On the afternoon of March 12, in Quang Ngai province, Politburo member and Permanent Deputy Prime Minister Nguyen Hoa Binh held a meeting to review and resolve difficulties and obstacles of 4 expressway projects including: Hoa Lien - Tuy Loan, Quang Ngai - Hoai Nhon, Hoai Nhon - Quy Nhon, Quy Nhon - Chi Thanh (4 expressway projects).
Attending the meeting were leaders of the Ministry of Construction, leaders of Quang Ngai, Binh Dinh, Da Nang, Phu Yen provinces and leaders of investors of these four expressway projects.
Reporting to the Permanent Deputy Prime Minister Nguyen Hoa Binh, the representative of the Ministry of Construction said that the four expressway projects, belonging to the Eastern North-South expressway axis, were decided for investment by the Minister of Construction, and the Project Management Boards (PMUs) of the Ministry of Construction are the investors.
Investment scale: 4 lanes, roadbed width: 17.0m. Total length of 4 routes: 231.27km. Total investment: 49,786.385 billion VND. Total site clearance volume: 1,327.54 ha/12,385 households, including resettlement of 3,264 households; construction of 74 resettlement areas: relocation of technical infrastructure: 1,590 locations, including 80 locations of 220KV power lines, 86 locations of 110KV power lines...
Specifically, the Hoa Lien - Tuy Loan component project is 11.47 km long, located in Da Nang City, invested by the Ho Chi Minh Road Project Management Board, with a total investment of VND 2,112,985 billion. The implementation progress was started in September 2023, completed according to the contract in November 2025; the expected time is shortened to August 2025. Currently, the site clearance of 11.47/11/47km has reached 100%, contractors have approached construction of 11.37/11.47km.
The Quang Ngai - Hoai Nhon Expressway Project is 88km long, of which the section passing through Quang Ngai province is 60.3km, Binh Dinh province is 27.7km, invested by Project Management Board 2, with a total investment of VND 20,469.69 billion; started on January 1, 2023, completed according to the contract in September 2026; expected to shorten the completion time to September 2025.
The Hoai Nhon - Quy Nhon Expressway project is 70.1km long, passing through Binh Dinh province, invested by Project Management Board 85, with a total investment of 12,401.25 billion VND, starting on January 1, 2023; completion date is December 16, 2025, expected to be shortened to September 30, 2025. Currently, the handover of the 70.1/70.1 km site has reached 100%, contractors have approached to construct the entire project;...
The Quy Nhon - Chi Thanh section of the project is 61.7km long, of which the section through Binh Dinh province is 19.6km, Phu Yen province is 42.1km, invested by Project Management Board 85, with a total investment of 14,802.46 billion VND; the project started on January 1, 2023, the completion date is December 14, 2025, and the expected time is shortened to September 30, 2025. The project has handed over the site for 61.67/61.67km, reaching 100%, contractors have approached to construct the entire main route.
Speaking at the meeting, Permanent Deputy Prime Minister Nguyen Hoa Binh said that although the site clearance work of the 4 expressway projects still has some problems, it has basically been completed; local leaders have also done a good job of relocation, compensation and sharing difficulties with people affected by the projects; procedures for land, sand and construction materials have also been well implemented by investors and units to serve the implementation of expressway projects.
Currently, the Hoa Lien - Tuy Loan expressway is still stuck with some service roads; the Quang Ngai - Hoai Nhon expressway is still stuck with some connecting roads that have not yet been cleared;...
Deputy Prime Minister Nguyen Hoa Binh suggested: “Contractors speed up the progress and complete these four expressway projects, and I welcome the investors of the expressway project to commit to completing them by September 2025. Speed up the progress, work day and night, but the requirements are to ensure quality, not to ignore the procedures for the sake of progress; ensure safety for workers working on the construction sites.”
Deputy Prime Minister Nguyen Hoa Binh noted that contractors must pay attention to the interests of the people, organize reasonable construction, and acknowledge the commitments and encourage people in the project area.
The Ministry of Finance must provide guidance to the steering committees. The money should have been disbursed in 2026, but due to the accelerated progress, the units proactively submitted reports to the Government to propose early payment of the project volume to the Project Management Boards to ensure good implementation.
