On the afternoon of October 19, the Department of Natural Resources and Environment of Quang Nam province reported on the auction of the right to exploit sand minerals as common construction materials at the DB2B mine (Dien Tho commune, Dien Ban town).

According to the report, on October 18, Hoa Thuan Joint Stock Auction Company (a unit hired by the Department of Natural Resources and Environment of Dien Ban town to conduct the auction) organized an auction for the right to exploit minerals at the DB2B mine.
The auction ends at 4:10 a.m. on October 19 after 200 rounds.
The winning bidder was MT Quang Da Joint Stock Company (Khue Trung Ward, Cam Le District, Da Nang City) with a winning bid of 1,534.6%R, or more than 370 billion VND for the estimated sand reserves of 159,000m3, an increase of more than a billion VND compared to the starting price.
According to the Department of Natural Resources and Environment of Quang Nam province, the auction lasted a long time and the winning bid was unusually high.
Meanwhile, at present and in the coming time, the province lacks sand materials for construction works.
Therefore, to avoid the case where the winning bidder intentionally prolongs the implementation of documents and procedures or does not implement documents and procedures for licensing, causing scarcity and pushing up the price of sand materials abnormally high, the Department of Natural Resources and Environment requests the Provincial People's Committee to direct the People's Committee of Dien Ban town to temporarily not issue a decision to recognize the results of the auction of mineral exploitation rights for the DB2B model point.
At the same time, the Department of Natural Resources and Environment presides over and coordinates with the Department of Justice and relevant Departments, and the People's Committee of Dien Ban town to inspect and review documents, procedures, and processes related to the auction of mineral exploitation rights for the DB2B mine.
In particular, there is the issue of financial capacity of the auction winning unit as stipulated in Article 53 of the 2010 Law on Minerals.
In addition, the Department of Natural Resources and Environment also requested the People's Committee of Quang Nam province to assign the provincial police to consider investigating if the auction participants show signs of market manipulation, pushing up the price of sand materials in the province to unusually high levels or causing a shortage of sand materials, affecting investment in construction of projects in the above cases.
