Violations detected, recommendations to recover nearly 200,000 billion VND

On the morning of December 29, 2023, the Government Inspectorate held a national online conference to summarize the work in 2023 and the direction and tasks of the inspection sector in 2024.

On behalf of the Government Inspectorate, Mr. Dang Cong Huan - Deputy Inspector General of the Government reported on the inspection results in 2023 and the direction and tasks for 2024.

Accordingly, in 2023, the Government Inspectorate has directed ministries, branches and localities to focus on synchronously implementing tasks in accordance with the spirit of resolutions and directions of the Government and Prime Minister.

Despite the large workload, including many tasks and unexpected inspections, the Party Executive Committee, the Government Inspectorate leadership, and heads of administrative agencies and inspection agencies at all levels have been flexible and determined in leading, directing, and operating the work of the Inspection sector to successfully complete the assigned tasks.

Through inspection activities, violations related to money have increased by nearly 200%, recommendations for recovery to the State budget have increased by more than 600% compared to the same period in 2022; the transfer of information and case files with signs of crime to the investigation agency continues to have many positive changes.

Mr. Dang Cong Huan - Deputy Inspector General of the Government reported on inspection work in 2023.

Specifically, synthesizing the inspection results, the whole industry has deployed 7,689 administrative inspections and 193,774 specialized inspections and checks. Through inspection, economic violations of VND 257,703 billion and 616 hectares of land were discovered; of which, it was recommended to recover VND 188,607 billion and 166 hectares of land.

In addition, 126,158 decisions were issued to sanction administrative violations of organizations and individuals with a total fine of VND 6,452 billion; 7,524 collectives and 7,944 individuals were recommended for consideration and administrative handling; 497 cases and 490 subjects were transferred to the investigation agency for consideration and handling.

Focus on sensitive areas prone to corruption

Speaking afterwards, Deputy Prime Minister Le Minh Khai said that the country's overall achievements have included the positive contributions of the inspection sector in detecting and handling violations of the law and proposing and recommending timely amendments to shortcomings and inadequacies in State management activities; advising on handling complaints and denunciations and preventing and combating corruption and negativity, contributing to socio-economic development.

According to him, inspectors must constantly improve their skills and cultivate their ethics. "Each officer must be proficient in their profession, honest and ethical, and always live and work in the spirit of respecting the law," the Deputy Prime Minister emphasized.

Regarding work in 2024, the Deputy Prime Minister requested that, firstly, the Government Inspectorate focus on timely and effective implementation of the Law on Inspection and the Decree guiding its implementation; promptly review, revise, and issue circulars guiding professional activities to ensure consistency and synchronization.

Second , closely follow the direction of the Steering Committee for anti-corruption and negativity at all levels, the Government, the Prime Minister, and heads of administrative agencies at the same level to develop and implement tasks in the management field, both short-term and long-term, especially tasks according to the Resolution of the 13th National Party Congress and the 5-year socio-economic development plan for the period 2021-2025.

Third , urgently implement the approved 2024 inspection orientation and plan in a focused and effective manner, focusing on inspections of sensitive sectors and fields that are prone to corruption and negativity, have many complaints and denunciations, and are of public concern.

Fourth , seriously implement the Government's resolution, the Prime Minister's direction, and the Government Inspectorate's plan on receiving citizens and handling complaints and denunciations; closely coordinate between the central and local levels, promptly and thoroughly resolve them right at the grassroots level, and prevent the emergence of "hot spots", especially pending, complicated, and prolonged complaints and denunciations, and cases of complaints and denunciations that go beyond the central level.

“The spirit is to thoroughly handle the backlog of cases, not allowing new cases to arise. It is necessary to develop a specific plan for implementation,” the Deputy Prime Minister emphasized.

Fifth , continue to synchronously implement policies and laws on preventing and combating corruption and negativity. In particular, pay attention to effectively implementing solutions to prevent corruption. With a focus on publicity and transparency in the organization and operation of agencies, organizations and units; control conflicts of interest; control assets and income of people with positions and powers.

Strengthen and build a professional, responsible, disciplined, honest, and courageous inspection force, taking the lead in the fight against corruption, negativity, waste, and negativity, first of all, the exemplary, determined, and resolute leadership of the heads and collective leadership of inspection agencies at all levels; strengthen internal inspection and supervision, and strictly handle civil servants who violate the law.

Implement well the work of planning, training, fostering, appointing, and transferring cadres, proactively searching for and supplementing cadres with capacity and work experience. At the same time, pay attention to directing the implementation of regimes and policies for cadres, civil servants and leaders of the inspection sector, especially cadres working in citizen reception.

"With the long tradition and the efforts, endeavors and dedication of all comrades, in 2024 and the coming time, the entire Inspection sector will continue to promote and better fulfill the tasks that the Party, State, Government and People have trusted and assigned," the Deputy Prime Minister expressed his confidence.
