The conference was held in person and online, connecting to the bridge points of provinces and cities. At the bridge point of Quang Nam province, Vice Chairman of the Provincial People's Committee Ho Quang Buu and representatives of leaders of departments, branches and localities attended the conference.
At the meeting, representatives of the Ministry of Science and Technology announced the Prime Minister's Decision on the establishment of the Government Steering Committee on Science and Technology Development, Innovation, Digital Transformation and Project 06. The Steering Committee is headed by Prime Minister Pham Minh Chinh, on the basis of consolidating previous Central steering committees on administrative reform, digital transformation and Project 06.
In his opening speech, the Prime Minister emphasized that the first meeting of the Steering Committee aims to review the results and work implemented in Resolution 57 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation. From there, lessons learned and tasks and solutions for the coming time will be drawn.
In order to implement Resolution No. 57, the Government issued Resolution No. 03 dated January 9, 2025 and the implementation plan. The Prime Minister emphasized the important role of science and technology and digital transformation in the current and future development stages of the country. Accordingly, it is necessary to improve the level and quality of related work.
According to the Prime Minister, there are three tasks that need to be focused on and implemented drastically at present. Firstly, it is necessary to remove institutional obstacles in the direction of "using one law to amend many laws". Ministries, branches and localities need to review and synthesize institutional obstacles related to science and technology, innovation, digital transformation and Project 06 to report and submit to the National Assembly for resolution at the upcoming session in May.
Institutions are the biggest barrier but also the easiest to overcome. Whether institutions are open or closed depends on you, so you have to overcome the limitations of thinking, methodology and organization. If you do well, the bottleneck will become an advantage.

Second, review the infrastructure that needs to be invested in. The Prime Minister said that in 2025, the Central Government will allocate about 10,000 billion VND (equivalent to 3% of the budget) to invest in science and technology and digital transformation. However, to disburse the funds, there must be specific projects to implement.
“Central resources cannot be spread out. The central government no longer does the work of the provincial and communal levels. Infrastructure investment must connect the country and the world. To do so, strong decentralization and delegation of power is needed,” the Prime Minister emphasized.
Third, human resources must be abundant to meet new developments in science and technology, innovation, and digital transformation.
Along with the three major tasks mentioned above, the Prime Minister proposed to continue promoting administrative reform, focusing on administrative procedure reform. In particular, regarding institutional solutions, we must answer the questions of why it is necessary to build and amend laws, circulars, and decrees. What contents need to be omitted, inherited, improved, supplemented..., and why?
At the meeting, the Ministry of Science and Technology reported on the results of implementing tasks on science and technology, innovation, and national digital transformation, and proposed key tasks that need to be implemented immediately, including: Paperless government, signing and transactions in the digital environment.
The Ministry of Public Security reports on the results of the implementation of assigned tasks on Project 06; the progress of the implementation of the National Data Center and the implementation plan, integrating data from national databases, specialized databases into the National Data Center. The Ministry of Home Affairs reports on the results of the implementation of assigned tasks on administrative reform in the programs and resolutions of the Government.
