On October 13, the Ministry of Labor, War Invalids and Social Affairs held a workshop to promote the implementation of the national cooperation program on decent employment for the 2022-2026 period in Ho Chi Minh City.
The workshop was organized to create a forum for the Ministry of Labor, Invalids and Social Affairs and the ILO Vietnam Office to listen to opinions from localities in implementing the Program to meet more practical requirements.
Speaking at the opening of the workshop, Mr. Luu Quang Tuan, Director of the Department of International Cooperation, Ministry of Labor, Invalids and Social Affairs, said: "Decent work aims to not only create more jobs, but also create better jobs, meaning that workers can work in better and safer working conditions, with guaranteed social security, higher productivity and income...".
Since the Decent Work Agenda was launched globally by the ILO, Vietnam and the ILO have jointly developed and signed three cooperation cycles for the periods 2006-2010, 2012-2016 and 2017-2021.
During the past three cooperation cycles, the ILO has accompanied Vietnam's tripartite partners in implementing the decent work program, contributing to promoting social justice and progress.
Mr. Luu Quang Tuan said: "In this fourth cooperation cycle, we continue to focus on employment, human resource development and social security. The purpose of cooperation is to ensure the rights of workers, businesses and society...".
At the workshop, delegates focused on discussing three main groups of content.
The first is to continue supporting research and policy consulting activities, and in the immediate future, sharing international lessons for Vietnam in the process of amending the Law on Social Insurance and the Law on Employment.
The second is the content of supporting the building of harmonious, stable and progressive labor relations in enterprises, ensuring the rights of employees, enterprises and society.
Finally, the content is to strengthen cooperation and support research to ratify a number of ILO conventions suitable to the context and level of socio-economic development of Vietnam in order to contribute to promoting more effective international integration in the field of labor and society.
At the workshop, Mr. Nguyen Ngoc Trieu, Senior Programme Officer, ILO Vietnam Office, emphasized that the goal of the programme is to create equality for everyone in the field of labour and employment, especially for female workers. Decent work also creates conditions for Vietnam and other countries to overcome challenges such as rapidly aging population, high unemployment, etc.
Delegates presented many contents on promoting workers' rights, efforts to eliminate child labor and forced labor, decent work in the informal sector, employment for young workers, etc.
According to the organizers, with the approval of the Government, on February 6, the Minister of Labor, Invalids and Social Affairs, President of the Vietnam General Confederation of Labor, President of the Vietnam Chamber of Commerce and Industry, President of the Vietnam Cooperative Alliance and the Director of the International Labor Organization (ILO) Office in Vietnam signed the National Cooperation Program on Decent Work for the period 2022-2026 (abbreviated as DWCP).
DWCP is a cooperation framework between Vietnam and ILO to concretize the Decent Work Agenda launched by the ILO Director-General in 1999. DWCP has four main pillars: job creation, social protection, promotion of workers' rights and social dialogue.
