The provincial post office identifies the payment of pensions, social insurance (SI) benefits, preferential allowances for revolutionary contributors, and social protection (SPS) as an important political task contributing to the implementation of social security work, a "bridge" to help beneficiaries trust the State's social security policies more. With a wide network across the province, a professional operating method, ensuring transparency and safety in the organization; the dedication and enthusiasm of the post office staff performing the payment task, the beneficiaries' regimes are paid in accordance with regulations, ensuring speed - accuracy - safety - civilization - convenience. Therefore, the post office always receives the love and trust of the people and the recognition and appreciation of the management sector as well as authorities at all levels. This once again affirms the indispensable role of the post office in implementing, carrying out and bringing social security policies to people in the province.
Implementing the Government's policy on promoting non-cash payments, in recent times, the Provincial Post Office has actively coordinated with relevant units to implement the payment of pensions, social insurance, unemployment benefits, and social insurance benefits through personal accounts. Through the implementation process, the development of the number of people receiving monthly pensions and social insurance, unemployment benefits, and social insurance benefits through personal accounts at banks still faces many difficulties and obstacles such as: Access to technology is limited because the beneficiaries are mostly the elderly, the disadvantaged, and the sick; the situation of fraud on cyberspace is complicated with many forms, especially often targeting the elderly who have little knowledge of technology, leading to the reticence of beneficiaries; Non-cash payment infrastructure is still limited, especially in areas far from the center, beneficiaries have to travel a long distance from their residence to bank withdrawal points... These are the main reasons why the rate of people receiving monthly pensions, social insurance, and unemployment benefits through their accounts is not high.
Faced with that reality, to facilitate pensioners, social insurance, unemployment insurance, and social assistance beneficiaries, the post office has developed a payment plan through post office accounts. Accordingly, the post office has linked with a number of banks to open accounts for beneficiaries. When beneficiaries want to receive benefits through their accounts, post office staff will open accounts for beneficiaries through banks linked with the post office. After opening and transferring money, beneficiaries will still receive cash every month from the post office at post offices, cultural post offices, and cash payment points that beneficiaries have long been receiving without having to go far, go to banks, or ATMs to withdraw cash. Regarding the process, when going to post office service points to withdraw cash, beneficiaries of pensioners, social insurance, unemployment insurance, unemployment insurance, and social assistance beneficiaries only need to bring their ID card, phone, and provide post office staff with some necessary information. Postal staff will enter information into the software system that is linked to banks to make cash payments to beneficiaries. This payment process, although incurring costs and making it more difficult to organize and implement, is much safer, faster and more convenient for beneficiaries.
