Assess the current status of routes, ports, organize passenger transport, organize sightseeing and tourism activities, and manage travel activities. Invest in developing tourism products for island tours and link the development of tourism products for island tours associated with sightseeing and tourism spots in the district.

Previously, the spontaneous island tours revealed some limitations and shortcomings. Due to the lack of professional planning and management, tour activities were still small and scattered. Based on the requirements of sustainable tourism development, gradually raising the brand of Co To tourism, attracting investment in tourism infrastructure, improving service quality, diversifying experiential activities and removing difficulties, creating conditions for people to do business and develop tourism, Co To district has developed a project to develop tours to visit the islands in Co To district, thereby creating a legal framework for the exploitation of tours to visit the islands in a sustainable, safe, controlled manner, ensuring safety, service quality, and sustainable development.
Accordingly, Co To district will form pilot tour routes, including potential islands such as:
Route 1: Co To Port - Carp Island - Lion Island - Co To Con.
Route 2: Co To Port - Carp Island - Lion Island - Co To Con - Thanh Lan.
Route 3: Port area 1 - Carp Island - Lion Island - Co To Con.
Route 4: Port area 1 - Southeast Island - Carp Island - Lion Island.
Route 5: Thanh Lan Port - Carp Island - Lion Island - Co To Con.
Route 6: Co To Port - Hon Ca Chep - Co To Con - Tran Island.
Based on a comprehensive assessment of the potential and current status of current island tours, along with orientations and solutions for developing island tours according to the project's roadmap, Co To district will pilot the organization, management and exploitation of tour route 6 including: Co To Port - Hon Ca Chep - Co To Con - Tran Island, gradually associated with spiritual experiences and island sovereignty activities.

When organized properly, this product helps expand the economic ecosystem, promote the development of areas such as transportation, accommodation, cuisine, seafood, consumption, telecommunications, and at the same time, raise awareness of environmental protection, preserving landscapes and marine resources for people and tourists."
Currently, through inspection and assessment, the infrastructure of Co To Lon port and Co To-Thanh Lan port basically meet all the conditions for granting operating licenses. In order to effectively exploit these ports, Co To district needs to establish self-governing groups to manage, exploit, operate and organize sightseeing activities to ensure safety for tourists and vehicles.
Co To district also clearly identified that the development of new island tourism tours will pose many potential risks of unsafety at sea, so the district pays great attention to ensuring traffic safety, fire prevention, strengthening inspection and strict management of passenger transport vehicles, and at the same time requiring businesses operating in this field to strictly comply with the provisions of the law, ensuring absolute safety for tourists.
