That was the direction of the alternate member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Steering Committee for Eliminating Temporary and Dilapidated Houses in Quang Tri Province, Nguyen Long Hai, at the working session of the Steering Committee for Eliminating Temporary and Dilapidated Houses in the province with the Steering Committee for Eliminating Temporary and Dilapidated Houses in Huong Hoa District on the implementation of the work of eliminating temporary and dilapidated houses in the district this morning, February 24. Head of the Propaganda and Mass Mobilization Department of the Provincial Party Committee Ho Dai Nam; Chairman of the Vietnam Fatherland Front Committee of the province Dao Manh Hung; Vice Chairman of the Provincial People's Committee Hoang Nam attended the meeting.

2,025 households still need housing support

Reporting at the meeting, Secretary of Huong Hoa District Party Committee Nguyen Tang said that the total number of households in need of housing support for people with revolutionary contributions, poor households, and near-poor households in Huong Hoa district (including housing under Project No. 197/DA-UBND-UBMT dated October 6, 2022 of the Provincial People's Committee and the Provincial Vietnam Fatherland Front Committee) is 2,025 households.

Specifically, there are 103 households with revolutionary contributions, of which 54 households are supported for new construction and 49 households are supported for repairs; there are 1,036 poor and near-poor households, of which 912 households are supported for new construction and 124 households are supported for repairs; there are 725 poor households implementing Project 197 (161 households have completed), of which 452 households basically meet the conditions for land procedures for construction, and 273 households do not meet the conditions.

Regarding the funding source to implement the province's support: 50.75 billion VND has been allocated for 725 poor households implementing Project 197. For 1,036 poor and near-poor households and 103 households with revolutionary contributions, the estimated funding source to be allocated according to the province's support level is about 74.43 billion VND.

On January 21, 2025, the Steering Committee for Eliminating Temporary and Dilapidated Houses in Huong Hoa District held its first meeting to approve the regulations, action plan and deploy tasks to implement the Program to Eliminate Temporary and Dilapidated Houses in the district. On February 3, 2025, communes and towns in the district simultaneously organized the groundbreaking ceremony to build new houses for people with revolutionary contributions, poor households and near-poor households under the Program to Eliminate Temporary and Dilapidated Houses (3 houses/commune). Up to now, communes and towns are continuing to speed up the progress and focus on directing the implementation to ensure the goal of completing the elimination of temporary and dilapidated houses according to the program and plan.

Regarding the tasks in the coming time, the Steering Committee for Eliminating Temporary and Dilapidated Houses in Huong Hoa District will focus on seriously and effectively implementing the program to eliminate temporary and dilapidated houses in the district; develop a focused and key implementation plan, complete each task thoroughly, assign specific tasks in terms of people, work, time, and responsibilities associated with the results of completed work; effectively mobilize maximum social resources and encourage internal resources from supported households to contribute to increasing the housing value for people...

Information transparency, ensuring no duplicate objects

Speaking at the meeting, Chairman of the Vietnam Fatherland Front Committee of the province Dao Manh Hung and Vice Chairman of the provincial People's Committee Hoang Nam requested the Steering Committee for Eliminating Temporary and Dilapidated Houses in Huong Hoa district to publicly and transparently disclose information about the subjects and support levels, ensuring no duplication between programs and other support activities from the state budget; comply with the order and procedures in accordance with the provisions of law, not allowing loss, waste, corruption, and negativity; guide and support households in removing difficulties and obstacles related to land issues to soon start building houses.

For families building new houses themselves, it is recommended that the district allocate capital in stages to ensure proper use of money; local authorities need to take photos of temporary and dilapidated houses before starting construction and when completed to report specifically to superiors and sponsors...

Concluding the working session, Provincial Party Secretary Nguyen Long Hai emphasized: The program to eliminate temporary and dilapidated houses is a humane and practical program aimed at completing sustainable poverty reduction, helping people to have more confidence in the Party's policies and the State's policies, to feel secure in "settling down", stabilizing their lives and striving to work and produce to escape poverty.

To complete the goal of the Program to eliminate temporary and dilapidated houses in the province before August 30, 2025, Huong Hoa district is requested to focus on synchronously and drastically organizing the implementation of eliminating temporary and dilapidated houses for poor and near-poor households and policy families in the area; continue to review, inspect, and fully and accurately count the list of poor and near-poor households and households with revolutionary contributions who are eligible for support to build new houses and repair houses under the program to eliminate temporary and dilapidated houses in the province, especially ethnic minority households.

District leaders need to closely follow and grasp the actual situation, especially the difficulties, to provide timely support to households in remote, isolated and extremely disadvantaged areas; regularly inspect and urge poor households to build and complete projects early according to the committed schedule, ensuring the quality of the project...

Actively coordinate with the Provincial Steering Committee for Eliminating Temporary and Dilapidated Houses to update data and progress of households on the electronic information page as required by the National Steering Committee. The Provincial Party Secretary also requested the Provincial People's Committee to assign tasks to the newly merged departments to perform well the assigned tasks in the work of eliminating temporary and dilapidated houses.

Propose that the Ministry of Public Security, the Military Industry - Telecommunications Group and the Vietnam Fatherland Front Committee of the province continue to pay attention and support in all aspects for Huong Hoa district and households eligible for support to remove temporary and dilapidated houses to complete necessary procedures, start construction and complete housing according to the set plan.

* On the same morning, the Steering Committee for Eliminating Temporary and Dilapidated Houses in Huong Hoa District organized a groundbreaking ceremony to build houses for the following households: Mr. Ho Van Nguoi (Block 6, Khe Sanh Town), representing 600 households in Huong Hoa District, received support to build new houses from the Ministry of Public Security and Mr. Ho Van Nheng (Ma Lai Pun Village, Huong Phung Commune), representing 886 households in Huong Hoa District, received support to build new houses (phase 1) from the Military Industry - Telecommunications Group.

Provincial Party Secretary Nguyen Long Hai congratulated the families who received support to build new houses and hoped that the new houses would bring hope and motivation to overcome difficulties in life; thanked the Ministry of Public Security and the Military Industry - Telecommunications Group for providing resources to eliminate temporary and dilapidated houses for families of meritorious people, poor households and near-poor households in Huong Hoa district.

At the same time, it is recommended that local authorities in Huong Hoa district regularly monitor, direct and urge to ensure the quality of the project, and shorten the construction time as much as possible so that people can soon have housing.

The Provincial Party Secretary also hopes that local people will continue to care and help in the spirit of "Those who have merit help merit, those who have property help property, those who have little help little, those who have much help much" to contribute to increasing the housing value for the poor.
