Administrative procedure reform associated with comprehensive digital transformation

DNO - On the morning of March 18, Prime Minister, Head of the Steering Committee for Science, Technology, Innovation, Digital Transformation and Project 06 Pham Minh Chinh chaired the first online meeting of the Steering Committee. The Da Nang bridge was chaired by Chairman of the City People's Committee Le Trung Chinh.

In his concluding remarks, Prime Minister Pham Minh Chinh emphasized the importance of science and technology development, innovation, digital transformation, administrative reform and the implementation of Project 06 (Project on Developing the application of population data, identification and electronic authentication to serve national digital transformation in the 2022-2025 period, with a vision to 2030).

The Prime Minister commended the efforts, attempts and achievements of ministries, branches and localities, and the consensus, support and active participation of people and businesses.

In addition, the Prime Minister pointed out the shortcomings, limitations and slow-progress tasks, such as decrees being issued late; many tasks in programs, plans and projects being implemented are still behind schedule and have not changed.

Human resources for science and technology, innovation, digital transformation, administrative reform and implementation of Project 06 have not yet met the demand in terms of quantity, quality, distribution, working attitude and professional ethics; there is no public-private partnership mechanism in resource mobilization...

The Prime Minister pointed out 5 points that need to be focused on in the coming time. Firstly, administrative reform and science and technology development, innovation, and digital transformation are closely linked, promoting and supporting each other, taking people and businesses as the center and subject.

Second, reforming the administrative apparatus, science and technology, innovation, and digital transformation are objective requirements, strategic choices, and top priorities. Third, doing things with focus, not spreading out, not half-heartedly, doing each thing properly, and finishing each thing.

Fourth, change the state from passively receiving and resolving administrative procedures to proactively and actively serving the people and businesses. Fifth, reward and punish clearly, promptly, appropriately and effectively.

Along with the five guiding views and ideas are three important tasks: first, to accelerate national digitalization. Second, to cut and simplify administrative procedures without limits, the more the better. Third, to develop comprehensive digital citizenship.

Along with that are 3 key tasks, both immediate and long-term: perfecting open institutions; developing infrastructure must be smooth, promoting the development of 5G coverage, fiber optic cable systems, satellites, especially databases; all levels, sectors, localities, enterprises, educational and training institutions develop and implement human resource training plans.

Reporting at the meeting, Vietnam has made strong progress in the international digital transformation rankings with the e-Government Development Index in 2024 increasing by 15 places, ranking 71/193. The global innovation index in 2024 increased by 2 places, ranking 44/133. The global cybersecurity index in 2024 increased by 8 places, ranking 17/194.

From October 2024, Vietnam will officially commercialize 5G telecommunications services. Vietnam's Internet speed in 2024 will rank 37th, up 7 places compared to 2023.

In Da Nang, from 2021 to present, a total of 105 scientific and industrial tasks at all levels have been deployed with a total investment of 139.7 billion VND.

In the 2021-2024 period, the city has directly supported 149 businesses in applying and innovating technology through support policies in the field of science and technology.

The city currently has 4,413 granted intellectual property certificates, ranking 6th nationwide. The results of the 2024 Local Innovation Index assessment ranked 5th nationwide according to the ranking announced by the Ministry of Science and Technology.

2024 marks the 14th consecutive year that Da Nang has led the country in the Vietnam ICT Index; for the 4th consecutive year, it has ranked first in provincial digital transformation DTI.

Notably, Da Nang is the only locality in Vietnam to receive the Smart City award for 5 consecutive years, demonstrating its achievements in the digital transformation process.
