From March 1, Circular 12/2025 of the Ministry of Public Security regulating testing, granting driving licenses; granting and using international driving licenses, officially takes effect.

This Circular consists of 7 chapters and 38 articles, regulating the testing and issuance of driving licenses; the issuance and use of international driving licenses. In particular, Appendix X stipulates the new driving license form.

On the front of the driver's license, there is the line "DRIVING LICENSE", the word "Number" is in red; the line "ALL TYPES OF ROAD MOTOR VEHICLES DRIVEN", "Date of Admission" is in black, bold; other words are in black.

The driver's photo taken on a blue background is printed directly on the driving license. The new driving license also has a security coating on both sides...

The front of the driver's license displays the following information: Driver's license number, driver's full name, date of birth, nationality, date of issue, expiration date, issuing authority, place of residence, class.

The back of the driver's license displays the following information: Types of motor vehicles driven (written in Vietnamese and English), date of passing the exam, has a two-dimensional code (QR) to read, quickly decode information on the driver's license and link to the driver's license information system at the Traffic Police Department.

How to print a driver's license Print each driver's license class that the driver is allowed to drive (displayed in Vietnamese and English).

Driver's license restriction codes are codes printed on the back of the driver's license that indicate the conditions that must be met in order to drive:

A.01: Only driving three-wheeled motorbikes for the disabled.

A.02: Only two-wheeled motorbikes with a cylinder capacity of 125 cm³ or more or an electric motor capacity of 14 kW or more using a continuously variable transmission are allowed to be driven.

A.03: Only two-wheeled motorbikes with a cylinder capacity of less than 175 cm³ or an electric motor capacity of less than 14 kW are allowed to be driven.

B.01: Only drive class B cars with automatic transmission (including electric cars).

B.02: Only driving automatic class B cars, issued to left-handed disabled people.

B.03: Only driving automatic class B cars, issued to right-handed disabled people.

B.04: Only driving automatic class B cars, issued to people with right leg disabilities.

B.05: Only driving automatic class B cars, issued to people with disabilities in general.

The restrictions are specified as follows:

For class B driving license with automatic transmission (including electric cars), it is stated: "Issued to people who are only allowed to drive automatic transmission cars (including electric cars)".

For the A1 class driving license issued to a disabled person driving a three-wheeled motorbike for the disabled, it is stated: "Issued to a disabled person who is only allowed to drive a three-wheeled motorbike for the disabled".

For automatic class B driving licenses issued to left-handed disabled people, it is stated: "Issued to left-handed disabled people who are only allowed to drive automatic cars (including electric cars) with headlight and turn signal control mechanisms suitable for left-handed disabled people".

For automatic class B driving licenses issued to right-handed disabled people, it is stated: "Issued to right-handed disabled people who are only allowed to drive automatic cars with headlight and turn signal control mechanisms suitable for right-handed disabled people".

For automatic class B driving license issued to people with right leg disabilities, it is stated: "Issued to people with right leg disabilities who are only allowed to drive automatic cars with engine throttle and foot brake control mechanisms suitable for people with right leg disabilities".

For automatic class B driving licenses issued to people with disabilities in general (except for those with disabilities in the left hand, right hand, and right leg), it is stated: "Issued to people with disabilities in general who are only allowed to drive automatic cars".

For class A1 driving licenses issued before the effective date of this circular, they will be changed or reissued to class A driving licenses with the restriction that they can only drive two-wheeled motorbikes with a cylinder capacity of up to 175 cm³ or an electric motor capacity of up to 14 kW, stating: "Issued to people who can only drive two-wheeled motorbikes with a cylinder capacity of up to 175 cm³ or an electric motor capacity of up to 14 kW".

For automatic B1 driving licenses issued before the effective date of this circular, they will be changed or reissued to B driving licenses, stating: "Issued to people who are only allowed to drive automatic transmission cars (including electric cars)".
