Over the past period, the District Party Committee, the People's Committee of Thanh Khe District ( Da Nang ), and the Board of Directors of the Social Policy Bank (NHCSXH) in the district have consistently paid attention to and directed policy credit activities in the area. Policy credit funds have reached the intended beneficiaries promptly and effectively, contributing to improving the lives of local people.

In line with public sentiment

Social policy credit has played a crucial role in successfully achieving the goals of job creation, rapid and sustainable poverty reduction, ensuring social security and political stability, and socio-economic development in the area.

Since the issuance of Directive No. 40-CT/TW and Conclusion No. 06-KL/TW of the Party Central Committee, Party committees and local authorities have clearly recognized their responsibility regarding social policy credit activities. Units regularly adhere to the directives and implementation guidelines at the grassroots level, incorporating them into conclusions and resolutions of regular meetings.

Nguyen Ngoc Thong's household in Xuan Ha ward is one of the particularly poor households that has effectively utilized loans from the Social Policy Bank to achieve sustainable poverty alleviation.

In particular, this should be considered one of the important and key tasks that need to be implemented at all levels and in all sectors to improve the quality and effectiveness of social policy credit. Based on this, localities should link social policy credit activities with their local socio -economic development orientations.

To see firsthand the effectiveness of social policy credit programs implemented in Thanh Khe district, officials from the Social Policy Bank of Thanh Khe district took the author to visit several loan recipients in Xuan Ha ward.

Mr. Nguyen Van Chuc, from the Veterans Association of Xuan Ha Ward, shared that the loan capital from the Social Policy Bank has brought practical results, improving the lives of many borrowers. Every year, based on proposals from the Loan and Savings Group, the Ward Veterans Association actively supports many households with loans. All households use the funds for their intended purpose, repay interest, and deposit savings on time as stipulated. The loan capital from the Social Policy Bank has significantly improved the lives of many borrowers. Many poor and near-poor households, as well as families receiving preferential treatment, have strived to improve their livelihoods, achieving sustainable poverty alleviation and legitimate wealth.

For example, Nguyen Ngoc Thong's household in Group 26, Xuan Ha Ward, is one of the particularly poor households that has effectively utilized preferential loans from the Social Policy Bank. Mr. Thong's family runs an aluminum and glass business and has four members. Previously, due to a lack of capital, they only took on small jobs for individual households and used public space in the residential area for production, causing environmental pollution and noise. Residents in the area complained many times, but Mr. Thong continued doing so for the sake of making a living.

Since 2020, after accessing employment-generating capital from the Social Policy Bank, Mr. Thong's family borrowed 100 million VND to invest in purchasing machinery and equipment and expanding their production facility. With this capital, Mr. Thong boldly rented 100 square meters of space and received larger projects. When the workload increased, the production facility hired more workers, creating regular employment for two laborers. Mr. Thong's wife also participates in management and accounting for the workshop. Since having capital, the workshop's production has become more successful. Every month, they regularly pay interest and save 2 million VND to repay the principal on time. Currently, Mr. Thong's family has truly escaped poverty sustainably.

Mr. Thong shared that, in addition to his own efforts, he received strong support from the Social Policy Bank's loan group, the Veterans Association, the Xuan Ha Ward People's Committee, and other associations and organizations to achieve his current life. In particular, the job creation loan from the Social Policy Bank is deeply humane, helping his family and many other families in the area overcome difficulties and rise out of poverty sustainably. This is a correct policy, in line with the people's wishes, making people wealthy, and it needs to be promoted and expanded further...

Profound humanity

Unlike Mr. Thong, Ms. Nguyen Thi Lai's family, residing in Thanh Khe Tay Ward, is one of the largest and most disadvantaged families in the area. Ms. Lai's family has five children of school age and also cares for an elderly, ailing mother. Ms. Lai's family works hard year-round, toiling late into the night and waking early in the morning, yet they only manage to provide enough food for each day.

Ms. Lai said that the biggest worry is that at the beginning of each school year, the family has to worry about pooling money and borrowing to buy school supplies, books, clothes, and pay the initial school fees so that the children can go to school like other children. The future of the children, which seems to end after finishing high school, is already difficult for the family, let alone going to university.

Ms. Lai was moved, saying a "miracle" had happened to her family. With guidance from the Savings and Credit Group, her family was able to borrow a total of 50.9 million VND from the Social Policy Bank of Thanh Khe district to pay tuition fees and cover the study expenses for her eldest daughter's five years of university.

“My husband and I told our children that now that the Thanh Khe District Social Policy Bank is helping them, they shouldn't think about dropping out of school anymore. We told them to try their best; only through studying and excelling in their studies could they escape poverty. Seeing this, our next four children all strived and excelled in their studies, completing high school and determined to pass the entrance exams to universities. To date, the total amount our family has borrowed from the student loan program is 128.7 million VND. Thanks to the student loan program, all five of our children have been able to attend university and become useful members of society. Our family's difficulties have lessened, and we have risen out of poverty,” Ms. Lai shared.

Currently, Ms. Lai's children have graduated from school, all have stable jobs, and are starting to help repay the loan to the Social Policy Bank; they have saved and repaid a portion of the debt of 8 million VND and are participating in a savings program at the Savings and Credit Group with a total of 3.3 million VND.

The loan programs of the Vietnam Bank for Social Policies (VBSP) have made a significant contribution to the successful implementation of Da Nang City's "5 No's," "3 Yes's," and "4 Safeties" programs. One of the programs that has been quite successful and highly appreciated is the housing program.

Over the past period, the Social Policy Bank of Thanh Khe district has been very active in implementing the social housing loan program. To date, dozens of households in the area have realized their dream of owning a home. A typical example is the loan recipient Ly Thi Thanh Cuong from Xuan Ha ward.

Ms. Ly Thi Thanh Cuong shared that previously, her entire family lived in a makeshift 31m2 house. Every time the rainy and stormy season came, the family would live in constant fear. In fact, one year, due to a major storm, the entire family was relocated by the local authorities to a safe shelter.

When recounting her loan story, Ms. Cuong vividly remembers the day the funds were disbursed: August 6, 2019. It was a fortunate day that changed her family's life… Ms. Cuong explained that, thanks to the introduction, guidance, and assistance of the Savings and Credit Group, the People's Committee of Xuan Ha Ward, and the Social Policy Bank of Thanh Khe District, they received a loan of 200 million VND. Along with their 150 million VND savings, the family was able to build a new, spacious two-story house, costing over 350 million VND. The total usable area is 62 square meters. From then on, the family felt secure about their housing, settled down, and stabilized their lives, allowing them to focus on developing their family's economy.

"Our family is very grateful for the active support from the State through the Social Policy Bank with preferential loan capital that has helped poor people have a place to live. Without this help, it would probably be very difficult for our family to build a new house..." - Ms. Cuong said.

Mobilizing resources from the entire political system.

To achieve impressive and profoundly humane results, over the years, the Thanh Khe District Branch of the Vietnam Bank for Social Policies has thoroughly disseminated Directive 40-CT/TW to its staff in improving the effectiveness of its advisory work with local Party committees and authorities.

In addition, the Thanh Khe District Branch of the Vietnam Bank for Social Policies (VBSP) has closely coordinated with socio-political organizations and relevant departments to implement policy credit activities in the area. The VBSP branch has collaborated with the People's Committee and mass organizations of the ward to disseminate Directive 40-CT/TW to Party branch secretaries and neighborhood group leaders, aiming to secure the attention of the entire political system and encourage their participation in monitoring policy credit activities.

With a loan from the Social Policy Bank, Mr. Nguyen Van Ton's household in Thanh Khe Tay ward was able to borrow money to buy fishing gear to support their fishing activities.

To date, the scale of outstanding loans and the quality of policy credit in the district have continuously improved. As of June 20, 2024, the total outstanding loans in Thanh Khe district exceeded 700 billion VND, an increase of 269% compared to 2014, with 13,285 customers still having outstanding loans. The overdue loan rate was 0.04%, a decrease of more than 13 times compared to 2014 when Directive No. 40-CT/TW was first issued.

Directive 40-CT/TW mobilized resources from the entire political system for policy-based credit activities, creating favorable conditions for the poor and other policy beneficiaries to access capital for investment in production and business. In particular, it aimed to improve income and living standards; lift people out of poverty and gradually help them become wealthy; and provide opportunities for children from poor, near-poor, and disadvantaged families to study, overcoming the problem of dropping out of school due to difficult circumstances.

In addition, the Vietnam Bank for Social Policies (VBSP) offers savings deposit services through savings and loan groups, creating favorable conditions for borrowers to make monthly savings deposits, familiarizing themselves with accumulating funds to repay debts and reinvest. Through policy credit channels, the poor and other policy beneficiaries have been able to leverage their internal resources in accessing banking and financial services, engaging in market production, and repaying loans, overcoming the situation of relying on handouts from the State and society.

Over the past 10 years, the implementation of Directive No. 40 and Conclusion No. 06 has created favorable conditions and enhanced the capacity and effectiveness of policy credit activities at the local level. Besides central government funding, the local government's attention to supplementing capital resources has created additional capital to help the Social Policy Bank meet the borrowing needs of the poor, near-poor, those who have escaped poverty, and students with difficult circumstances; and partially meet the capital needs for job creation and business production. This has contributed to the annual poverty reduction and job creation goals; curbed illegal lending; and stabilized the local economy and society.

It can be affirmed that Directive 40-CT/TW and Conclusion No. 06-KL of the Party Central Committee have demonstrated the Party's profound concern for the poor and policy beneficiaries; social policy credit is a policy of the Party and State with profound humanistic values, which has been welcomed and supported by the people...
