Quang Nam voters suggest: Many people who receive social security policies cannot make payments through bank transfers due to many difficulties such as living in remote areas, old age, poor health, difficult travel conditions, lack of understanding of information technology, limited qualifications..., so they want to enjoy the policy as before, which is to receive payments in cash.
Regarding this issue, the Ministry of Labor, Invalids and Social Affairs specifically responded as follows:
Implementing the Party's guidelines and policies on social security, aiming to pay subsidies to beneficiaries correctly, sufficiently, promptly, with priority given to beneficiaries of monthly subsidies, and long-term beneficiaries of emergency subsidies due to the impact of natural disasters and epidemics, the Prime Minister has issued Decision No. 1813, Directive No. 21 and Directive No. 05. The Ministry of Labor, Invalids and Social Affairs also issued Official Dispatch No. 5234, dated December 23, 2022, to the People's Committees of provinces and centrally run cities to guide non-cash payments so that localities can choose appropriate options, ensuring timely implementation to beneficiaries of social security policies, without administrative procedures, and without changing the business processing process.
The Ministry of Labor, Invalids and Social Affairs has issued Official Dispatch No. 01, dated January 12, 2024, to the Chairmen of the People's Committees of provinces and centrally-run cities on the organization and implementation of social security allowance payment to policy beneficiaries who have accounts during the Lunar New Year and in 2024.
At the same time, there is Official Dispatch No. 388, dated January 22, 2024, on strengthening the implementation of non-cash social insurance benefits payment to policy beneficiaries. The Ministry has coordinated with the Ministry of Public Security to develop a process for reviewing and updating payment accounts in non-cash social insurance payments on the basis of the National Population Database.
Based on the reports of localities on the implementation of Directive No. 21/CT-TTg, in the August 2024 report of the Ministry of Labor, Invalids and Social Affairs, it is shown that: From 2023 to August 16, 2024, all 63 provinces and centrally run cities have implemented non-cash payments to beneficiaries of social security policies in the area.
Cashless payments are aimed at e-Government, ensuring suitability with specific local socio-economic conditions, ensuring that beneficiaries receive social benefits fully, promptly and in accordance with regulations.
Therefore, the Ministry of Labor, Invalids and Social Affairs recommends that the People's Committee of Quang Nam province, based on specific local conditions, focus on implementing non-cash payments to social security policy beneficiaries who have the need, are eligible to access technology, or have a bank account according to the instructions. The policy can be implemented in many forms, through accounts or in cash.
At the same time, strengthen propaganda, mobilization, and encouragement (support, exemption, reduction of service fees...) for beneficiaries of social security policies to voluntarily open bank accounts to receive social security benefits; in case beneficiaries of social security policies do not meet the conditions for opening an account according to regulations and do not have an authorized person to receive on their behalf, direct payment will be made through payment service organizations or other appropriate methods according to regulations.
