Implementing the Project to rearrange commune-level administrative units in the province for the period 2023 - 2025, from January 1, 2025, new administrative units will come into operation.
At the same time, the province continues to reorganize and merge a number of Party committees, ending the activities of Party delegations and Party Executive Committees; the Provincial People's Council issues a resolution on dissolving and establishing a number of specialized agencies under the Provincial People's Committee to operate from March 1, 2025 to ensure effectiveness, efficiency and smoothness. The Provincial People's Committee issues decisions assigning the implementation of functions, tasks, powers and organizational structure of the departments after reorganizing the apparatus.
Ensuring the inheritance of achieved results associated with the goal of not interrupting the management, monitoring, receiving, and handling of administrative procedures for people and businesses when arranging the organization and administrative units at the commune level, the Provincial People's Committee requests departments, branches, sectors, and the Provincial Police to quickly complete the staff, civil servants, public employees, and employees performing the tasks of guiding, receiving documents, and returning results of handling administrative procedures at the Provincial Public Administration Service Center.
The People's Committees of districts and cities shall direct the review and improvement of the one-stop shop at the district and commune levels according to regulations. Promote the reception of administrative procedures regardless of administrative boundaries based on the application of information technology; promote the digitalization of records, documents, and results of handling administrative procedures during the reception and processing process.
Since the beginning of the year, the reception and settlement of administrative procedures by departments, branches, agencies, units and localities in the province have been maintained and implemented in accordance with regulations. The total number of records received and settled by departments, branches and sectors at the Provincial Public Administration Service Center is 60,221, of which 39,297 records were returned in advance and on time; the average rate of online submissions reached more than 50% of the total number of records received and settled.
At the district and commune People's Committees, there were 41,999 records received and resolved at the one-stop department, of which 38,626 records were paid in advance and on time; the average rate of online submissions reached more than 91.13% of the total number of records received and resolved.
Coming into operation under the new name of Hai Ba Trung Ward (Phuc Yen) from January 1, 2025, in addition to focusing on construction and ensuring effective implementation of socio-economic development programs and plans, the Party Committee and local authorities have assigned specific tasks to cadres, civil servants and public employees in specialized departments. Since the beginning of the year, the one-stop department of the Ward People's Committee has received and promptly and promptly resolved 50 records and administrative procedures for people and businesses in areas such as household registration, land, social protection, etc.

At the 9th extraordinary session of the 15th National Assembly, the National Assembly passed the Law on Organization of the Government (amended), the Law on Organization of Local Government (amended), the Law on Promulgation of Legal Documents (amended) and resolutions to implement the plan to rearrange and streamline the apparatus according to Resolution No. 18 of the Party Central Committee.
To specify Official Dispatch No. 219 of the Prime Minister on the implementation of administrative procedures for people and businesses when arranging and streamlining the apparatus, the Provincial People's Committee requests the vertical agencies of the Central Government in the province to organize the reception and settlement of administrative procedures according to the instructions of the ministries and agencies receiving functions, tasks and powers after the apparatus arrangement.
Provincial departments, branches and agencies promptly develop and submit to the Chairman of the Provincial People's Committee for promulgation, according to their authority, decisions to amend, supplement and abolish administrative procedures and lists of administrative procedures that need to be adjusted due to receiving new functions, tasks and powers.
The province requests the Department of Science and Technology to promptly amend and issue identification codes of agencies and units according to the instructions of the Ministry of Science and Technology, synchronize and update on the National Document Interconnection Axis and the National Database on Administrative Procedures.
The Office of the Provincial People's Committee presides over and coordinates with VNPT Vinh Phuc to adjust the Provincial Administrative Procedures Information System to ensure the inheritance of information, data, safety, security and the reception and settlement of administrative procedures; update the shared data categories of the National Public Service Portal according to regulations, ensuring continuity, smoothness and efficiency.
