On the morning of March 13, Politburo member and Prime Minister Pham Minh Chinh, Head of the 14th National Party Congress's Socio-Economic Subcommittee, chaired the 4th meeting of the Subcommittee to continue supplementing and perfecting the Draft Socio-Economic Report.
Attending the meeting were Deputy Prime Ministers Tran Hong Ha, Le Thanh Long, Nguyen Chi Dung, Mai Van Chinh; leaders of ministries, branches, and central agencies who are members of the Subcommittee.
In his opening speech, Prime Minister Pham Minh Chinh, Head of the Subcommittee, emphasized that the Socio-Economic Report is one of the components of the documents of Party congresses at all levels. Over the past time, the Subcommittee has spent time and effort completing the steps of the Draft Socio-Economic Report and submitting it to all levels for comments.
However, in the context of the rapidly changing situation, many new and dynamic issues are emerging in the world, which are increasingly difficult to predict, and new developments are taking place domestically. In particular, General Secretary To Lam has had meetings with the 14th Congress Subcommittees, and has issued major guidelines; since the 10th Central Conference, 13th tenure, the Central Committee, the Politburo, the National Assembly, and the Government have issued many resolutions and decisions on many important issues.
The Prime Minister said that compared to the Draft Report before the 10th Central Conference, many contents have been adjusted and updated, such as socio-economic development results, more specific and accurate figures; different growth directions, tasks and targets, with a target of 8% in 2025 and double digits in the following years; development directions and tasks based on science and technology, innovation, digital transformation, and the role of the private economy must be considered... Therefore, the Draft Socio-Economic Report must be updated, supplemented, and close to the new situation.
Requiring the Draft Socio-Economic Report to have a more innovative, breakthrough, revolutionary way of thinking, methodology, approach, and way of doing things, closer to the world and regional situation and the country's development requirements; the content must be more up-to-date, proposing breakthroughs and new driving forces for development..., the Prime Minister requested the members of the Subcommittee to discuss and correctly assess the situation, propose feasible and highly effective goals, tasks, and solutions, especially to achieve the two 100-year goals; the form of expression must be brief, concise, easy to understand, easy to remember, easy to do, and easy to monitor.
The Prime Minister suggested that with a long-term vision, broad-mindedness, deep thinking, and big actions, the members of the Subcommittee discuss, develop, and unify the content, and continue to perfect the Draft Socio-Economic Report to submit to the Politburo. After the Politburo gives its opinions, it will be completed and submitted to the Central Executive Committee for submission to the Central Conference in early April.
