Kinhtedothi - Chairman of Quang Nam Provincial People's Committee Le Van Dung said that the disbursement work of many localities and units is still limited, so we must look straight at and speak directly about the problem to find a solution.
On the morning of March 13, Quang Nam province organized an assessment of public investment disbursement, national target programs, and discussed solutions to overcome slow-progressing projects.
Mr. Nguyen Nhu Cong, Director of the Department of Finance, said that the public investment capital plan for 2025 assigned by the Provincial People's Committee is more than VND 8,311 billion, an increase of VND 1,200 billion compared to the capital plan assigned by the Prime Minister in early 2025. Currently, more than VND 7,323 billion has been allocated in detail to sectors and localities, reaching 88%, of which the central budget is VND 2,668 billion, reaching 91%; the provincial budget is more than VND 4,655 billion, reaching 86%.
According to the provincial State Treasury, as of March 7, the public investment capital plan had only disbursed more than 435 billion VND, equal to 5.24% of the capital plan assigned by the Provincial People's Committee at the beginning of the year and equal to 6.1% of the capital plan assigned by the Prime Minister.
According to Mr. Nguyen Nhu Cong, in the first months of the year, units and localities must carry out review procedures, propose extending the 2024 capital plan to 2025 and focus on completing documents to pay for the volume.
Along with that, the arrangement of administrative agencies and units leads to the transfer of investor tasks, causing certain difficulties in personnel work, project information as well as project continuity.
However, the main reason for slow disbursement is due to the inadequate organization and implementation in localities, the direction is not regular, not resolute, not close. Site clearance is a bottleneck affecting the progress of project construction. Coordination in resolving difficulties and problems for investors is sometimes not timely, affecting the progress of projects. There is a lack of supply of construction materials, especially construction sand and landfill.
Suggesting some more issues to discuss, Chairman of Quang Nam Provincial People's Committee Le Van Dung said that departments, branches and localities need to look directly at the reality of slow disbursement to come up with specific and focused solutions. In particular, some districts and units have disbursed less than 10% since the beginning of the year, which is too low compared to the plan, affecting the overall results of the province. Not to mention that many localities still have many key projects and works that are behind schedule, causing waste of state resources. Typically, the Department of Health has the Traditional Medicine Hospital and Dien Ban General Clinic; Dien Ban town has the DH7 and DH14 bridge projects; Thang Binh district has the Binh Trung - Binh Phu road project; Nui Thanh district has the Tam Tien bridge and Tam Giang bridge; Hiep Duc district has the Tan Binh bridge and O O bridge; Que Son district has the Tra Dinh bridge... These are all projects that must be completed in 2025 or they will risk losing capital.
“The disbursement is too low and still has many limitations. Departments, branches and localities should not be afraid or lose heart. We must look straight at reality to work with provincial leaders to find solutions to promote disbursement for the next phase. There is certainly a mentality about mergers, but no matter where we work, the work and responsibility for disbursement still belong to us,” Mr. Dung shared.
Tay Giang District Party Secretary Bhling Mia affirmed that he will strive to achieve 98% disbursement by the end of the year. The plan is divided into stages to ensure resources for implementation and weekly reporting to closely follow the work. Tay Giang has also established a working group for direct monitoring led by the District Party Secretary. The goal is to disburse 50% in the first 6 months of the year.
The locality also proposed that the province also have mechanisms and policies to remove difficulties related to site clearance, construction material sources, and projects under repair and new construction. For projects at risk of waste, they have been seriously degraded and have been under construction for a long time, so they are looking for a solution to liquidate them.
To ensure timely disbursement, Quang Nam province will assign leaders to be directly in charge of project groups and assign civil servants and public employees to closely monitor the progress of each specific project. The head of the Party Committee will listen to progress reports on the disbursement of public investment capital. Proactively review and propose to competent authorities to adjust the 2025 capital plan for projects with low disbursement rates to transfer to projects in need of additional capital in the first quarter of 2025.
Strengthen the activities of the Working Groups to inspect and urge the disbursement of public investment capital, headed by the Chairman and Vice Chairmen of the People's Committees of districts, towns and cities. Periodically, before the 5th of each month, a written registration of the disbursement rate (%) of the following month shall be sent to the Provincial People's Committee for monitoring and timely resolution of difficulties. Individualize the responsibility of the head in case of slow disbursement, attach responsibility and evaluate the level of completion of work of individuals and assigned units with the disbursement progress of each project on a quarterly basis.
