On June 12, 2020, the Prime Minister signed Decision No. 827/QD-TTg approving the project to develop Vinh City (Nghe An) into an economic and cultural center of the North Central region; including the project "Building Phan Boi Chau High School for the Gifted into a high-quality key school".
Previously, at the end of December 2018, the People's Committee of Nghe An province also issued Decision No. 5596 approving the project to build a new Phan Boi Chau High School for the Gifted (phase 1). The project has a construction investment scale: Including 5 units, of which 3 units are 5-storey buildings, 2 units are 4-storey buildings, including: Classrooms, functional rooms, libraries and connected to each other through a bridge corridor system, total construction area of 2,306m2; total floor area of 10,252m2. Phan Boi Chau High School for the Gifted is newly built on a land area of more than 8.5 hectares in Nghi An commune (Vinh city) and part of Nghi Phong commune, Nghi Loc district.
The project has a total value of nearly 100 billion VND, implemented in the period from 2018 - 2021 by the Nghe An Department of Education and Training as the investor and the construction contractor: Joint Venture of Nghe An Construction Corporation - Hanoi Housing Investment and Development Joint Stock Company.
The reality of the project shows that, up to this point, the project has been basically completed, but some items have begun to deteriorate. In particular, the ceiling has appeared to be peeling and cracking. Some places are leaking, which may affect the aesthetics and service life. There are even long cracks in many ceiling locations; cracks also appear on classroom walls, the main load-bearing structures of the project. It is worth mentioning that currently the project has no workers to carry out construction, nor anyone to protect the property...
Although phase 1 has been completed and there are many signs of deterioration, given the importance of the project, on May 28, 2023, Nghe An Provincial People's Council issued Resolution No. 05 approving the investment policy for phase 2 with a total investment of more than 101 billion VND. With additional investment items, including: 3 to 4-storey administrative block, construction area of about 465m2, total floor area of about 1,775.5m2.
In addition, there is a 1-storey dining hall with a construction area of about 744m2; a 4-storey student dormitory with a construction area of about 1,129m2. The total floor area is about 4,516m2 and other items. This phase 2 is assigned to the Provincial Civil and Industrial Construction Investment Project Management Board as the investor.
Regarding the fact that the project has not been handed over for use but has signs of deterioration, the contractor's representative, Mr. Truong Cong Giap - Director of Nghe An Construction Corporation, said: The project was basically completed at the end of 2021. The construction items carried out by the unit ensure the right quality.
Mr. Tran Van Dung - Deputy Director of the Project Management Board for Investment and Construction of Civil and Industrial Works in Nghe An Province (the unit hired by the investor to consult on project management) said: This project has not yet been handed over to the contractor, the reason is that there is no fire prevention and fighting item, so the specialized departments have not accepted the acceptance. Because the project has been suspended for 2 years, some items have been degraded, causing waste. Talking about phase 2 of this project, Mr. Dung also said: In phase 2 of the project, the Board will be the investor, currently the work of implementing the appraisal and submitting for approval of the design of construction drawings and estimates.
