Prime Minister Pham Minh Chinh asked France to support Vietnam in developing nuclear power.

Prime Minister Pham Minh Chinh asked the French electricity group EDF to expand investment, convert to green and clean energy in Vietnam and support Vietnamese partners in developing nuclear power projects.

On the afternoon of March 12, receiving French Ambassador to Vietnam Olivier Brochet and Mr. Erkki Maillard, Director of International and Government Affairs, Advisor to the President of French Electricity Group EDF, Prime Minister Pham Minh Chinh asked EDF to expand investment, convert to green energy, clean energy in Vietnam; at the same time, support Vietnamese partners to develop nuclear power projects.

Welcoming Ambassador Olivier Brochet and senior representatives of EDF Group on their visit and work in Vietnam, Prime Minister Pham Minh Chinh highly appreciated the role of French partners in general and EDF in particular in projects operating in Vietnam, contributing to the development of the Vietnam-France Comprehensive Strategic Partnership to become increasingly deeper, more substantial and effective.

Prime Minister Pham Minh Chinh said that Vietnam strives to achieve economic growth of 8% or more in 2025 and double-digit growth in the coming period. Therefore, electricity demand must increase by 12-16% per year.

Along with that, Vietnam promotes economic development based on science and technology, innovation, especially emerging industries such as artificial intelligence, cloud computing, Internet of Things, big data, etc., so the demand for electricity is very large.

The Prime Minister suggested that EDF continue to expand investment and convert to green and clean energy in Vietnam with the viewpoint of "Listening and understanding together; sharing vision and action together; working together, enjoying together, winning together and developing together; enjoying joy, happiness and pride together."

French Ambassador to Vietnam Olivier Brochet said that EDF is a multinational energy corporation, operating in the fields of production, transmission, distribution, energy trading and energy services; has effectively cooperated in Vietnam through the Phu My 2 Thermal Power Plant and Son My 1 Power Plant projects... France, specifically EDF, has a lot of experience and the most advanced nuclear power technology in the world.

Therefore, France in general and EDF in particular wish to continue expanding cooperation and investment in Vietnam, in the energy sector, commensurate with the Vietnam-France Comprehensive Strategic Partnership, especially renewable energy development projects, and especially wish to participate in Vietnam's nuclear power project.

Believing that Vietnam and France are two countries with many fateful relationships, with many memorable historical milestones and many effective and impressive cooperation areas, Prime Minister Pham Minh Chinh suggested that France continue to work with Vietnam to deepen the framework of the Comprehensive Strategic Partnership, including cooperation in science and technology, innovation, especially in emerging industries such as artificial intelligence, cloud computing, the Internet of Things, big data, cultural cooperation, science and technology, healthcare, etc.

Agreeing with EDF's proposal to develop clean energy in Vietnam, the Prime Minister said that the Vietnamese Government has approved and issued a plan to implement the National Power Development Plan for the 2021-2030 period, with a vision to 2050, with the goal of strongly shifting energy from fossil fuels to new energy sources, renewable energy, and nuclear power, contributing to the committed goals under the Nationally Determined Contribution and Vietnam's goal of net zero emissions by 2050.

Regarding the development of nuclear power, the Prime Minister said that Vietnam is currently re-launching the investment policy to build the Ninh Thuan 1 and Ninh Thuan 2 nuclear power plants in Ninh Thuan province and has attracted the interest of many partners who wish to cooperate.

Vietnam will prioritize choosing partners who can demonstrate and commit to transferring technology with Vietnamese investors in the process of developing nuclear power in Vietnam.

The Prime Minister proposed that France and EDF in particular study, advise and cooperate with Vietnam to help Vietnam build policy mechanisms for nuclear power development; cooperate and advise Vietnam to choose the most modern and superior technology at present in the nuclear field; study the possibility of cooperation in human resource training; provide preferential funding for nuclear power projects in Vietnam; and cooperate in investing in the production of electrical equipment and supporting industries serving the nuclear power sector in Vietnam.
