On February 1, Prime Minister Pham Minh Chinh inspected, encouraged and urged the construction of transport infrastructure projects in the Southern region.
On February 1 (the 4th day of the Lunar New Year 2025), after attending the groundbreaking ceremony of the Ho Chi Minh City-Thu Dau Mot-Chon Thanh Expressway project, Prime Minister Pham Minh Chinh, Head of the State Steering Committee for important national projects and works, key to the Transport sector, inspected, encouraged and urged the construction of transport infrastructure projects in the Southern region including: Long Thanh International Airport Project; Ho Chi Minh City Ring Road 3 Project; T3 Terminal Project, Tan Son Nhat International Airport, Ho Chi Minh City.
Accompanying were: Politburo member, Secretary of the Ho Chi Minh City Party Committee Nguyen Van Nen; Deputy Prime Minister Tran Hong Ha; Minister, Head of the Government Office Tran Van Son; Minister of Planning and Investment Nguyen Chi Dung; Minister of Transport Tran Hong Minh; Minister of Natural Resources and Environment Do Duc Duy; leaders of central ministries, branches and relevant provinces and cities.
During the 6th inspection of the implementation of the Long Thanh International Airport Project in Dong Nai Province, witnessing component projects 1, 2, 3, and 4 being constructed during the Tet holidays, Prime Minister Pham Minh Chinh commended the forces for strictly implementing the instructions and enthusiastically responding to the content that the Prime Minister launched, which was "working in 3 shifts and 4 shifts," "working through holidays, through Tet, through holidays" to promote project implementation.
With the motto of “only discussing solutions, not goals,” to ensure that the Long Thanh International Airport Project is basically completed by the end of 2025, the Prime Minister requested relevant entities to continue reviewing the work and strictly implementing the Prime Minister’s instructions at the meeting on January 25; increase machinery, arrange more forces, and increase the number of subcontractors.
Especially in component project 3 - the most important project, with essential works including runways, passenger terminals and auxiliary items; actively working with contractors to negotiate with equipment suppliers, especially scanners and conveyors, to speed up delivery progress; directly and fully supplying construction materials to contractors; continuing to research solutions to shorten progress, meeting requirements. In particular, assigning more specific tasks, checking more closely, reorganizing construction, implementing simultaneously to further accelerate, regaining delayed progress; changing construction methods to a rolling method, finishing the rough part, then doing the interior immediately.
Along with the construction of main items, simultaneously deploy connecting traffic projects, agree to implement the connecting road project, the subway line connecting Tan Son Nhat International Airport to Long Thanh under the turnkey method; urgently complete the site clearance work so that when the Port Project is completed, it can be put into operation synchronously and effectively.
Regarding the supply of raw materials, next week, Dong Nai will meet with ministries, sectors, investors, and contractors to thoroughly resolve the problems related to the supply of raw materials in the spirit of providing directly to contractors, without intermediaries; reclaiming mines that have expired or are operating improperly, taking advantage of the situation of hoarding, profiteering, and price gouging; and strictly handling cases as a deterrent. The Ministry of Public Security must get involved in this work.
Regarding package number 4, after completing a series of regulations, it is necessary to immediately hand over to Vietnam Airlines and Vietjet to invest in building aircraft hangars; Dong Nai province must ensure planning outside the airport fence.
Regarding the road connecting Long Thanh airport, the Prime Minister requested relevant agencies to review and, if any mechanisms or policies are missing, to propose and report immediately; Deputy Prime Minister Tran Hong Ha is responsible for deciding all matters within his authority.
Regarding resolving some traffic conflicts during construction, according to the Prime Minister, units must ensure proper and reasonable implementation of procedures because the construction site is very large.
The Prime Minister requested investors and contractors to control progress and have a spirit of clear division of labor; “clear people, clear work, clear responsibilities, clear progress, clear products”; strengthen inspection and supervision to avoid corruption and negativity; strictly reward and discipline. Strengthen labor safety assurance on construction sites. If any mechanism or policy is needed, or there is a lack of capital, it must be reported to the competent authority.
The Prime Minister inspected two construction sites of the Ho Chi Minh City Ring Road 3 project, including Tan Van intersection and Nhon Trach bridge, Dong Nai.
The Ho Chi Minh City Ring Road 3 project, with a total investment length of about 76.34km, passing through Ho Chi Minh City, Dong Nai, Binh Duong and Long An, has a total investment of more than 75,000 billion VND; started in June 2023, expected to be completed in September 2026. Currently, the component projects have cleared 90-100%. Construction projects have reached 22-62%.
Inspecting the construction site of Tan Van intersection in Di An city, Binh Duong province, part of component project 5 of the Ho Chi Minh City Ring Road 3 construction project - started in April 2024 and expected to be completed in December 2026, with an investment of VND 1,848 billion, Prime Minister Pham Minh Chinh assessed that this is the most complex and massive intersection of the Ho Chi Minh City Ring Road 3 project as well as in our country at present.
The Prime Minister commended and thanked the construction forces working through Tet at the construction site; highly appreciated Binh Duong province for actively clearing the site, reaching nearly 90%; the Prime Minister requested to continue to complete the remaining 10% of the site; relocate technical infrastructure works, and promote construction to complete on schedule.
At the same time, the project is required to be submitted to the competent authority for consideration so that this intersection can be synchronously connected with the traffic system of the whole region and the whole country; so that when the Ring Road 3 in general and Tan Van intersection in particular come into operation, it will ensure connectivity, synchronization, and modernity. In particular, the project to upgrade 15.3km of My Phuoc-Tan Van road will be built to operate synchronously with the Ring Road 3 of Ho Chi Minh City.
Inspecting and encouraging the construction force of Nhon Trach bridge, part of component project 1A, Tan Van-Nhon Trach section in Dong Nai province, part of Ho Chi Minh City Ring Road 3 Project - with a route length of 8.22km, total investment of nearly 7,000 billion VND; expected to be completed in September 2025, Prime Minister Pham Minh Chinh commended Dong Nai province for completing the handover of 100% of the site to the construction unit; the construction units have strictly implemented the direction, the construction output of the project reached 84.15% of the contract, basically meeting the progress according to the direction of the Prime Minister.
Prime Minister Pham Minh Chinh requested relevant localities to follow Dong Nai province to urgently complete site clearance; focus on directing the implementation of component projects in the area, resolutely instruct contractors to continue to proactively source roadbed materials, mobilize adequate machinery, equipment, human resources, and materials, and focus on "3 shifts, 4 crews" construction to ensure progress. In particular, Component Project 1 must be completed as planned in June 2026, striving to complete the Nhon Trach bridge project on April 30, 2025, to celebrate the 50th anniversary of the complete liberation of the South and national reunification.
On the same afternoon, Prime Minister Pham Minh Chinh visited and encouraged the construction forces at the T3 Terminal project of Tan Son Nhat Airport, Ho Chi Minh City - a project with a total investment of nearly 11,000 billion VND, with a designed transport capacity of 20 million passengers/year, equivalent to 7,000 passengers/peak hour, striving to complete and put the project into operation on the occasion of the 50th anniversary of the Liberation of the South and National Reunification (April 30, 1975 - April 30, 2025).
During the third inspection of the project, witnessing the bustling construction atmosphere during Tet of more than 600 officers, engineers and workers at the construction site, the Prime Minister praised and thanked the Vietnam Airports Corporation (ACV) and the contractors for organizing the construction that "overcame the sun, overcame the rain, and was not defeated by storms," "only discussed work, not retreated"... so that after 16 months of construction, the total volume of work performed reached about 83% and the progress is being controlled according to plan. In particular, the installation of elevators, escalators and telescopic tubes, baggage conveyors, scanners... has been basically completed. In particular, the Ministry of National Defense, Ho Chi Minh City and the people are ready to support site clearance and deploy auxiliary works, connecting to Terminal T3.
Prime Minister Pham Minh Chinh requested ACV to focus human resources of investors, consulting units, construction contractors... to implement the project to ensure quality, safety, environmental sanitation, prevent loss, waste, and negativity, and put the Project into operation on schedule. At the same time, proactively coordinate with ministries, branches and relevant agencies during the project implementation process to promptly resolve any difficulties and problems that arise; be responsible for inspecting and supervising the construction process to ensure compliance with legal regulations, ensure quality, absolute safety, and prevent negativity and waste.
ACV coordinates with the People's Committee of Ho Chi Minh City in connecting the Project with regional traffic routes for synchronous and effective operation; researches and deploys traffic connections between the 3 passenger terminals at Tan Son Nhat Airport to ensure convenience, without causing local congestion or affecting traffic outside the Airport; urgently deploys connecting traffic routes, ensuring synchronous use, meeting travel needs when the T3 Passenger Terminal Project comes into operation and exploitation.
In particular, the Ministry of National Defense is requested to preside over and coordinate with the City People's Committee and relevant ministries, branches and agencies to study the plan to relocate the command center of Air Division 370 to transfer the space to civil aviation to arrange traffic routes, landscape works in the T3 terminal area and effectively exploit Tan Son Nhat International Airport, at the same time, ensure the implementation of security and defense tasks, to be completed in February 2025.
Relevant ministries, branches and agencies review and complete the items of parking lots, overpasses, aircraft parking systems, fuel supply; complete the items of environmental landscape, wastewater and waste treatment works; accept fire prevention and fighting, grant exploitation licenses; along with that, accept and finalize the works; develop a plan to exploit the terminals in Tan Son Nhat International Airport reasonably, fairly and effectively.../.
