Officially have economic norms

Ho Chi Minh City People's Committee has issued economic and technical norms for public passenger transport services by large electric buses in the area.

On March 24, the City People's Committee issued a decision on economic and technical standards for public passenger transport services by large electric buses in Ho Chi Minh City.

Previously, according to the report of the Ho Chi Minh City Department of Transport (now the Department of Public Works and Transport), from March 9, 2022, the D4 electric bus route (Vinhomes Grand Park - Saigon Bus Station) officially operated with 11 modern, environmentally friendly vehicles, equipped with many utilities such as wifi, charging ports, notification screens, and surveillance cameras. This bus route connects important areas, contributing to reducing traffic congestion and accidents.

After 3 years of operation, route D4 has received many positive reviews, reaching a satisfaction level of 89-95/100 points. Vinbus Company also deployed an application to support passengers in updating information and reflecting on the service.

Currently, this electric bus route is temporarily applying the economic and technical standards of CNG buses until the end of the first quarter of 2025. However, the enterprise has repeatedly requested and proposed the city to remove difficulties and soon issue economic and technical standards for large electric buses because the temporarily applied standards are not enough to cover operating costs.

According to the City Department of Transport, the unit is currently completing the roadmap to convert all buses to electricity and green energy by 2030; has submitted to the City People's Committee a proposal to develop a Resolution to support vehicle conversion, expected to be approved in February 2025.

The issuance of economic and technical norms and service prices for electric buses is the basis for completing the legal basis, building the service price for public passenger transport by large electric buses in the area, serving the organization of selecting contractors to provide public passenger transport services by bus for electric bus routes.

In addition, this norm will serve the implementation of the roadmap for converting public passenger transport by buses using fossil fuels to using electricity according to Resolution No. 98/2023/QH15 dated June 24, 2023 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City.

Therefore, it is necessary to establish economic and technical norms and service prices for electric buses in the coming time to select contractors to provide public transport services.

It can be seen that with the decision to issue the city's economic and technical norms, the unit price for electric buses will be calculated correctly and fully, higher than the unit price of CNG buses. This will be good news for businesses and investors who are investing and preparing to invest in and operate electric buses in the area, especially when the city is gradually converting buses to electric.

This decision takes effect from April 15. The Ho Chi Minh City People's Committee assigned the Department of Transport and Public Works to preside over and coordinate with the Department of Finance and other units to organize the implementation of bidding; ordering the provision of public services in accordance with regulations.

At the same time, regularly review unreasonable content (if any) to synthesize, advise, and report to the city for timely consideration and adjustment.
