At the 28th Session, the 17th Hai Duong Provincial People's Council passed a resolution to adjust and allocate the 5-year local budget public investment plan for 2021 - 2025 (provincial budget source).
Through reviewing the progress of implementing the project investment preparation tasks in the assigned and expected 5-year local budget capital plan for 2021 - 2025, it is shown that there are a number of projects that are not feasible to implement in the 2021 - 2025 period.
Considering the proposal of the Provincial People's Committee, the Hai Duong Provincial People's Council agreed to stop implementing 3 projects that started construction in the period of 2021 - 2025 and reduce the planned capital allocation of nearly 765.4 billion VND; reduce more than 97.1 billion VND of the Project to urgently renovate and upgrade pumping stations managed by the District People's Committees in the province.
The three projects that have been suspended are: Cam Giang Town Ring Road Project and the road connecting National Highway 38 with VSIP Industrial Park; construction of a mortuary and infectious disease department at Hai Duong Children's Hospital; surveying, mapping, and cadastral records for land originating from agricultural, forestry, and forest lands.
The total planned capital of these 4 projects is more than 862.6 billion VND.
It is necessary to stop implementing and adjust down all the planned capital allocated for these projects to have investment capital for some new projects that are really necessary but have not yet been allocated enough capital, and to provide targeted additional support for the district level...
The Provincial People's Council agreed to allocate an additional VND85 billion for the project to build the headquarters of the fire prevention, fighting and rescue teams of 6 units: Hai Duong City Police, Chi Linh, Kinh Mon, Kim Thanh, Binh Giang and Tu Ky. These are projects that have started construction and are expected to be completed in the period of 2021 - 2025 but have not yet allocated enough capital.
Targeted supplement of more than 164.2 billion VND to support and assign district level to invest in 15 projects under the National Target Program on New Rural Construction, other projects and projects according to the 5-year plan 2021 - 2025...
The remaining unallocated capital plan for the 2021-2025 period is expected to be supplemented with the goal of supporting the district level according to the principles and criteria for investment support, which are traffic connection projects for some districts with difficulties in resources and supporting Kinh Mon town and Hai Duong city to complete the criteria for upgrading urban areas to create a synchronous landscape, expand connections to attract investment, and contribute to promoting local socio-economic development.
Specifically, it is expected to support 743.3 billion VND for projects in the transport sector, with a support capital level of 50% of the total investment in the districts of Thanh Ha, Tu Ky, Gia Loc, Ninh Giang, Kinh Mon town, and Hai Duong city.
