Workshop on building the National Target Program on cultural revival and development, building Vietnamese people for the period 2026 - 2030

On the afternoon of July 21, the Ministry of Culture, Sports and Tourism held a nationwide online workshop to consult on the dossier on the task of "Building a National Target Program on cultural revival and development, building Vietnamese people for the period 2026 - 2030, with a vision to 2045". Comrade Doan Van Viet, Deputy Minister of Culture, Sports and Tourism chaired.

Attending the workshop at Cao Bang bridge were leaders of the Department of Culture, Sports and Tourism, the Provincial Party Committee's Propaganda Department, the Department of Planning and Investment, the Department of Finance, the Provincial Ethnic Committee, the Provincial Literature and Arts Association, and experts from the Provincial People's Committee Office.

The draft program systematizes the Party's viewpoints stated in the Resolution of the 13th National Congress, related to 9 project groups including: developing the cultural personality of Vietnamese people; building a healthy cultural environment; improving the effectiveness of information, propaganda and cultural education; preserving and promoting the values ​​of national cultural heritage; promoting the development of literature and art; developing cultural industry; promoting digital transformation and applying scientific and technological achievements in the cultural field; developing cultural human resources; international integration, absorbing the quintessence of human culture.

The workshop received many comments from local delegates to complete the draft program, focusing on the connotation of the concepts of "culture", "people", "revival", "development", thereby identifying key contents and objectives; pointing out urgent cultural issues and fields that need to be protected, preserved and maintained; identifying new values, shortcomings and limitations that need to be overcome and innovated from state management, mechanisms, policies to implementation practices. Delegates unanimously affirmed the need to issue a national target program on culture; the program needs to address the relationship with other national target programs, with the ability to cover and integrate.

The organization of this consultation workshop aims to bring real life into the program, helping ministries, branches and localities raise awareness, manage and implement cultural revival and development, and clearly define the roles of the State, society and people; diversify investment resources for the program from public investment capital, regular operating expenses, and socialized sources; promote digital transformation to serve management, promotion and communication activities. This is also the basis and basis for the Ministry of Culture, Sports and Tourism to absorb, edit and complete the draft program, ensuring the feasibility, scientific nature and comprehensiveness of a national target program and submit it to competent authorities in the coming time.

At the workshop, the connecting points presented papers and gave comments on a number of approaches to the program; evaluated and reviewed the results of implementing existing cultural projects and plans to determine the scope of implementation associated with the products and outputs of the program, avoiding duplication; ensured the arrangement of human resources to support the completion of the program's objectives...

Speaking at the workshop, Deputy Minister of Culture, Sports and Tourism Doan Van Viet accepted the opinions of the delegates at the workshop, and asked localities that have not yet participated to send their opinions to complete and supplement the content so that the drafting department can complete the programs in July and submit them to the Government Office.
