In 2025, the first batch of students studying the 2018 General Education Program will take the graduation exam. They will take the high school graduation exam in 4 subjects, including 2 compulsory subjects: Math and Literature, and 2 optional subjects according to the regulations of the Ministry of Education and Training.
Unlimited number of admission combinations
The number of exam sessions and the number of high school graduation exams in 2025 will decrease compared to before. Associate Professor, Dr. Nguyen Anh Dung - Deputy Director of the Department of Higher Education (Ministry of Education and Training) analyzed that with 2 optional subjects, the number of subjects that students can use to register for the high school graduation exam will increase. If the limit of 4 admission combinations as before will limit the chance of candidates being admitted to university compared to only studying a certain combination of subjects.
Therefore, Associate Professor Dr. Nguyen Anh Dung said that this year's admission regulations will remove the requirement that each major and each program only have a maximum of 4 admission combinations. This means that there will be no limit to the maximum number of admission combinations for a specific major or program.
"This new point is to help candidates who choose different exams or study in different groups still have the opportunity to be admitted to majors and training programs according to the policies of higher education institutions," said Associate Professor, Dr. Nguyen Anh Dung.
In addition to removing the limit of 4 admission combinations, the Deputy Director of the Department of Higher Education (Ministry of Education and Training) said that this year's university and college admission regulations will also have other important new points, such as removing the regulation on early admission. Schools can conduct direct admission according to the regulations of the Ministry of Education and Training to select candidates with outstanding abilities and talents. The remaining candidates will participate in the general admission round according to the general plan of the Ministry.
Schools that use high school academic results (report cards) for admission must use the results of the entire 12th grade year instead of only using the results of 5 semesters at high school level, not counting the second semester score of 12th grade as before.
Schools have a plan to convert admission scores to ensure fairness and transparency between different admission methods; ensuring the selection of candidates most suitable for the desired program and major of the school.
The regulation stipulates that each candidate's bonus points do not exceed 10% of the maximum score (this bonus point is after adding regional priority points and subject priority points), and at the same time, the candidate's total consideration score does not exceed the maximum score.
In addition, considering foreign language certificates, the certificate results according to the list of high school graduation exam regulations can be converted into foreign language scores for admission consideration.
Training sectors in the health and pedagogy sectors still apply regulations on input quality assurance thresholds as the admission regulations applicable for 2024.
Early admission is eliminated, only time is adjusted.
Among the new points mentioned above, the regulation on eliminating early admission is receiving the attention of many parents and students. Many opinions expressed concern that this new regulation will reduce the chances of candidates being admitted to university.
Regarding this issue, Associate Professor Dr. Nguyen Anh Dung affirmed that eliminating early admission does not reduce the chances of admission for candidates. This adjustment only changes the time for schools to organize admission and announce compared to previous years.
Training institutions still have autonomy in enrollment. In particular, all enrollment methods that training institutions wish to use are still fully guaranteed according to current regulations.
The results of the transcripts, converted foreign language certificates, or competency assessment exams that students have prepared for throughout their studies will still be retained. Admission depends entirely on whether the training institutions use that admission method or not. The new regulations only adjust the time.
"Instead of dividing into admission rounds, now admission will be conducted in the same round in the general admission plan of the Ministry of Education and Training," said Associate Professor, Dr. Nguyen Anh Dung.
