With the spirit of urgency and determination to "run and queue at the same time", Party committees and authorities from the provincial to grassroots levels in Thanh Hoa province have deployed the work of reorganizing the apparatus of the political system in the direction of "streamlining - compactness - strength - efficiency - effectiveness - efficiency".
Along with localities in the province and the whole country, since the beginning of the year, Quan Son mountainous district has been urgently implementing the steps to carry out the merger and announce the merger decisions. In February 2025, the Standing Committee of Quan Son District Party Committee merged the Propaganda and Mass Mobilization Committee of the District Party Committee. Immediately after the conference to announce the decisions, the Propaganda and Mass Mobilization Committee of Quan Son District Party Committee proactively implemented the work in a timely manner, without interruption, ensuring smooth and effective operations. The Committee held a meeting to give opinions and complete the propaganda and mass mobilization work program for 2025; assigned specific tasks to each cadre and specialist to carry out both propaganda and mass mobilization tasks. In particular, it paid attention to propaganda work for the Party Congresses at all levels for the 2025-2030 term.
Comrade Luong Thi Hanh, Secretary of Quan Son District Party Committee, said: "In order to effectively implement the work of streamlining the apparatus according to Resolution No. 18-NQ/TW, Conclusion No. 121-KL/TW of the Central Executive Committee of the Party and the guiding documents of the Provincial Party Committee and the Provincial People's Committee, the Standing Committee of Quan Son District Party Committee has urgently established a steering committee, issued a master plan and developed a merger project. At the same time, it has propagated to cadres, party members, civil servants and public employees to clearly understand and correctly perceive the major policies of the Party and State. Over the time of implementation to all levels of Party committees and authorities from the district to the grassroots in Quan Son district, a number of district-level leaders have voluntarily written applications for early retirement, sacrificing personal interests for the common good. With the spirit of voluntarily retiring early to give opportunities to younger people to contribute more strength and intelligence to the cause of building and developing the homeland and the country.
Deeply imbued with the Central Committee and Politburo's guiding viewpoints on strong and comprehensive innovation in personnel work; building a contingent of cadres and personnel work is the "key of the key" task in Party building work. Since the beginning of the term, Party committees at all levels from the provincial to the grassroots have focused on building a contingent of cadres with sufficient qualities and capacity to perform assigned tasks. Strictly implementing the Central Committee's policies, regulations and orientations on organizational arrangement, the Provincial Party Committee Standing Committee has focused on leadership and direction to unify from will to action in implementing the Central Committee's direction with the highest political determination, ensuring unified management by sector and field from the Central to local and grassroots levels. At the same time, from the practical organization of the apparatus, functions, tasks, effectiveness and efficiency of the agencies and units in the province to rearrange them to suit the requirements and tasks in the new period. The organization, streamlining, restructuring of the staff, civil servants, and public employees, improving quality, and operating effectively and efficiently requires determination, courage, and even sacrifice of personal interests of cadres, party members, civil servants, public employees, and workers for the common good.
Following the direction of the Central Committee and the Provincial Party Standing Committee, Party committees and organizations at all levels have carried out many solutions in parallel to end the activities of 8 Party delegations and 3 provincial-level Party executive committees, including: Provincial People's Council Party Delegation; Provincial Vietnam Fatherland Front Committee Party Delegation; Provincial Women's Union Party Delegation; Provincial Labor Federation Party Delegation; Provincial Farmers' Association Party Delegation; Provincial Veterans' Association Party Delegation; Provincial Union of Science and Technology Associations Party Delegation; Provincial Literature and Arts Association Party Delegation; Provincial People's Court Party Delegation; Provincial People's Procuracy Party Delegation. Ending the activities of the Provincial Party Committee of Agencies and Enterprises, Provincial Cadre Health Care and Protection Committee; deciding to merge the Provincial Party Committee's Propaganda Department and the Provincial Party Committee's Mass Mobilization Department. At the same time, deciding to establish Party Committees of provincial Party agencies, Provincial People's Committee Party Committee.
Closely following the arrangement orientation according to the requirements, policies and orientations of the Central Steering Committee, the Government Steering Committee, the Provincial Party Committee, the Provincial Steering Committee on the implementation of Resolution No. 18-NQ/TW, the Provincial Party Committee has focused on directing the functional agencies to carry out the arrangement of specialized agencies at the provincial and district levels, agencies under the Provincial People's Committee and public service units under the Provincial People's Committee. On that basis, the Provincial Party Committee has implemented steps to establish the Department of Construction on the basis of merging the Department of Transport and the Department of Construction; establishing the Department of Agriculture and Environment on the basis of merging the Department of Natural Resources and Environment and the Department of Agriculture and Rural Development; establishing the Department of Finance on the basis of merging the Department of Planning and Investment and the Department of Finance; establishing the Department of Science and Technology on the basis of merging the Department of Information and Communications and the Department of Science and Technology; establishing the Department of Home Affairs on the basis of merging the Department of Labor - Invalids and Social Affairs and the Department of Home Affairs; Establish the Department of Ethnic Minorities and Religions on the basis of the Ethnic Minorities Committee receiving additional functions, tasks, and organizational structure of the Religious Committee under the Department of Home Affairs...
With the spirit of streamlining the organization of the political system, which is expected to be a "revolution" to streamline the organization of specialized agencies under the People's Committees at the provincial and district levels, similar to the arrangement and streamlining of the organization of the Government, ensuring synchronization, unity and interconnectivity in state management of sectors and fields from the central to the district level; at the same time, implementing the arrangement of reducing internal focal points associated with reducing staff, restructuring and improving the quality of the civil servant and public employee team; having a reasonable quantity and structure; having qualities and capacities to meet the requirements of the tasks of each agency, organization and unit in the new period, the entire political system of Thanh Hoa province has been taking part with the highest political determination so that the apparatus after the arrangement can operate smoothly - effectively - highly effectively.
