Dak Nong: Prosperity from social policy credit capital

Thanks to preferential loans from the Vietnam Bank for Social Policies (VBSP), people in Dak Nong province have more resources to invest in economic development. Policy capital has supported people to develop production, contributing to sustainable poverty reduction, gradually getting rich, contributing to the task of ensuring social security associated with new rural construction. Mr. Nguyen Khac Hoan in Dak Tan village, Dak Nia commune, Dak R'Moan (Gia Nghia city, Dak Nong), shared: "My family came from the North to Gia Nghia to start a business. Life was difficult with a small garden, and my wife was often sick. Thanks to the commune officials' guidance on preferential loans, my family had money to dig a clean water well and buy fertilizer to develop production."

Currently, Mr. Hoan and 7 other households in Dak Nia commune are receiving support from the State with Sind crossbred cows for business. This near-poor family is very happy with the encouraging gift, feeling hopeful for the future.

Or like the family of Ms. Truong Thi May in Nam Dong commune, Cu Jut district (Dak Nong). In 2023, she was able to borrow 70 million VND under the program for newly escaped poverty households. With the capital, her family bought fertilizer and irrigation pipes to invest in a coffee garden of more than 1.5 hectares.

With good care, the coffee garden's productivity improved. In the last crop, coffee prices increased, and her family earned a good profit. From this profit, her family reinvested in raising more pigs. With the motto "short-term to long-term", the family's economy gradually became more stable.

Ms. May said: “A few years ago, the family economy was difficult. Many times, we had to borrow money from outside to buy fertilizer for our plants. Thanks to the timely support of the Social Policy Bank Transaction Office, our family had the conditions to invest in economic development and was not pressured by high-interest loans.”

Contribute to sustainable poverty reduction

Thanks to the attention, leadership and direction of the Central Party Committee, the Government, the Party Committee, the government and the people of Dak Nong province have united in efforts to overcome difficulties, promote internal resources, effectively exploit potentials and advantages, and bring the province to comprehensive development in all fields.

Outstanding achievements in the past two decades, Dak Nong has overcome stagnation, developed the economy and stabilized, with GRDP per capita in 2024 estimated at 80.14 million VND, exceeding the plan by 11.29 million VND and increasing by 12.2 million VND compared to 2023; the province has 40/60 communes meeting new rural standards, of which 05 communes have reached advanced new rural standards, reaching 67% of the communes. In the past 2 years, Dak Nong has implemented multidimensional, inclusive and sustainable poverty reduction.

Deputy Director of the Provincial Branch of the Social Policy Bank, Vu Anh Duc, shared: With the operational orientation since its establishment, up to now, which is to concentrate the State's policy capital into one focal point, the branch always closely follows the direction of the superior bank, taking advantage of the attention and support of local Party committees, authorities, organizations and people to deploy many suitable solutions to mobilize capital from many channels, many subjects with many forms.

Currently, the branch's total capital has reached more than 5,000 billion VND, an increase of 135 times compared to 2004 (the time of handover). In the first 11 months of 2024 alone, the branch has mobilized 746 billion VND in capital, of which the capital entrusted from the local budget, the budget of the People's Committee of the province, district and city reached 365 billion VND, an increase of 60.4 billion VND compared to the beginning of the year.

That result affirms the efforts of the Vietnam Bank for Social Policies in mobilizing sufficient capital to promptly meet the demand for loans to invest in family economic development, improve the lives of 73,000 poor households and other policy beneficiaries, with a total outstanding loan of over VND 4,600 billion.

Party committees and authorities at all levels in the province have fully grasped the contents of Directive No. 40-CT/TW of the Central Party Secretariat on strengthening the Party's leadership over social policy credit (Directive No. 40-CT/TW), closely directing the assignment of capital sources originating from the State budget to a unified management agency, while balancing and arranging local budgets entrusted through the Vietnam Bank for Social Policies, to supplement capital sources for poor households and other policy beneficiaries in the area to borrow capital.

Along with capital mobilization, the branch has built an organizational model and a specific credit management method that is effective and suitable for local practical conditions. Policy capital is transferred to the right beneficiaries through a system of transaction points spread across communes, along with a network of savings and loan groups in villages.

In particular, the regular consolidation and improvement of the quality of Savings and Loan Groups, which are considered as the "extended arm" of the Vietnam Bank for Social Policies in implementing policy credit, has contributed to the rapid and safe transfer of preferential capital to the right beneficiaries.

Most of the Savings and Loan Groups have met the 3 criteria: enough members, enough operating capital, enough capable Group Leaders, creating a network covering the entire area from the mountainous areas, helping policy credit officers to effectively implement the motto "transactions at home, disbursement at the commune", ensuring that no one is left behind.

Policy capital flows are unblocked and flow regularly in the province. In 2024 alone, policy credit capital contributed to helping 6,630 households overcome the poverty line and develop production and business; 951 students with difficult circumstances were able to borrow capital to cover their study expenses, attracting and creating regular jobs for 2,654 workers.

Through the implementation of Directive No. 40-CT/TW, the combined strength of the whole society, Party committees and authorities at all levels has been mobilized to participate in implementing the poverty reduction program, caring for the lives of the poor and policy beneficiaries to escape poverty sustainably.

To maintain and continue to promote the achievements, the branch will continue to focus on mobilizing resources, capital, organizing the timely and safe transmission of capital to the right addresses and beneficiaries; strengthening the consolidating of the entrusted activities of socio-political organizations, promoting the propaganda of the Party and State's policies and guidelines on policy credit to all classes of people. In particular, promoting the implementation of Directive No. 39/CT-TW, dated October 30, 2024 of the Central Party Secretariat on improving the effectiveness of social policy credit in the new period.

Policy capital has "assisted" Dak Nong people to reduce poverty quickly and sustainably.
