According to the Hanoi Traffic Police Department, in fact, the law does not prohibit people from stopping their vehicles to put on raincoats, but if they stop or park their vehicles in violation of regulations, causing traffic obstruction or accidents, the violators will be punished according to current regulations.
According to the Law on Road Traffic Safety and Order, when stopping or parking a vehicle, drivers must ensure safety, not obstruct traffic, signal to other vehicles, and comply with regulations on stopping and parking locations.
In addition, places where stopping or parking is not allowed are: on the left side of one-way streets, on bridges, under overpasses, at intersections, pedestrian crossings, bus stops, coach stops, areas where traffic signs or lights are obscured.
According to current regulations, stopping or parking on bridges is subject to a fine of 600,000 - 800,000 VND; the same act in road tunnels is subject to a fine of 800,000 - 1,000,000 VND. The highest fine of 10 - 14 million VND is only applied to stopping or parking in violation of regulations causing traffic accidents.
