NDO - On the morning of December 21, at the Government Office, Prime Minister Pham Minh Chinh - Head of the Steering Committee for the implementation of Resolution No. 136/2024/QH15 dated June 26, 2024 of the National Assembly on the organization of urban government and piloting a number of specific mechanisms and policies for the development of Da Nang city chaired the first meeting of the Steering Committee. Also attending were leaders of a number of central ministries, branches, and Da Nang city, members of the Steering Committee.
Speaking at the meeting, Prime Minister Pham Minh Chinh stated that this was the first meeting of the Steering Committee, so it is necessary to unify the perception of implementing this Resolution to ensure effectiveness, substance, and avoid formality. Regarding Da Nang, the Politburo, the Party Central Committee, the Government, and the National Assembly have paid great attention to it over the past many years, and have continuously issued Resolutions; the Prime Minister has issued regulations and decisions for implementation. There are issues that have been done, and there are issues that have not been done. Based on Resolution 136/2024/QH15 of the National Assembly, the Prime Minister requested central ministries, branches, and Da Nang city to continue actively implementing assigned tasks.
The Prime Minister informed that the Prime Minister directly chaired the Conference to disseminate the implementation of Resolution 136 on August 31, 2024 in Da Nang city; issued a Decision to establish a Steering Committee to implement Resolution 136, and assigned tasks to implement this Resolution. The City Party Committee, People's Council, and People's Committee of Da Nang city have issued a Plan to organize the implementation of the Resolution to implement Resolution 136 in the area; periodically every month, the Steering Committee to implement Resolution 136 of Da Nang city has held meetings and focused on handling difficulties and problems to ensure the implementation of the Resolution according to the plan and schedule.

The Prime Minister stated that the first meeting of the Steering Committee aims to review and evaluate the implementation of the Resolution, identify key solutions in the coming time; request the Ministry of Planning and Investment - the standing agency of the Steering Committee, and the People's Committee of Da Nang City to briefly and clearly report on the assigned tasks; assess which tasks have been completed, which have not been completed, whether there are any difficulties or problems in the implementation process and propose recommendations.
The Prime Minister noted that during the implementation process, if any, any proposed solutions must be discussed and reported back to the Government and the Prime Minister. The Prime Minister gave an example: the re-planning of Lien Chieu port in Da Nang city has been directed by the Prime Minister a lot but has not been completed, so where is the bottleneck, why has it not been done, which agency or individual is responsible? This must be done with the spirit of "5 clear": "clear people, clear work, clear authority, clear responsibility, clear products".
According to the Prime Minister, a task should only be assigned to one person, ensuring proper function and authority. Agencies and units need to learn from experience, if assigned a task, they must do it, and report any problems. Any unit or individual who neglects their work and does not follow the direction of the Government and the Prime Minister must clearly review their responsibilities and be disciplined; any unit or individual who does well must be commended; thereby ensuring that discipline and order are tightened.

According to the Decision, the Steering Committee is an inter-sectoral coordination organization to assist the Prime Minister in researching, directing, and coordinating the resolution of important, inter-sectoral tasks in the process of organizing the implementation of Resolution No. 136/2024/QH15.
The tasks and powers of the Steering Committee include: assisting the Prime Minister in urging relevant ministries and agencies to organize the implementation of the Resolution; researching and proposing to the Prime Minister directions and solutions to resolve important, inter-sectoral issues regarding the implementation of the Resolution; directing and coordinating between ministries, ministerial-level agencies, government agencies and relevant agencies and organizations in resolving important, inter-sectoral issues regarding the implementation of the Resolution; directing relevant ministries and agencies to implement the Regulations on organization and operation of the Steering Committee, the Resolution implementation plan and other related tasks in the Resolution according to their assigned functions and tasks; closely and effectively coordinating in advising and proposing solutions to implement the Resolution; promptly reporting difficulties and problems beyond their authority and proposing solutions to submit to competent authorities for consideration and handling of problems arising in practice (if any); perform other specific tasks assigned by the Prime Minister related to the implementation of the Resolution.

Steering Committee membership structure: The Head of the Steering Committee is the Prime Minister; Deputy Heads of the Steering Committee include: Minister of Planning and Investment (Permanent Deputy Head); Secretary of the Da Nang City Party Committee. Steering Committee members include representatives of the leaders of the following ministries and agencies: Planning and Investment; Finance; Transport; Industry and Trade; Natural Resources and Environment; Home Affairs; Science and Technology; Agriculture and Rural Development; Public Security; Justice; Information and Communications; Construction; Government Office, Chairman of the People's Council, Chairman of the People's Committee of Da Nang City.
Concluding the meeting, Prime Minister Pham Minh Chinh emphasized that this meeting is not only for Da Nang but also for the whole country to enter a new era - the era of a civilized, prosperous and strong nation. The Prime Minister stated that currently, there must be a breakthrough in socio-economic development, to do so there must be a breakthrough in institutions, mechanisms and policies; from there we must be bold in doing it, each level of authority must implement it; there must be a breakthrough in strategic infrastructure, including infrastructure related to transportation, logistics, digital infrastructure, healthcare, education; there must be human resources to implement policies, guidelines, mechanisms and policies because people are the deciding factor.
According to the Prime Minister, if the country wants to develop, localities must develop. Each locality must promote all its unique potentials, outstanding opportunities, and competitive advantages, including Da Nang. Our country has identified two 100-year development goals, identifying breakthrough development, prioritizing growth, and growth must reach double digits. Therefore, in 2025, we must identify breakthrough growth, reaching at least 8% or more, to create momentum, position, and strength for the coming years. While developing the economy, we must also ensure social security, protect independence, sovereignty, and territorial integrity, do a good job in foreign affairs, and improve the material and spiritual lives of the people.
The Prime Minister pointed out that Da Nang city has a tradition of being a pioneer and innovating in areas such as science and technology, innovation, and the glorious historical tradition of Quang Nam-Da Nang in the past; in the process of innovation, Da Nang has made many innovations related to mechanisms, policies, organizational apparatus, and improving the investment and business environment. However, the development of Da Nang has not yet achieved the desired results, and has not fully exploited its distinct potentials, outstanding opportunities, and competitive advantages. Therefore, Da Nang must make efforts; ministries and branches must pay attention and create favorable conditions to help; if Da Nang makes a breakthrough, it will pull the entire central region and the Central Highlands to develop.
Regarding the implementation of Resolution 136, the Prime Minister stated that whatever is under the authority of Da Nang, Da Nang must do, not wait, for example, arranging and organizing the apparatus, Da Nang must do. Regarding viewpoints, guiding thoughts, and key tasks, the Prime Minister emphasized that we build and develop a free trade nation; will incorporate this orientation into the country's development strategy; must renew traditional growth drivers (investment, consumption, export).
Therefore, Da Nang has a very important role in "going ahead and paving the way", piloting mechanisms and policies with a bold spirit, as long as it is based on firmly protecting independence, sovereignty, territorial integrity, and protecting the country early and from afar.
Da Nang must strive for double-digit growth in the coming years; ministries and branches must also ensure double-digit growth; to do so, first of all, it is necessary to carefully study the Resolutions of the Central Committee and the Government; have specific solutions to implement monetary and fiscal policies; must discuss and have specific solutions.
The Prime Minister requested to closely follow the Party's guidelines, policies, and Resolutions of the Government and the National Assembly; promote the spirit of innovation and creativity; not be satisfied with what has been achieved, go beyond one's own limits: innovate to fly high, be creative and reach far, integrate to develop; closely follow reality, start from reality, respect reality, take reality as a measure; summarize reality, build theory. If there are new problems, adjust immediately, respond with timely and effective policies.
The ideology must be clear, the determination must be great, the effort must be high, the action must be drastic, each task must be completed, not scattered; decentralization, delegation of authority, resource allocation, promoting personal responsibility, improving the implementation capacity of all levels. Ministries, branches, and Da Nang must have breakthrough thinking, must have a strategic vision to create motivation, aspiration, overcome personal limits; have mechanisms and policies to mobilize all legal resources including State, social, private, foreign resources... in all fields. In ideology, we must "think deeply, do big"; must be drastic, decisive, seize opportunities, not miss opportunities, not miss time.
Regarding solutions for the coming time, the Prime Minister requested the Steering Committee to strengthen leadership and direction in implementation; perfect the working regulations of the Steering Committee; pay attention to organizing the activities of the Steering Committee with content, meaning, evaluation, and experience drawing. Ministries and central agencies should pay attention to researching, supporting and accompanying Da Nang city in the process of implementing Resolution No. 136 of the National Assembly, and this must also be the final limit; the implementation process must not be limited to Resolution 136. The city must preside, together with the Government Office, urge, inspect, and assign "clear people, clear work, clear responsibilities, clear implementation time, clear efficiency, clear products"; strengthen close coordination with agencies; focus on improving the investment and business environment.
The Prime Minister emphasized the need for strategic infrastructure, including transport infrastructure, digital infrastructure, social infrastructure, healthcare, and education, to be synchronous, smooth, fast, green, convenient, modern, and smart. Focus on exploiting outer space, sea space, and underground space; research mechanisms and policies that are truly open and develop in line with world trends and practices; further promote the application of digital transformation in management, development, investment attraction, and creating favorable conditions for people and businesses;
Da Nang's artificial intelligence must be built, based on Da Nang's database such as economy, national defense, security, natural resources, population management, land, health, education, historical traditions, and heroic culture of Da Nang as input for Da Nang's own database - resources for smart development; expand and promote cloud computing, the Internet of Things for future development. The database is also a bridge connecting the past, present and future. Quickly establish innovation centers because Da Nang has enough facilities and conditions to motivate and inspire scientists; quickly build a free trade zone with relative independence, not isolation; build a regional international financial center. These three centers must be deployed synchronously and modernly to take advantage of all resources. The Prime Minister directed that the reclamation of the sea must be ensured in accordance with the provisions of law; Do a good job of communication, create consensus among people in the development process.
At the meeting, the Prime Minister also gave his opinion on a number of specific proposals and recommendations of Da Nang city.
