Propaganda on credit for people who have completed their prison sentences in the period 2024 - 2028 in Van Vu commune (Na Ri)

After completing his prison sentence and returning to his hometown in early 2024, Mr. HVC, from Duc Xuan Ward, Bac Kan City, was granted a loan of 100 million VND by the authorities and the Social Policy Bank. Mr. C used this money to open a motorbike repair shop. Having a job and a stable income is a condition for Mr. C to rebuild his life and integrate into the community.

Like Mr. C, after completing his 9-month prison sentence and returning to his hometown, Mr. NDD, residing in Group 12, Nguyen Thi Minh Khai Ward, Bac Kan City, focused on making a living to improve his life and support his family. He intended to do business to increase his income, but due to lack of capital, he was unable to do so. Understanding his wishes, the Ward Police, together with the local government and the Social Policy Bank, advised him on a low-interest loan program for people who have completed their prison sentences and returned to their hometown. With enthusiastic guidance from the local government and the local police, he and his family applied for a loan of 100 million VND to invest in a transportation service business.

Mr. D shared: “Creating conditions for people who have made mistakes like me to access this source of capital is very good, thanks to the humane policies of the Government, the Policy Bank and the local police force. When I received a loan of 100 million VND with the money I had, I was able to buy a car, and throughout the past time, I have earned extra income to support my family.”

Decision No. 22/2023/QD-TTg of the Prime Minister on the occasion of Lunar New Year 2025

To effectively implement the policy in the province, the Provincial Social Policy Bank has requested the professional departments and transaction offices of the Social Policy Bank in districts and cities to coordinate with the local police to review, verify, and directly visit to learn about the production needs of families and cases in need of loans through community loan groups to guide the application procedures and disburse funds as soon as possible, and at the same time guide those who have completed their prison sentences to use the capital for the right purposes.

Mr. Ha Sy Con - Director of the Provincial Social Policy Bank Branch said, In June 2024, the Provincial Police and the Social Policy Bank signed a coordination program to effectively implement Decision No. 22/2023/QD-TTg in the province. Evaluation of the results and effectiveness of capital use, through inspection and supervision by the Social Policy Bank as well as the Police and relevant levels, showed that the loan capital was used for the right purposes and effectively. Borrowing households performed well in paying interest and principal in accordance with regulations.

Since the Decision took effect, the Provincial Social Policy Bank has supported the disbursement of VND 5,115 million to 60 people who have completed their prison sentences. From the initial capital, many people have worked hard to build a new life and regained trust in the community. This is also an effective solution not only to motivate people who have reformed, actively strive to develop the economy, reintegrate into the community, and create a new life, but also to promote effectiveness in preventing crime and maintaining security and order.

A new life brings more peace and happiness to every house, every neighborhood, and every village. In the coming time, the Provincial Social Policy Bank, the Provincial Police and local authorities will continue to coordinate to disseminate and propagate credit and loans for people who have completed their prison sentences in the area, creating conditions for people who have completed their prison sentences to access capital from this humane policy./.
