(NLDO) - People who need to change or reissue their driver's license can submit their application in person or online.

On March 4, a representative of the Traffic Police Department (PC08) of Ho Chi Minh City Police provided detailed instructions on the procedures for changing and reissuing driver's licenses.

Ho Chi Minh City residents carry out procedures to issue and exchange driver's licenses in Ho Chi Minh City.

According to PC08, people who need to change or reissue their driver's license can submit their application directly or online via the National Public Service Portal.

Driver's license exchange procedure

Cases where driving license can be changed:

- Vietnamese and foreigners are tested and granted driving licenses in Vietnam.

- People whose driving license is damaged and no longer usable; Vietnamese people and foreigners with permanent residence cards in Vietnam who have a Vietnamese driving license exchanged from a foreign driving license, when it expires, if they need to exchange their driving license.

- In case the date, month, year of birth, last name, first name, middle name, nationality, place of birth, place of residence recorded on the driving license is different from the citizen identification card or identification card, the competent authority shall carry out procedures to change the driving license to a new one consistent with the information recorded on the citizen identification card or identification card.

- People who need to integrate an unlimited driving license with a limited driving license.

Cases where driving license cannot be changed:

- The driver's license is not in the driver's license information system of the Traffic Police Department or the list of driver's license issuance (management book).

- Violators of road traffic order and safety have not yet completed the request of the competent state agency to resolve and handle administrative violations in the field of road traffic order and safety.

Driver's license exchange profile:

- Request to change or reissue driving license according to the prescribed form.

- The driver's health certificate issued by a qualified medical examination and treatment facility according to the provisions of law on medical examination and treatment is still valid (except for people with A1, A, B1 driving licenses).

- Certified copy or electronic copy of the original or electronic copy issued from the original book of the driving license: copy of driving license or copy of identity card.

- In case the driving license has 2 driving license classes integrated, and the person is currently having the right to use a driving license of one class revoked, the decision on administrative penalty for road traffic violations must be submitted to change to the remaining class.

- Valid passport (for foreigners and Vietnamese people residing abroad).

- Other documents showing the information requested to be changed in case the date, month, year of birth, last name, first name, middle name, nationality, place of birth, place of residence stated on the driving license is inconsistent with the citizen identification card or identification card.

In case people need to change their driving license to a lower class, they must clearly declare it in the application for changing or re-issuing the driving license and be responsible for the declared content.

Application submission location:

- Police of commune, ward or town where the application receiving point is located.

- Traffic Police Department of Public Security of provinces and cities.

- Through online public services.

Driver's license exchange fee:

- Submit application for change in person: 135,000 VND/issuance (implemented according to Circular 37/2023/TT-BTC).

- Switch to online public services: VND 115,000/issuance (implemented according to Circular 63/2023/TT-BTC).

Time to receive results:

- After 5 days from the date of receiving the application.

- Driver's license information is updated on VneID (for people using level 2 identification) and the Traffic Police Department's Driver's License Information Lookup Page: gplx.csgt.bocongan.gov.vn after 03 days from the date of receiving the application.

Return results: At the agency receiving the application or via postal service as requested by the individual.

Driver's license re-issuance procedure

Re-issuance cases: People whose driving license is still valid but lost, will be considered for re-issuance of the driving license.

Cases where re-issuance is not permitted:

- The driver's license is not in the driver's license information system at the Traffic Police Department or the list of driver's license issuance (management book).

- Violators of road traffic order and safety have not yet completed the request of the competent state agency to resolve and handle administrative violations in the field of road traffic order and safety.

Driver's license exchange profile:

- Request to change or reissue driving license according to the prescribed form.

- The driver's health certificate issued by a qualified medical examination and treatment facility according to the provisions of law on medical examination and treatment is still valid (except for people with A1, A, B1 driving licenses).

- Certified copy or electronic copy of the original or electronic copy issued from the original book of the driving license: Copy of driving license or copy of Citizen ID card;

- In case the driving license has 2 driving license classes integrated, and the person is currently having the right to use a driving license of one class revoked, the decision on administrative penalty for road traffic violations must be submitted to change to the remaining class.

- Valid passport (for foreigners and Vietnamese people residing abroad).

Exchange of military driving license issued by the Ministry of National Defense

Cases of driving license exchange: People with a military driving license issued by the Ministry of National Defense that is still valid, but is damaged and can no longer be used when they stop serving in the military (demobilization, transfer of profession, retirement, termination of military labor contract) and need to exchange their driving license.

In case of not changing the driving license: The driving license has information erased; the person violating road traffic order and safety has not completed the request of the competent state agency to resolve and handle the case of administrative violation in the field of road traffic order and safety.

The profile includes:

- Request to change or reissue driving license according to the form.

- A copy of the decision to stop serving in the military signed by the Commander of the Regiment or higher. For contract workers: a copy of the decision to terminate the labor contract, not more than 6 months from the date of signing by the competent authority.

- The driver's health certificate issued by a qualified medical facility according to the provisions of law on medical examination and treatment is still valid.

- Certified copy or electronic copy of the original or electronic copy issued from the original book of the valid military driving license.

A valid military driving license is allowed to drive many different classes of vehicles and can be converted to a valid driving license for the corresponding classes of vehicles; a class Cx military driving license can be converted to a class C driving license. In case the driver wants to change the driving license to a lower class, he/she must clearly state this in the application for changing or reissuing the driving license.

Application submission location:

- Police of commune, ward or town where the application receiving point is located.

- Traffic Police Department of Public Security of provinces and cities.

Driver's license exchange fee: Submit application in person: 135,000 VND/issuance (implemented according to Circular 37/2023/TT-BTC).

Time to receive results:

- After 5 days from the date of receiving the application;

- Driver's license information is updated on VneID (for citizens using level 2 identification) and the Traffic Police Department's Driver's License Information Lookup Page: gplx.csgt.bocongan.gov.vn.

Return results: At the agency receiving the application or via postal service as requested by the individual.

Change People's Police Driver's License

Cases of driver's license change:

- People whose driving licenses are still valid, lost, or damaged and can no longer be used, with information in the driving license information system at the Traffic Police Department or the list of driving license issuance (management book), need to have their driving licenses changed.

- People who have a paper motorcycle driving license, not erased or torn, with full information in the driving license, need to exchange it.

Cases where driving license cannot be changed:

- Driver's license information has been erased.

- Traffic safety violators have not yet completed the request of competent state agencies to resolve and handle administrative violations in the field of traffic safety.

- People who do not have information in the driver's license information system at the Traffic Police Department or the list of driver's license issuance (management book).

Driver's license exchange profile:

- Application for changing or re-issuing driving license.

- Copy of driving license or commitment in case driving license is lost, damaged and no longer usable.

- Copy of documents proving that you are no longer serving in the People's Public Security force.

- The driver's health certificate issued by a qualified medical facility according to the provisions of law on medical examination and treatment is still valid.

- The return of driving license is done at the agency receiving the application or through postal service at the request of the individual.

- The Traffic Police Department keeps a copy of the People's Public Security driving license exchange file for 02 years from the date of issuance of the driving license and destroys the old driving license.

Note: In case the driver needs to change the driving license to a lower class, he/she must clearly state in the application for changing or re-issuing the driving license.

Application submission location:

- Police of commune, ward or town where the application receiving point is located.

- Traffic Police Department of Public Security of provinces and cities.

Driver's license exchange fee:

Submit application for change directly: 135,000 VND/issuance (implemented according to Circular 37/2023/TT-BTC).

Time to receive results:

- After 5 days from the date of receiving the application.

- Driver's license information is updated on VneID (for citizens using level 2 identification) and the Traffic Police Department's Driver's License Information Lookup Page: gplx.csgt.bocongan.gov.vn.

Return results: At the agency receiving the application or via postal service as requested by the individual.

Exchange of foreign driver's license or driving license

Cases of driver's license change:

- Foreigners residing, working or studying in Vietnam with a valid national driving license and one of the following documents: diplomatic identity card, official identity card, temporary residence card, residence card, temporary residence card or permanent residence card with a period of 3 months or more, if they need to drive in Vietnam, will be considered for conversion to the corresponding Vietnamese driving license class.

- Vietnamese people (with Vietnamese nationality) during their residence, study or work abroad are granted a national driving license by a competent foreign authority, with a valid term of use, and if they need to drive in Vietnam, they can be considered for conversion to the corresponding Vietnamese driving license class;

Cases that cannot be exchanged:

- Temporary foreign driver's license.

- International driving license.

- Foreign driving license has expired, is erased, torn, does not have enough information to change the driving license or has differences in identification.

- Foreign driving license not issued by competent authority.

- Vietnamese people with foreign driving licenses who stay abroad for less than 3 months and the stay period does not match the driver training period of the country that issued the driving license.

The profile includes:

- The translation of foreign driving license into Vietnamese is guaranteed for translation quality by a Notary Public office in Vietnam, a Vietnamese representative office abroad where the translator works, and is stamped next to the copy of the driving license.

- The driver's health certificate issued by a qualified medical facility according to the provisions of law on medical examination and treatment is still valid (except for foreigners changing their driving license according to the validity period stated in the entry visa or temporary residence card).

- A certified copy or electronic copy of the original or an electronic copy issued from the original of one of the following documents: diplomatic identity card, official identity card, temporary residence card, residence card, temporary residence card or permanent residence card with a validity of 3 months or more.

Application submission location:

- Commune, ward or town police where the application receiving point is located.

- Traffic Police Department of Public Security of provinces and cities.

Driver's license exchange fee: Submit application in person: 135,000 VND/issuance (implemented according to Circular 37/2023/TT-BTC).

Time to receive results:

- After 5 days from the date of receiving the application.

- Driver's license information is updated on VneID (for citizens using level 2 identification) and the Traffic Police Department's Driver's License Information Lookup Page: gplx.csgt.bocongan.gov.vn.

Return results: At the agency receiving the application or via postal service as requested by the individual.

- In case of detecting any suspicion regarding the entry and residence of foreigners in Vietnam, the driving license exchange agency shall send a written request to the Ministry of Foreign Affairs, the Immigration Department, and the Immigration Department of the provincial police for verification.

- The validity period of a Vietnamese driving license exchanged for a foreigner is consistent with the validity period stated in one of the following documents: diplomatic identity card, official identity card, temporary residence card, residence card, temporary residence card or permanent residence card; consistent with the validity period of a foreign driving license but does not exceed the validity period prescribed for a Vietnamese driving license.

- National driving licenses issued to drivers to drive many different classes of vehicles can be converted to Vietnamese driving licenses to drive corresponding classes of vehicles.

International Driving Permit (IDP)

1. For Vietnamese people, foreigners with permanent or temporary residence cards in Vietnam, with a valid national driving license issued by Vietnam made of PET material, do the following:

IDP application: IDP application form.

Application submission location:

- Traffic Police Department of Public Security of provinces and cities.

- Traffic Police Department.

- Through the online public service portal.

Driver's license exchange fee:

- Submit application for change in person: 135,000 VND/issuance (implemented according to Circular 37/2023/TT-BTC).

- Switch to online public services: VND 115,000/issuance (implemented according to Circular 63/2023/TT-BTC).

Time to receive results:

- After 5 days from the date of receiving the application.

- Driver's license information is updated on VneID (for citizens using level 2 identification) and the Traffic Police Department's driver's license information lookup page: gplx.csgt.bocongan.gov.vn after 3 days from the date of receiving the application.

Return results: At the agency receiving the application or via postal service as requested by the individual.

2. For Vietnamese people, foreigners with permanent residence cards or temporary residence cards in Vietnam, with national driving licenses issued by countries that are members of international treaties to which the Socialist Republic of Vietnam is a member, and still valid, the following shall apply:

IDP application documents:

- Application form for international IDP.

- The translation of foreign driving license into Vietnamese is guaranteed for translation quality by a Notary Public or the Embassy or Consulate in Vietnam where the translator works, and is stamped next to the copy of the driving license.

- Copy of temporary residence card or permanent residence card or diplomatic identity card or official identity card for foreigners; 1 photo size 3x4cm.

Application submission location:

- Traffic Police Department of Public Security of provinces and cities.

- Traffic Police Department.

Driver's license exchange fee: Submit application in person: 135,000 VND/issuance (implemented according to Circular 37/2023/TT-BTC).

Time to receive results:

- After 5 days from the date of receiving the application;

- Driver's license information is updated on VneID (for citizens using level 2 identification) and the Traffic Police Department's driver's license information lookup page: gplx.csgt.bocongan.gov.vn after 3 days from the date of receiving the application.

Return results: At the agency receiving the application or via postal service as requested by the individual.

From March 1, 2025, Ho Chi Minh City Police will receive applications for testing, exchanging, and reissuing driving licenses at 3 locations: No. 252 Ly Chinh Thang, Ward 9, District 3; No. 8 Nguyen Anh Thu, Trung My Tay Ward, District 12; No. 111 Tan Son Nhi, Tan Son Nhi Ward, Tan Phu District.

In the coming time, we will continue to arrange more points to receive and reissue driving licenses at some ward and commune police stations.
