On March 2, a representative of the Traffic Police Department (PC08) of Ho Chi Minh City Police said that Ho Chi Minh City Police has decentralized vehicle registration and license plate issuance to the police of wards, communes, and towns.
Accordingly, to better serve the people's need for registering road motor vehicles when there is no longer a district-level police organization, Ho Chi Minh City Police continues to decentralize vehicle registration and license plate issuance to the police of wards, communes and towns.
For the Police of 17 wards in districts and Thu Duc City (where the District Police of Thu Duc City previously had headquarters to perform the task of registering motorbikes), they are authorized to register and issue license plates for motorbikes, scooters and vehicles with similar structures to motorbikes of domestic organizations and individuals with headquarters and residence in the locality and wards in districts and Thu Duc City that have not been authorized to register vehicles.

For the Police of 63 communes and towns that have been assigned to register motorbikes in Binh Chanh, Can Gio, Cu Chi, Hoc Mon, Nha Be districts, they are additionally assigned to register and issue license plates for cars and specialized motorbikes of domestic organizations and individuals with headquarters and residence in the locality (under the registration authority of the district-level Police as prescribed in Clause 3, Article 4 of Circular No. 79/2024/TT-BCA dated November 15, 2024 of the Minister of Public Security regulating the issuance and revocation of vehicle registration certificates and license plates for motor vehicles and specialized motorbikes).

According to PC08, in addition to performing the first vehicle registration process on the National Public Service Portal, people who need to carry out procedures related to vehicle registration and management can go directly to the commune-level police to get it resolved.
