Bordering Hai Phong City, Vinh Cuong Commune (Thanh Ha District) is the commune with the largest area among 28 new communes, wards and towns after the merger in Hai Duong from December 1, 2024.


Merger facilitates socio-economic development

After about 30 minutes of driving from Hai Duong City (Hai Duong) on ​​a spacious asphalt road, we arrived at the headquarters of Vinh Cuong Commune, Thanh Ha District. This is the commune with the largest area among the 28 newly merged communes, wards and towns in the 2023 - 2025 period of Hai Duong Province. Vinh Cuong Commune was formed on the basis of merging the entire natural area and population of Vinh Lap and Thanh Cuong communes of Thanh Ha District.

After its establishment, Vinh Cuong commune had an area of ​​12.2 km2 and a population of nearly 12,000 people. Compared to 206 other communes, wards and towns in Hai Duong province today, Vinh Cuong is also one of the communes with a large scale.

The current headquarters of Vinh Cuong commune is the headquarters of the old Thanh Cuong commune, basically meeting the working requirements of the new commune.

Originally a commune bordering Hai Phong city, quite far from the center of Thanh Ha district and nearly 30 km from Hai Duong city, but thanks to the development of traffic infrastructure, the road to the commune is now very convenient. After more than 3 months of operation, the daily life, production, exchange and trade of the people have been normal, the only difference is that now the commune is larger.

In the early spring, Vinh Cuong commune organized many cultural, artistic, sports and traditional festival activities for people in the villages. Gradually, people got used to the introduction "from Vinh Cuong commune" instead of Thanh Cuong or Vinh Lap as before.

Since the merger, the government and people of Vinh Cuong commune have been implementing many large projects such as building cemeteries, classrooms, etc. Among them, the major task is to coordinate with the Hai Duong Provincial Investment and Construction Project Management Board and Thanh Ha District People's Committee to carry out site clearance to expand Provincial Road 396.

According to Mr. Bui Van Huy, Vice Chairman of Vinh Cuong Commune People's Committee, the merger on a larger scale has created favorable conditions for local socio-economic development.

"After 3 months of operation, although there are still some difficulties, Vinh Cuong commune is basically stable. The new commune with an area twice as large as the old commune has created a new, larger, more open development space and created favorable conditions and unity when attracting investment and planning instead of being fragmented and limited by small boundaries as before," Mr. Huy assessed.

As a newly merged large commune, the number of people coming to handle administrative procedures at the "one-stop" department of Vinh Cuong commune has increased sharply, with dozens of people coming to transact every day.

Regarding the people's psychology, Mr. Huy said that at first, many people were hesitant when they heard the news of the merger, but now they have settled down because they see that their lives have not been disrupted much. Officials, civil servants, party members, and people have adapted to the merger, proactively accepted the new policies, and expressed their hope that the settlement and arrangement of people, headquarters, and surplus public assets will be reasonable, avoiding waste.

Large area is not too difficult

After the merger, Vinh Cuong commune now has 32 officials and civil servants. With a stronger workforce, administrative procedures for people are also more convenient and faster than before.

Mr. Le Huu Phu and his newlywed wife are doing land procedures at the commune's "one-stop shop" department. He and his wife come from Tu Y village. This is a village in the old Vinh Lap commune and is also a remote village, but Mr. Phu does not find it inconvenient. "From my house to the commune center is about 5 km and it only takes about 10 minutes by motorbike to get there. The roads are now beautiful and connected everywhere, so the distance is not a big problem. When I came to do administrative procedures, the staff also enthusiastically supported me," Mr. Phu said excitedly.

The area is large, the workload is increasing. Vinh Cuong commune officials support Mr. Le Huu Phu and his wife (formerly Vinh Lap commune) to resolve land procedures.

After the merger, Vinh Cuong commune currently has 1 Party Committee Secretary, 1 Standing Deputy Secretary of the Party Committee and Chairman of the People's Council, 2 Vice Chairmen of the People's Council, 1 Chairman of the People's Committee and 2 Vice Chairmen of the People's Committee.

Mr. Trinh Duy Loc, former Party Secretary of the old Thanh Cuong commune, now Chairman of the People's Committee of Vinh Cuong commune, said that managing an area twice as large as the old commune, with a population twice as large, is a huge change. "In the new commune, the area is large, the work has increased a lot. Especially, at the commune level, we have to deal with many tasks directly with the people, so we often encounter difficulties. With the current regulations on authority at the commune level, many tasks must be reported and directed by superiors before they can be implemented and handled, so they become more complicated, prolonged and entangled. However, we have assigned tasks and areas to each responsible leader to ensure the work," Mr. Loc reflected.

In the coming time, implementing the policy of abolishing the district level, the National Assembly will amend related laws and regulations. Some difficulties such as those in Vinh Cuong and other commune-level administrative units may be resolved. When continuing to merge and expand commune-level administrative boundaries, the potential for development space will be opened up, promoting stronger development of localities.
