Need to verify negative, harassment

On the afternoon of May 21, speaking with VTC News , Mr. Long Vu (residing in Thu Duc City, Ho Chi Minh City) said that a representative of the Vietnam Register had discussed with him about the fact that the 50-05V Registration Center - Hong Ha Branch (Tan Binh District, Ho Chi Minh City) "failed" the registration of his original Mercedes C250 Exclusive.

Accordingly, the Vietnam Register announced that Mr. Vu's original Mercedes car was "failed" in inspection due to a system error and confirmed that Mr. Vu's car was not a modified car, this version had been registered by Mercedes.

In addition, the staff of the 50-05V Motor Vehicle Inspection Center - Hong Ha Branch (Tan Binh District, Ho Chi Minh City) also called Mr. Vu to express their willingness to learn and said that the error was mainly due to the system. The representative of this center invited Mr. Vu to re-inspection, but Mr. Vu was on a business trip far away and was not present in Ho Chi Minh City.

Right after the inspector refused to accept that my car was original, I went to Mercedes-Benz to confirm that this was the original version that the company sold to me, not the version that the company updated and sold. I also went to the service workshop to get the VIN (origin) of the car to prove that the grille was correct according to the car's generation and original. However, the inspectors did not accept it ,” said Mr. Vu.

According to Mr. Vu, the inspectors have applied the rules too mechanically to specific cases. In Mercedes car groups, car owners arguing with inspectors often happens. However, inspectors in other places all check the images and compare them so that the car can pass the inspection smoothly.

Mr. Vu believes that currently, vehicle inspection depends too much on the will and subjectivity of the inspectors. The inspectors have not complied 100% with the regulations and documents of the Vietnam Register. Because many documents of the Vietnam Register show that if the car has a different paint color, different grille, radiator grille but does not change the overall size of the car, it is still considered an unimportant defect and is granted a vehicle inspection certificate.

However, in reality, if a white car has a blue decal, it will be "failed" for vehicle inspection, even though this does not affect the safe operation of the car or its size.

Mr. Long Vu also requested that the authorities investigate the negative, harassing and bullying behavior of vehicle inspectors and inspection centers. These behaviors affect the time, effort and infringe on the rights of vehicle owners.

The Mercedes owner requested the 50-05V Motor Vehicle Inspection Center - Hong Ha Branch to carry out inspection work in accordance with regulations. Requested the Vietnam Register to inspect and handle inspectors who lack expertise and do not understand regulations, causing impacts to the people and society.

According to this car owner, currently, the inspection schedule at inspection centers in Ho Chi Minh City is full until the end of June and people have to wait until July and August to complete the inspection procedures. This shows that people have to wait a long time to go for inspection. The harassment and difficulties caused by the inspectors make people even more frustrated.

Speaking with VTC News reporter on the evening of May 21, a representative of the 5005V Vehicle Inspection Center - Hong Ha Branch shared that the center had made an appointment with Mr. Long Vu to resolve the issue in a spirit of openness and support. The center will support Mr. Vu with priority inspection and support all inspection costs.

The representative of the 5005V Inspection Center - Hong Ha Branch also confirmed that there was no harassment or negativity by the inspector during the working process. However, in Mr. Vu's case, the inspector was wrong. The center asked this employee to write a report and send it to the Vietnam Register.

Presentation is "out of the question"... still fails vehicle inspection

Previously, at 1:00 p.m. on May 17, Mr. Vu drove a Mercedes C250 Exclusive with license plate 66A - 024.68 to the Motor Vehicle Inspection Center No. 50-05V - Hong Ha Branch to conduct vehicle inspection according to regulations. Mr. Vu's vehicle had full documents, no modifications or changes to the structure of its parts.

However, after checking all the items, when it came to taking photos of the car, inspector Tran Vu Phuong called Mr. Vu back and reported that the grille of his car had been replaced and was not in accordance with the technical documents of the car when it left the factory.

The inspector said that Mr. Vu's car was no longer original and refused to register it.

Mr. Vu told inspector Tran Vu Phuong that the Mercedes C250 (W205) has 2 versions sold to consumers.

The first version is the C250 AMG, similar to the image in the registration system file that inspector Tran Vu Phuong printed and showed to Mr. Vu. The second version is the C250 Exclusive, similar to Mr. Vu's car.

However, inspector Tran Vu Phuong still affirmed that Mr. Vu's car had changed the grille, did not handle the inspection, returned the file to him and forced him to change the grille and bumper to the C250 AMG version before he could go to the Center and re-inspecte.

At 4:00 p.m. on May 17, Mr. Vu contacted Mercedes and asked the company to check the car's VIN number to show that his car's grille was Exclusive.

At 5:00 p.m. the same day, Mr. Vu returned to the Motor Vehicle Inspection Center No. 50-05V - Hong Ha Branch to submit images showing that the Mercedes C250 (W205) has 2 versions, AMG and Exclusive, along with images verifying that the car's grille is original, not modified. However, inspector Tran Vu Phuong was still sure that his car was in violation, refused to register and returned the file.

Mr. Vu also provided the inspector with evidence in the form of document No. 5239/ĐKVN-VAR issued by the Vietnam Register on December 26, 2022, announcing 6 items that are assessed as defects and unimportant damage, the vehicle is still granted a Certificate of Technical Safety and Environmental Protection. Specifically, "the replacement radiator grille and grille have the same shape, size, and material as the old radiator grille and grille, and do not change the structure of the vehicle".

Mr. Vu said that the above regulation shows that even if Mr. Vu changed the front grille but did not change the size of the car, his car would still be eligible for inspection and would not violate and be "failed" for inspection as inspector Tran Vu Phuong concluded.

In addition, the Motor Vehicle Inspection Center No. 50-05V - Hong Ha Branch also contacted the Motor Vehicle Inspection Center No. 6601S in Cao Lanh City, Dong Thap Province to verify the image of Mr. Vu's vehicle. The image that the two centers exchanged clearly shows the front of the vehicle 66A-024.68 from previous inspections, similar to the current condition of Mr. Vu's vehicle.

However, the inspectors of the Motor Vehicle Inspection Center No. 50-05V - Hong Ha Branch still did not accept the results and concluded that "Center 6601S may not have fully understood the vehicle's technical specifications, made a mistake, and Center 50-05V cannot continue to make that mistake."
