigned a number of additional tasks and powers. In principle, any police level that has the conditions to perform its functions and tasks well will be assigned to that level to ensure that they are carried out in accordance with regulations, convenient for people and businesses.

According to the Government's Decree regulating the functions, tasks, powers and organizational structure of the Ministry of Public Security, from March 1, the local police apparatus will be arranged and streamlined from 3 levels to 2 levels (provincial police and commune police).

Also in this reorganization and streamlining, the organization of the police force will continue to reduce 1 Department under the Ministry of Public Security (merging the Department of Security Industry and the Institute of Science and Technology), 7 divisions, 694 district-level police (equivalent to division level); reduce 5,916 teams under district-level police.
