A personal digital signature is an electronic signature that has the same value as an individual's handwritten signature, used for the purpose of authenticating the signer's identity. This is an important tool to help people perform online public services throughout the process, ensuring flexible signing and approval anytime, anywhere, without having to prepare hard copies of documents, minimizing administrative transaction time, saving costs, ensuring publicity and transparency in management and operation. In order to contribute to accelerating the national digitalization process, VNPT has pioneered the provision of remote digital signature services (VNPT SmartCA) in Vietnam and is applying free incentives, organizing the provision of digital certificates electronically.

According to VNPT Nam Dinh, VNPT SmartCA fully meets the legal requirements for the management and use of seals, stipulating that electronic documents and papers, if signed by a personal digital signature issued by a licensed entity, will have the same legal effect as paper documents signed by hand by that individual and stamped. In addition, VNPT SmartCA is also built to meet the European eIDAS security standards and the standards of the Ministry of Information and Communications. At the same time, the service is also continuously invested, upgraded, and applies optimal security technology to the cloud computing infrastructure system to ensure the highest level of safety, data and information security, bringing peace of mind to customers. Currently, VNPT SmartCA has been integrated into the National Public Service Portal, Public Service Portals of ministries and branches such as: Tax, State Treasury, Construction, Public Security, Agriculture and Rural Development, Science and Technology and many localities across the country... VNPT SmartCA provides a simple registration and usage method, customers can conduct digital signature anytime, anywhere, simply, ensuring safety and efficiency through handheld devices such as smartphones, laptops, tablets... with internet connection without the need for USB tokens or fixed computers as before. VNPT SmartCA is a necessary and sufficient condition that contributes significantly to increasing the rate of administrative procedure implementation throughout the online Public Service Portal.
In the National Strategy for Digital Economy and Digital Society Development to 2025, with a vision to 2030 approved by the Prime Minister, the target is that by 2025, 50% of the adult population will use digital signatures or personal electronic signatures, and by 2030, this target will be over 70%. Thus, personal digital signatures will be an inevitable development trend in the coming time. Adapting to this trend, in the province, VNPT Nam Dinh has been implementing the form of providing digital certificates electronically, bringing an easy and convenient experience to customers, while fully meeting the legal requirements of state management agencies.
To encourage people to use personal digital signatures, VNPT Nam Dinh coordinated with the People's Committee of Nam Dinh city to organize a training conference on the implementation of digital transformation tasks and the use of free remote digital signatures for forces such as: union members, youth participating in support at the reception and return of results department of the City People's Committee; leaders of specialized departments, experts of the City People's Committee; leaders and civil servants working in the Judicial sector, office staff - statistics of the People's Committees of wards and communes... This is the core force using digital signatures in professional work and guiding people to use them in the process of handling administrative procedures. In addition, many wards such as: Tran Quang Khai, Van Mieu, Thong Nhat, Vi Xuyen have also actively coordinated with VNPT to organize training on installing digital signatures for cadres, civil servants, public employees, members of the Ward's Digital Transformation Steering Committee; members of the Digital Technology Team of the residential community. Up to now, Nam Dinh city has successfully installed over 500 VNPT SmartCA personal digital signature accounts. Currently, VNPT is organizing a 12-month free promotion for people when registering for VNPT SmartCA service at all transaction points and stores of VNPT VinaPhone in the province.
VNPT Nam Dinh's promotion of providing personal digital signatures will contribute to accelerating the digital transformation process in the province, helping people access digital services more quickly in their daily lives./.
