On the afternoon of June 12, at the Government Headquarters, Deputy Prime Minister Tran Hong Ha chaired a meeting to listen to a report on removing difficulties related to fire prevention and fighting regulations for facilities and construction works.
According to the Report of the Ministry of Construction, basically, difficulties and problems related to fire prevention and fighting have been identified, in which, most of the problems existed before QCVN 06:2022/BXD (National Technical Regulation on Fire Safety for Houses and Constructions) took effect.
Major General Nguyen Tuan Anh, Director of the Fire Prevention and Rescue Police Department, said that the group of problems related to fire prevention and fighting according to Regulation 06:2022/BXD for projects in the design stage or completed construction but not yet meeting acceptance requirements, have been thoroughly resolved after the investor received full and specific instructions from the State management agency.

Currently, there are more than 38,000 constructions that do not meet fire prevention and fighting requirements immediately upon being put into use or during the process of renovation, repair, or change of function but do not comply with fire prevention and fighting standards and regulations.
Professional agencies are reviewing, amending and supplementing the QCVN 06:2022/BXD Regulation and researching and compiling the Implementation Guide of QCVN 06:2022/BXD.
The expected contents aim to clarify and supplement: Orientations for solutions serving the work of fire safety design for houses and construction works; promote more clearly the role of design consultancy, gradually converting from predetermined design to functional design suitable for specific works; contents related to small-scale construction objects with non-standard characteristics.
For construction works with characteristics related to local conditions, research should be conducted in the direction of increasing decentralization for localities in promulgating appropriate fire safety regulations.

In addition, the Ministry of Construction coordinated with the Ministry of Public Security to urgently develop a draft Resolution of the Government on a number of solutions to remove problems for constructions/facilities that still have problems with fire prevention and fighting but are unable to apply fire prevention and fighting standards and regulations in effect at the time of putting into use (Resolution).
The Ministry of Construction and the Ministry of Public Security propose that projects that are unable to overcome fire safety violations according to issued standards and regulations will be subject to a number of enhanced and supplementary technical solutions to improve fire safety in accordance with the current situation.
At the meeting, the Ministry of Public Security also proposed to develop the Law on Fire Prevention and Fighting and Rescue in the direction of supplementing some issues arising in practice or some regulations that are not highly feasible or not suitable for practice; amending and supplementing to complete and ensure consistency in the legal system on Fire Prevention and Fighting and Rescue with related legal documents...

Concluding the meeting, the Deputy Prime Minister requested the Ministry of Construction to fully absorb all comments and promptly complete the draft Resolution of the Government.
The Ministry of Construction needs to issue guidelines and criteria to identify existing structures that are violating fire prevention and fighting regulations within the scope of the Resolution; classify them according to fire and explosion risk groups, scale, complexity, etc., thereby providing guidance on technical solutions to overcome and supplement flexibly, suitable for each group of structures, ensuring effective fire prevention and fighting.
The Ministry of Public Security and local police shall inspect, supervise and monitor the investor's remediation in accordance with regulations, "without legalizing violations".
"The application of fire prevention and fighting standards and regulations is not rigid or mechanical. It is necessary to classify groups of construction works that must be managed very strictly; construction groups are associated with the responsibility of the investor...", the Deputy Prime Minister suggested.
