According to the Development Strategy of Vietnam Railway Corporation for the period 2021-2030, with a vision to 2035, recently approved by the State Capital Management Committee at Enterprises, the goal by 2030 is to build new passenger cars with a speed of 120 km/h.

Accordingly, in terms of industry and railway vehicles, gradually become self-sufficient in maintenance and production of materials and equipment. Invest in building manufacturing facilities, building new carriages, assembling locomotives, and producing spare parts, materials, and railway components with a high localization rate.

Specifically, regarding locomotives, the orientation is to develop the industry of assembling locomotives using clean energy for old routes and electric traction for new electrified routes; Research and develop self-propelled trains (EMU); Perfect the technology of assembling locomotives with high capacity.

Regarding carriages, focus on developing the manufacturing industry, building new carriages for domestic consumption, aiming for export to countries in the region. Building new passenger carriages with a speed of 120 km/h. Joint ventures with foreign partners to design and manufacture bogies for freight carriages.

Research and develop freight and passenger cars with advanced and modern structures with a localization rate of up to 100% for freight cars and over 80% for passenger cars. Be self-sufficient in production and supply to meet the needs of the Vietnamese railway industry. Research and develop types of cars serving urban railways (EMU). Perfect soundproofing, insulation, and air conditioning technology.

At the same time, additional investment and upgrading of about 100 locomotives, about 1,800 freight cars of all kinds and increasing the efficiency of locomotive operation and car rotation.

The strategy also aims to research and receive transfer of new advanced technologies in manufacturing, building new carriages, assembling locomotives and producing materials, spare parts, components and equipment for transport and railway infrastructure by 2035 to reduce greenhouse gas emissions and protect the environment as the target set out at COP26.

Including additional investment, upgrading locomotives, wagons and increasing the efficiency of locomotive operation, wagon rotation to ensure transportation needs; Researching, manufacturing, assembling locomotives and wagons using clean energy, electrification...; Investing in and upgrading loading and unloading vehicles serving logistics activities to ensure the need for loading and unloading goods.

To achieve this goal, the railway has proposed synchronous solutions. These include completing key projects on investment in means of transport in the 2021-2025 period on schedule; Researching and implementing capital mobilization plans to invest in locomotives, railway vehicles in accordance with the transport needs and the progress of the State's railway infrastructure when implementing Vietnam's commitments at COP26 and in accordance with legal regulations on the age and safety of railway vehicles.

Innovate methods of transport organization, increase the utilization coefficient, rotate locomotives and wagons to increase transport output; Implement flexible locomotive and wagon repair plans; Promote mechanization of railway infrastructure maintenance.
