With initial assessments that this was an act of “forging seals and documents of organizations”, the leaders of Ha Tinh City Police have concentrated forces, following clues on cyberspace to fight against criminals.
With the participation of experienced officers in solving cases, initially, the Criminal Police Team of Ha Tinh City Police identified the subject posting the advertisements on Facebook as Nguyen Van Gioi (29 years old, in Yen Lac village, Dong Van commune, Yen Lac district, Vinh Phuc province).
In the initial investigation, Ha Tinh City Police determined that this was a ring of counterfeiting documents and seals of agencies and organizations with many participants, operating in many different provinces and cities, with close collusion, assigning roles to each subject and using many tricks to conceal from the police.
The printers were seized.
After seeking direction from the Provincial Police Director, a special project coded “0323G” was established to combat and uncover all criminal acts. From information on the internet, the special project team sent many working groups to verify the subjects in Vinh Phuc, Hoa Binh provinces and Hanoi.
After a period of organizing the struggle, the task force identified the subjects related to this criminal ring, including: Nguyen Van Gioi (born in 1994), residing in Yen Lac village, Dong Van commune, Yen Lac district, Vinh Phuc province; Pham Van Manh (born in 1982) and Nguyen Thi Hang (born in 1985), both residing in Huynh Cung village, Tam Hiep commune, Thanh Tri district, Hanoi city; Pham Van Minh (born in 1993), residing in Bac Quang village, Ha Giang commune, Dong Hung district, Thai Binh province.
Fake documents and seals.
On March 17, 2023, the task force decided to crack the case. Ha Tinh City Police mobilized 20 soldiers and officers, divided into 3 working groups to fight and arrest the related subjects. The investigation agency executed an emergency detention order and searched the residences of: Nguyen Van Gioi, Pham Van Manh, Nguyen Thi Hang, Pham Van Minh.
During the arrest and search of the suspects' residences, the investigation agency seized nearly 2,000 seals of various types from many agencies and organizations across the country; more than 1,900 high school, college, university diplomas, and certificates of various types; 4 computers; 3 color printers; 1 seal engraving machine, along with many mobile phones and many bank accounts of various types.
At the investigation agency, the subjects confessed: In 2019, Pham Van Manh went online to learn and research ways to make fake documents; bought computers, color printers, and various types of diplomas, certificates, etc. to use as tools to carry out the act. After that, Manh posted an advertisement to make fake documents and recruit collaborators, then Nguyen Van Gioi contacted and accepted to be a collaborator to find customers. When customers contacted to order fake documents, the subjects made them and asked for a delivery address. After "producing" fake documents for customers, Pham Van Minh was responsible for sending them to the customers at the address provided by Manh. The money was transferred to an account managed by Manh.
On March 25, 2023, the Investigation Police Agency of Ha Tinh City Police issued a decision to prosecute the case and prosecute Pham Van Manh, Nguyen Van Gioi, Pham Van Minh and Nguyen Thi Hang for the crime of "Forgery of seals and documents of agencies and organizations".
Up to this point, the Investigation Police Agency of Ha Tinh City Police has sufficient grounds to determine that from 2019 to present, Pham Van Manh has earned over 6 billion VND from producing fake documents.

From the arrested subjects, clues continue to be revealed. Suspicious questions are raised. So, where did the "huge" number of blanks that Manh and his accomplices used to "produce" fake degrees come from? Who provided them?
Lieutenant Colonel Bui Quang Dung - Captain of the Criminal Police Team, Ha Tinh City Police said: Expanding the investigation, it was determined that all the blank certificates that Pham Van Manh used to produce fake documents were purchased from an unknown person using the social network Zalo.
The subjects were prosecuted.
The subjects “did business” together but had not met each other, all used anonymous accounts to contact, exchange and pay through bank accounts that were not their owners. Determined to fight and clarify the behavior of the subjects, Ha Tinh City Police conducted an investigation and identified the subject who sold the documents to Pham Van Manh as: Le Van Bo (born in 1987), residing in Quang Thanh commune, Kinh Mon district, Hai Duong province, currently living in Trung Son residential group, Tien Hai town, Tien Hai district, Thai Binh province.
On April 2, 2023, Ha Tinh City Police executed an emergency detention order and urgently searched the residence of Le Van Bo, seizing 1 computer, 228 diploma blanks, and 2 mobile phones used to commit the crime.
The investigation determined that Le Van Bo had a previous conviction for “Forging seals and documents of agencies and organizations”. The subject had ordered various types of diplomas, certificates, and identification papers in China. Then, he posted on social networking sites to resell them to many people who made fake documents in many provinces and cities across the country to earn the difference.
Continuing to expand the investigation, Ha Tinh City Police identified a group of people trading in Le Van Bo's embryos operating in Ho Chi Minh City. However, the information related to the group was not true. Verification was difficult due to the large area, high population density, many apartment buildings, and the subjects not registering for temporary residence.
Lieutenant Colonel Nguyen Quoc Hung - Head of Ha Tinh City Police said that with the highest determination to destroy the fake seal and document ring of agencies and organizations, under the direction of the Provincial Police Department, the task force identified Le Hong Tuyen, born in 1990, Hoang Luong Commune, Hiep Hoa District, Bac Giang Province, currently residing in Phuoc Kien Commune - Nha Be District - Ho Chi Minh City, who had repeatedly contacted Le Van Bo to buy a large number of fake documents. Considering that Le Hong Tuyen is also a subject specializing in producing fake documents, the City Police organized forces to go to Ho Chi Minh City to continue investigating and clarifying.
The Director of the Provincial Police Department directly directed the expansion of the investigation into the case.

On May 11, 2023, Ha Tinh City Police arrested Le Hong Tuyen and 6 other members of the ring at apartment number E303, Phu Hoang Anh apartment building, Phuoc Kien commune, Nha Be district, Ho Chi Minh city; seized 80 completed fake document sets and 11 seals of agencies and organizations, 6 computers, 7 color printers, 1 scanner, 1 plastic laminator, 1 seal engraving machine, more than 6,000 paper blanks, 11 mobile phones and more than 10 bank accounts of various types.
From 2021 to present, the group led by Le Hong Tuyen has illegally profited 14.3 billion VND from the production of fake documents.
The Provincial Police Department Board of Directors commended Ha Tinh City Police for their outstanding achievements in solving the case.
With outstanding achievements, Ha Tinh City Police were commended and rewarded by the Board of Directors of Ha Tinh Provincial Police.
It is known that up to now, the Investigation Police Agency of Ha Tinh City Police has prosecuted 24 defendants for the crime of "Forgery of documents of agencies and organizations" stipulated in Article 341 of the Penal Code, applied preventive measures of prohibiting 12 defendants from leaving their place of residence and temporarily detained 12 defendants.
