On the afternoon of March 12, speaking with Tuoi Tre Online about organizing review classes for 12th graders and implementing regulations on extra teaching, Mr. Nguyen Van Hieu, Director of the Department of Education and Training of Ho Chi Minh City, said: "All high schools in the city organize review classes for high school graduation exams for 12th graders.
During the school year, teachers who teach more periods than required will receive overtime pay.
The 2024-2025 school year will end at the end of May 2025. Thus, high schools will continue to organize high school graduation exam review for 12th graders in June.
To comply with Circular 29 of the Ministry of Education and Training on extra teaching, high school principals need to review the budget for educational activities, make additional estimates if necessary and submit them to the department, the department will submit them to the City People's Committee for consideration of funding compensation," Mr. Hieu affirmed.
It is known that at a recent meeting with principals of high schools in Ho Chi Minh City, Mr. Hieu requested that schools pay attention to organizing support for students who have not met the requirements in terms of knowledge and skills, ensuring that all students master core knowledge.
The Director of the Department of Education and Training of Ho Chi Minh City assigned the principals of high schools to disseminate Circular 29 on extra teaching to all cadres, teachers and staff of the school; ensure that extra teaching activities comply with regulations, are public and transparent, and avoid abuse for personal purposes.
At the same time, Mr. Hieu also requested schools to improve the quality of formal teaching so that students can learn effectively during class time, limit the need for extra classes; do not force students to attend extra classes in any form;
Check and review the assignment of teachers' duty periods, strictly implement, fully and accurately declare data on the extra teaching and learning management system...
Following that, on March 4, the director of the Department of Education and Training of Ho Chi Minh City issued an official dispatch assigning the Department of General Education - Department of Education and Training of Ho Chi Minh City to conduct an inspection of student capacity assessment, and guide schools to improve the quality of formal teaching;
Assign the Financial Planning Department - Department of Education and Training of the City to guide units in building budget estimates, ensuring funding for educational activities; proactively propose and advise the City People's Committee to supplement funding if necessary.
Exam preparation for 12th grade students is not allowed to collect money
It is known that Circular 29 on extra teaching and learning of the Ministry of Education and Training stipulates:
"Extra teaching and learning in schools must not collect fees from students and is only for students who register for extra classes in each subject as follows:
Students whose final semester subject results are unsatisfactory;
Students are selected by the school to nurture excellent students;
Senior students voluntarily register to review for entrance exams and graduation exams according to the school's educational plan.
Funding for organizing extra teaching and learning in schools uses the state budget and other legal funding sources according to the provisions of law.
From the above regulations, many schools said they are having difficulty organizing review classes for 12th grade students due to lack of funds.
