On August 11, the Department of Science and Technology held a workshop to encourage the application and transfer of scientific and technological advances in Lao Cai province.
Attending the conference were leaders of a number of provincial departments and branches; political and social organizations; representatives of central research institutes, colleges and universities in the province; standing members of the People's Committees of districts, cities and towns and related district-level departments and offices.
Reporting on the results of the 2020 - 2022 period, the science and technology sector has closely coordinated with sectors and localities in managing topics and projects; gradually improving science and technology tasks to direct research and application activities in accordance with practical conditions and needs. Lao Cai's science and technology activities have closely followed the goals, tasks, action programs, and strategic orientations for science and technology development according to Project 06-DA/TU dated December 11, 2020 of Lao Cai Provincial Party Committee on innovation, development, and improvement of the quality of comprehensive education - Human resources - Science and technology in Lao Cai province for the period 2020-2025.
Research, application, transfer and replication of scientific and technological results have been focused on by leaders and directed to be promoted. In the period of 2020 - 2022, the whole province has implemented 100 topics and projects (78 scientific research topics, 16 projects under the Policy to encourage the application of scientific and technological advances; 6 projects under the Rural and Mountainous Areas Program authorized by the Central Government for local management).
Science and technology tasks are identified with the right focus and key points; focusing mainly on exploiting the key areas and strengths of the locality, especially prioritizing research and application of science and technology to agricultural products according to Resolution 10-NQ/TU dated August 26, 2021 of the Provincial Party Standing Committee on the Strategy for developing commodity agriculture in Lao Cai province to 2030, with a vision to 2050. Many scientific and technical advances are applied in production and life, through the implementation of testing models for new plant and animal varieties; applying new technologies in preserving and processing agricultural and forestry products; contributing to improving productivity, quality, and competitiveness of agricultural products, increasing income for workers, and developing the local socio-economy.
However, the application, transfer and replication of scientific and technological advances still have some limitations. Annual scientific and technological tasks have not covered all research fields and research orientations of the province, most of which are small-scale, only solving single problems, serving mainly one industry or one facility. Some localities have not paid much attention to developing science and technology in production and business. Access to information on the application of scientific and technological advances is still limited, especially for families in mountainous areas and ethnic minority areas. In addition, the policy to encourage the mobilization of human resources from economic sectors, organizations, individuals, and scientists inside and outside the province to participate in investment in research and application of technical advances in production development is not strong enough....
At the conference, delegates focused on discussing and clarifying limitations, contributing experiences and solutions for implementation. Delegates exchanged and discussed issues arising from practical issues in state management, socio-economic development, production and business activities in sectors and fields that need to be resolved through scientific and technological tasks. Thereby, contributing to promoting research, application and transfer of technical advances and new technologies into production and life in the province in the coming time.
