The Bank Card Association (Vietnam Banking Association) has just sent a document to member banks requesting to strengthen security and safety of ATM operations, especially during the New Year and Lunar New Year holidays in 2025.

Recently, there have been cases of bad guys destroying ATMs at some banks to steal money or using new, complex tricks to install skimming devices to steal transaction card data at ATMs in order to make fake cards to withdraw money.

The State Bank has restricted or required commercial banks to refuse transactions made using data on magnetic strips. Some banks such as Eximbank, VPBank, ACB, Sacombank, BVBank, SCB… have stopped transactions with magnetic cards and required customers to switch to chip cards to continue using them.

However, the Bank Card Association believes that these groups will continue to increase their cash withdrawal activities using stolen card data during the transition period. Therefore, it is recommended that member banks strictly ensure the smooth operation of the ATM system; review ATM operations to comply with regulations to ensure ATMs operate continuously 24/7; arrange staff to be on duty in case of incidents, regularly update ATM information through each bank's internal monitoring tools to handle incidents, replenish funds for ATMs, etc.

ATM withdrawals are decreasing, but people need to be careful to avoid having their card information stolen when making transactions at ATMs.

"Member banks need to increase vigilance against the risk of ATM vandalism, skimming to steal money and respond promptly to vandals. The targets of vandals are ATMs located in deserted locations, with little traffic at night, and without 24/7 security" - the document of the Bank Card Association stated.

The trick is that criminals often use glue/tape to cover the camera to prevent it from recording images and then smash the body of the machine or use a tool to blow the ATM's payment door/cash drawer to destroy the ATM and steal the money inside.

Customers withdrawing money at ATMs can also observe the card reader area, keyboard, keyboard protector (if any), cover around the ATM screen, ATM camera, etc. because thieves can stick or cover strange devices, connect abnormally to the ATM. Even thieves will install small drills to install devices, super small cameras.

In case of unexpected discovery, customers need to temporarily stop withdrawing money and notify the bank branch or transaction office.

State Bank data shows that by the end of September 2024, the number of bank cards in circulation reached more than 157.1 million cards, an increase of 11.68% over the same period last year; ATMs increased by 0.1% and 705,069 POS increased by 49.44% over the same period last year;

According to data from the National Payment Corporation of Vietnam (NAPAS), in 2024, ATM withdrawal services via the NAPAS system continued to decrease sharply by 19.5% compared to the same period last year. Currently, ATM withdrawals only account for 2.4% of the total number of transactions in the entire system as electronic payment methods are becoming more and more popular.
