Self-study theory for A1, A and B1 levels
One of the highlights of the draft is allowing people to self-study the theory for the driving license test at home for categories A1, A (motorbikes) and B1. Although they can self-study, students must still register at training facilities to review and take the test. This is to ensure that students have a solid understanding of traffic laws before taking the official exam.
For higher driving license classes such as B, C1, C, D1, D2 and other special classes, students can choose from a variety of flexible theoretical learning methods. Specifically, students can participate in concentrated learning at training facilities, combine distance learning with instruction, or self-study remotely under the supervision of training facilities.
People who need to get a driver's license for classes A1, A and B1 can self-study the theory subjects, but must register at a licensed training facility to review and take the test.
As for the practical part, students are still required to study directly at training facilities. Practical contents such as driving techniques, basic vehicle structure and repair, fire prevention and rescue skills all require close guidance and supervision from teachers.
Upon completion of the course, students will be required to take theoretical and practical tests at the training facility to receive a certificate of completion. This certificate is a prerequisite for being considered for a driver's license.
One thing to note is that this certificate is only valid for one year. If after one year from the date of completion of the course the student is not eligible for a driving license, they will have to re-take the entire training course from the beginning.
Strengthening training facility management
The draft Circular also sets out strict regulations on the management of driving training facilities. Accordingly, practical instructors must attend professional training courses as prescribed to ensure training quality.
Training capacity is determined based on the number of classrooms and driving practice grounds specified in Decree No. /2024/ND-CP dated month year 2024 of the Government regulating driver training and testing activities.
In addition, training facilities must ensure that the number of students does not exceed the capacity of the number of training vehicles and instructors. This regulation is intended to prevent overloading and help improve the quality of driving teaching and learning.
