Resolution 122/NQ-CP clearly states: The Government requires ministries, branches and localities to continue to strive to achieve the highest socio-economic development goals in 2024, in which, priority is given to promoting growth associated with maintaining macroeconomic stability, focusing on controlling inflation, ensuring major balances of the economy.

Ministries, agencies and localities, according to their assigned functions, tasks and powers, closely monitor developments, do a good job of analysis and forecasting, have timely policy responses, avoid being passive and surprised; closely and harmoniously coordinate proactive, flexible, timely and effective monetary policies with reasonable, focused and key expansionary fiscal policies and other macroeconomic policies, ensuring control of the 2024 target inflation below 4.5% as set out.

Grasp the market situation, balance supply and demand, and commodity prices to have timely and appropriate solutions, avoid shortages, supply disruptions, and sudden price increases, especially for gasoline, oil, food, and other essential goods. Proactively assess the impact on inflation, calculate, and prepare plans and roadmaps to adjust prices of goods and services managed by the State when there is room and conditions allow, at appropriate levels and times, not all at the same time. Strengthen inspection and supervision of declaration, listing, and disclosure of price information; strictly handle acts of speculation, hoarding, price increases, and price manipulation, etc.

The Government requires ministries, branches and localities to continue to thoroughly cut regular expenditures to reserve for development investment and social security expenditures, including strictly implementing the requirement to save 5% of regular expenditures in 2024; resolutely cut regular expenditure estimates that have been assigned but have not been allocated by June 30, 2024 in accordance with Resolution No. 82/NQ-CP dated June 5, 2024 of the Government. Effectively implement policies to extend tax payment deadlines, land use fees, reduce value-added tax rates, and reduce fees and charges that have been issued.

Promote credit growth, especially for production and business sectors.

The Government assigned the State Bank of Vietnam to preside over and coordinate with relevant agencies to effectively use management tools to regulate exchange rates and interest rates in accordance with the developments of the macro-economic situation and the set goals, stabilize the monetary and foreign exchange markets; strengthen inspection, examination, and control of bad debt risks, improve credit quality, and ensure the safety of credit institutions' operations. Continue to direct commercial banks to reduce operating costs, enhance the application of information technology, and digital transformation to reduce lending interest rates, promote credit growth, especially for production and business sectors, priority sectors, and growth drivers.

The Ministry of Planning and Investment and the Ministry of Finance, based on their assigned functions and tasks, shall urgently preside over and coordinate with ministries, agencies and localities to develop a Report assessing the implementation of the socio-economic development plan, public investment plan and state budget estimate for 2024, and the projected socio-economic development plan, public investment plan and state budget estimate for 2025, clarifying options and scenarios to report to the Government for comments before reporting to the Politburo, the Central Committee and the National Assembly; proactively assess and prepare contents to develop the socio-economic development plan, the national 5-year financial plan, and the medium-term public investment plan for the period 2026 - 2030, ensuring quality and progress to report to competent authorities as prescribed.

Strongly promote disbursement of public investment capital

The Government requires ministries, branches and localities to strongly promote the disbursement of public investment capital, implement three national target programs, and progress key and important national projects; encourage private investment and foreign direct investment.

Specifically, ministries, agencies and localities, according to their assigned functions, tasks and powers, must promote the disbursement of public investment capital, especially ODA capital and foreign preferential loans, for important national transport works and projects, airports, seaports, highways, inter-regional and inter-provincial projects; Use public investment to activate and lead private investment, promote public-private partnership. Speed ​​up the construction of the expressway system, striving to put about 3,000 km into operation by 2025.

Take the 500kV Circuit 3 Project as a typical model of drastic direction and management, implementing "5 determinations" and "5 guarantees" to promote disbursement of capital plan in 2024, especially for localities assigned large public investment plan capital such as Ho Chi Minh City, Quang Ninh, Dong Nai, Bac Ninh... and 33 ministries, 25 localities with disbursement rates lower than the whole country.

Regularly monitor the detailed disbursement plan and targets for each project to focus on direction; closely follow weather developments, develop plans to prevent natural disasters and floods, organize appropriate construction solutions, and ensure approved progress. Timely transfer capital from tasks and projects that are not eligible for disbursement or disbursement is slow to supplement tasks and projects that are capable of disbursement quickly and need additional capital according to regulations, ensuring the principle of focus, key points, and concentration on urgent projects and expressway projects. Urgently complete investment preparation for projects expected to start construction at the end of 2024. Resolutely handle cases of intentional delay in progress of capital assignment, implementation, and disbursement, negativity, corruption, loss, and waste.

Ministries and central agencies, according to their assigned functions, tasks and authorities, continue to proactively monitor and grasp the difficulties and obstacles of localities in the process of implementing the National Target Programs, have written responses and specific instructions and send them to 63 localities for reference and implementation; promptly amend and supplement guiding documents according to their authority or propose and report to competent authorities for consideration, direction and support to localities to accelerate capital disbursement progress according to plan, ensuring compliance with regulations and suitability with practical situations.

State-owned corporations and groups resolutely and effectively implement the development strategies and production and business plans that have been set out, more clearly demonstrating their leading role, creating motivation, paving the way, promoting the development of other economic sectors, and making more positive contributions to ensuring major balances in electricity, petroleum, gas and socio-economic development in 2024.

Promote exports, control imports, develop domestic markets

The Government requires ministries, sectors and localities to focus on developing the domestic market, enhancing trade promotion, stimulating consumption, actively responding to the campaign "Vietnamese people prioritize using Vietnamese goods"; promoting the distribution of goods through digital platforms and e-commerce. Boosting exports, especially for key products with competitive advantages and to large, potential markets.

Direct functional forces to combat and strictly handle acts of smuggling, trade fraud, and counterfeit goods, including acts of counterfeiting codes of growing areas and codes of packaging facilities for Vietnamese exported goods, and prevent organizations and individuals from cheating on origin and evading trade defense measures.

The Government assigned the Ministry of Industry and Trade to preside over and coordinate with relevant agencies and localities to maximize opportunities from key and strategic export markets and signed Free Trade Agreements (FTAs); promote negotiations and signing of new FTAs ​​to boost exports. Timely provide information and support businesses to quickly meet new standards of export partner countries; maximize and effectively take advantage of recovery opportunities from large and traditional markets and export opportunities for key product groups of our country, especially agricultural products.

Timely solutions to manage, regulate, promote production, stabilize supply and demand of energy products, firmly ensure national energy security, and provide sufficient electricity and gasoline in all situations. Effectively organize and implement the National Power Development Plan for the period 2021 - 2030, with a vision to 2050.

The Ministry of Agriculture and Rural Development shall preside over and coordinate with agencies and localities to strengthen regulation and organization of agricultural production according to regional planning; effectively implement solutions to ensure national food security.

Continue to promote the development of new growth drivers, science, technology and innovation

Ministries, agencies and localities continue to promote national digital transformation and implement Project 06 associated with data integration and sharing, forming a digital citizen ecosystem; developing emerging industries and fields, and new business models.

The Ministry of Planning and Investment shall soon propose and submit to the Prime Minister amendments to Decision No. 27/2018/QD-TTg in the direction of integrating the list of green economic sectors into the Vietnam Economic Sector System; research and complete regulations on green transformation, testing mechanisms for circular economic development, policy packages with large enough scale, appropriate and feasible to support businesses and promote new growth drivers such as semiconductor chips, digital transformation, green transformation, etc.

The Ministry of Natural Resources and Environment urgently completes and submits to the Prime Minister regulations on environmental criteria and confirmation for projects granted green credit, issuing green bonds, and promulgating a set of national green criteria.

Focus on perfecting institutions and laws, improving the effectiveness of state management, promoting administrative reform, creating a transparent and healthy business environment.

Ministries, agencies and localities, according to their assigned functions, tasks and powers, focus on reviewing and proposing solutions to handle mechanisms, policies and legal regulations that are still contradictory, overlapping, inadequate and not suitable to reality, thoroughly remove difficulties and obstacles, immediately amend and supplement documents under their authority or propose the Government and the Prime Minister to amend and supplement or report to the Steering Committee for reviewing and handling difficulties in the system of legal documents for synthesis and proposal to the Government to report to competent authorities.

Speed ​​up the drafting process, promptly promulgate according to authority or submit to the Government and Prime Minister for promulgation of documents detailing laws, ordinances and resolutions that have come into effect. Proactively research and develop detailed documents to prepare for coming into effect in the near future, not leaving legal gaps due to delay in promulgating detailed documents.

Urgently implement the plan to reduce and simplify administrative procedures and paperwork related to population management, business regulations, and decentralization in handling administrative procedures approved by the Government and the Prime Minister, and the plan to reduce and simplify internal administrative procedures according to the set plan. Strictly implement the assessment of policy impacts, administrative procedures, appraisal and examination of projects and draft legal documents, ensuring administrative procedure reform in the process of drafting legal documents.

Ministries and sectors review the process of handling administrative procedures in their sectors and fields of management, allowing the use of information and data integrated on electronic identification cards and level 2 electronic identification accounts equivalent to the use and presentation of papers and documents containing that information.

Proactively respond and minimize damage caused by natural disasters

The Government requires ministries, branches and localities to focus on effectively implementing social security and health care work for the people; proactively preventing and minimizing damage caused by natural disasters.

In which, ministries, agencies and localities, according to their assigned functions, tasks and powers, proactively take solutions to ensure the balance between labor supply and demand . meet the demands of the market, businesses, employers and ensure employment for workers; improve the material and spiritual life of the people; provide rice in a timely manner to support people during crop failures, in areas affected by natural disasters and epidemics.

The Ministry of Health shall preside over and coordinate with relevant agencies and localities to review and thoroughly handle and prevent shortages of medicines, medical supplies and equipment at public health facilities; closely monitor the situation, promptly detect and promptly control infectious diseases and public health emergencies.

The Ministry of Agriculture and Rural Development shall preside over and coordinate with agencies and localities to closely monitor weather developments, natural disasters, storms and floods; advise and direct timely and effective response to natural disasters, minimize damage caused by natural disasters, ensure safety and lives of people, safety of dikes and dams during the rainy and stormy season and support people to overcome the consequences of natural disasters.

Strengthening discipline and administrative order; improving the effectiveness of coordination between ministries, agencies and localities.

The Government requires ministries, branches and localities to implement solutions to improve public ethics and administrative discipline, associated with the responsibility of heads of agencies and units, individualizing responsibility to each civil servant, thoroughly overcoming the situation of avoiding and shirking responsibility in performing public duties; effectively and substantially implementing regulations on protecting dynamic, creative cadres who dare to think, dare to do, dare to take responsibility for the common good.

When handling work under their authority related to the functions and tasks of other ministries and agencies, ministries and agencies must proactively and actively coordinate effectively with relevant ministries and agencies in accordance with the provisions of Clause 3, Article 10 of the Government's Working Regulations issued together with Decree No. 39/2022/ND-CP; regularly monitor, urge and coordinate with the consulted ministries and agencies to respond within the requested time limit. The consulted ministries and agencies are responsible for responding in writing, within the time limit, on the contents within the scope and management areas of their ministries and agencies and other related issues in accordance with the Government's Working Regulations.

The Government noted that ministries, branches and localities should urgently complete overdue projects and tasks, complete each task, and overcome the backlog of assigned tasks./.
