The representative of the Ministry of Education and Training said that the adjustments in the university admission regulations in 2025 aim to achieve fairness and transparency in admission. At the same time, it ensures the opportunity to be admitted, creating favorable conditions for candidates. Universities can also recruit candidates according to requirements, ensuring sufficient quantity and quality.
According to some education experts, the early issuance of regulations will give universities enough time to develop reasonable enrollment plans. Many students and parents hope that the Ministry of Education and Training will make reasonable adjustments and announce them soon to help candidates have a clear review schedule and reduce stress during the exam.
Ms. Do Thu Huong - a parent whose child is in grade 12 at a high school in Hanoi expressed her agreement with this change: “This year, my son is also taking the high school graduation exam, so I am quite interested in university admission methods. My son wants to apply to the National Economics University but is afraid of getting a high score like every year, so he plans to switch to the Language major at the University of Foreign Languages - Hanoi National University. Last year, he got an IELTS certificate and planned to apply early to schools. The cancellation of early admission this year also makes me and my son disappointed. We also hope that the Ministry will soon announce the university admission regulations for 2025 so that universities can soon announce their admission plans. From there, parents and students will have the most appropriate choices and calculations for choosing a major and choosing a school appropriately.”
Nguyen Thi Chi, a 12th grade student preparing to take the high school graduation exam in Hanoi, said: "I want to study Information Technology, but this major has many competitors, so I am studying the IELTS course and reviewing for the exam to register for the thinking assessment test so that I can apply to many schools, increasing my chances of being admitted."

Discussing this issue, Associate Professor Dr. Le Huu Lap, former Deputy Director of the Academy of Posts and Telecommunications Technology, said that up to now, many universities have not announced their enrollment plans because they are waiting for the Ministry of Education and Training to issue the official 2025 enrollment regulations.
According to Associate Professor Lap, most schools have announced their enrollment plans, and most of these schools have maintained three stable enrollment methods: direct enrollment (according to the Ministry's regulations); combined enrollment, and enrollment based on high school graduation exam scores.
A new point in this year's admission regulations requires equivalent conversion between admission methods and combinations, causing many schools to "complain" about the difficulty. However, Dr. Le Huu Lap said that this conversion is not difficult at all.
Mr. Lap said that the schools researched based on data from recent years, when considering admissions, the admissions council will propose each method to find ways to evaluate. For example, this starting point of the competency assessment test score will be equivalent to how many points in the high school graduation exam.
“The Academy of Posts and Telecommunications has not yet come up with a specific plan because there are no official admission regulations yet. The issue of mandatory equivalence conversion between admission methods and combinations is not as difficult as schools worry. It is just a technical issue in admission,” said Mr. Lap.
Regarding the lack of official enrollment regulations, Dr. Le Anh Duc, Head of Training Management Department, National Economics University, said that at this time, schools and students are impatient because everything is just a plan.
However, according to Dr. Duc, the Ministry of Education and Training had previously issued a draft. Schools have based on the draft's content to prepare their own enrollment plans.
Regarding the issue of whether the National Economics University has a conversion coefficient between methods or not, Dr. Le Anh Duc shared that this is actually a difficult problem: “Based on careful research and analysis of the actual situation. Although it is difficult, if the regulations have been stipulated, there is still a solution.”
“Equivalence here must be understood in the sense of equivalent academic ability, not equivalent in terms of numerical conversion, so there must be a basis, a basis for giving the conversion coefficient. Basically, the National Economics University has also finished calculating and will publicly announce it in the near future,” Dr. Le Anh Duc informed.
MSc. Pham Thai Son, Director of the Admissions and Communications Center - Ho Chi Minh City University of Industry and Trade, said that the fact that there are no admission regulations at this time does not make it "difficult" for the school.
“The school provides admissions consulting services all year round, starting in October last year and continuing through June this year. The school is completely fine with the changes in admissions regulations, as they are common issues for all schools,” Mr. Son shared.
