DNVN – On February 28, Ialy Hydropower Company (Gia Lai) celebrated 25 years of establishment and development. Mr. Doan Tien Cuong - Director of the company shared impressive figures about its contributions to the electricity industry in particular and the socio-economic development of localities in general.
Please tell us the most impressive numbers on this important anniversary.
Mr. Doan Tien Cuong: After 25 years of establishment and development, Ialy Hydropower Company was assigned by Vietnam Electricity Group (EVN) to manage and operate 3 large hydropower projects on the Se San River hydropower cascade: Ialy, Se San 3 and Pleikrong.

Up to now, the hydropower plants managed by the company have operated safely, continuously, effectively and produced more than 110 billion kWh of electricity to the national grid. Contributing significantly to EVN in providing enough electricity for economic development, maintaining energy security, reserve capacity, bringing electricity to remote areas, border areas, islands, and to ethnic minorities across the country.
In addition to the electricity output, these plants also provide extremely important services to the power system, such as participating in frequency control, running synchronous compensation mode to receive reactive power to serve voltage stabilization, helping the national power system operate flexibly in the context of increasing penetration of solar and wind power. Managing and improving economic and technical indicators are always the company's strengths, specifically high availability factor, low self-consumption rate, and very flexible transmission/compensation capacity.
Since 2021, the company has implemented the dual goal of organizing electricity production at 3 factories and coordinating the implementation of tasks of flexibly managing water levels of reservoirs, serving the construction of the expanded Ialy factory. At the same time, it has participated in consulting and supervising the construction of equipment, training human resources to prepare for production, taking over the operation of the factory, and protecting the security and safety of existing works. Contributing to the Ialy Hydropower Plant expansion being put into operation ahead of schedule, ready for official operation from 2025.
What is the secret to achieving such impressive numbers, sir?
Mr. Doan Tien Cuong: In addition to the management and operation of electricity production, in recent years, the company has researched and applied a proactive equipment maintenance and repair policy, focusing on improving reliability, replacing the previous passive repair mode. Specifically, instead of mass preventive repairs, now only the equipment that needs to be repaired is repaired, and only the equipment before the incident is repaired.

To do this, the company has enhanced management technology, automated production processes, applied online monitoring techniques to collect equipment status data; equipment maintenance is carried out using the Reliability Centered Maintenance (RCM) method. Therefore, maintenance costs and maintenance personnel have been significantly reduced. Specifically, the number of units has been reduced from 11 to 9, and the number of personnel has been reduced from about 500 to 250, while equipment reliability has been improved, production efficiency has been increased, and electricity production costs have been reduced.
Regarding management, the company focuses on improving management capacity, such as reviewing, specifying, and directly applying a number of the group's regulations and rules, and issuing work procedures in a flowchart-based manner so that all employees can perform and perform correctly.
Digital transformation is strongly applied, work management processes, human resources, finance and production are standardized, digitized and automatically implemented on the group's shared software platforms. Quality management systems, safety management, records, documents for operations and production... are implemented on software, almost no paper records are used. Business management has shifted from process management to target management thanks to data, thus becoming strict, transparent, efficient and highly accountable.
To meet the above transformation process, the quality of human resources is always the key and decisive factor. Training to raise awareness, access and participation in digital transformation is based on the motto of ensuring leadership from the leader and participation from everyone.
How do you evaluate the changes in the localities where hydroelectric plants are located?
Mr. Doan Tien Cuong: I am very happy that the company has made practical contributions, witnessing positive changes in the locality where the factory is located. These are changes in the appearance of the countryside, the resettlement villages are built more spacious and better than the old place; the roads and irrigation lakes are funded by EVN. Thanks to that, the material and spiritual life of the people has been significantly improved.

In addition to the task of producing electricity for the national power system to develop the economy and society in general, Ialy Hydropower Company has also contributed significantly to the budget of the two localities of Gia Lai and Kon Tum, with more than 1,000 billion VND per year.
The company's staff has always made positive contributions to social security by building 37 charity houses, donating more than 11 billion VND to charity funds, helping disadvantaged people, single women, and poor children in the locality.
