Quang Nam focuses on improving the effectiveness of social policy credit in the new period, contributing to the successful implementation of socio-economic development programs, especially national target programs on sustainable poverty reduction, new rural construction, job creation, ensuring social security, etc.

On the morning of February 28, 2025, the Standing Committee of the Quang Nam Provincial Party Committee held a conference to disseminate Party documents in a direct and online format to 332 points across the province. Conference on Dissemination of Party Documents organized by Quang Nam Provincial Party Committee in both direct and online form

According to Plan No. 503-KH/TU, the Standing Committee of the Quang Nam Provincial Party Committee set out 4 tasks and solutions to effectively implement Directive No. 39-CT/TW, including: Strengthening propaganda and dissemination work, creating high consensus in awareness of the position and role of social policy credit; Continuing to review, amend, supplement or propose competent authorities to consider amending, supplementing, and replacing documents that are inappropriate or inadequate in terms of content, authority, etc.; Prioritizing resource concentration, diversifying capital mobilization channels to implement social policy credit programs, ensuring that operating capital is allocated in the medium-term and annual public investment plan for the Social Policy Bank; At the same time, consolidating, perfecting and improving the operational efficiency of the Board of Directors of the Social Policy Bank at all levels.

Plan 503-KH/TU of Quang Nam Provincial Party Committee also requires prioritizing resource concentration, diversifying capital mobilization channels to implement social policy credit programs, ensuring operating capital is arranged in the medium-term and annual public investment plan for the Social Policy Bank. In particular, priority is given to capital sources originating from the state budget and of state budget nature; There is a flexible mechanism to mobilize resources other than the state budget. Increase capital mobilization from deposits, loans, and sponsorships of domestic and foreign organizations and individuals.

According to the representative of the Social Policy Bank, Quang Nam branch, with the specific method of managing social policy credit capital, it is entrusted through socio-political organizations in accordance with the political system. This is a method that demonstrates the unique superiority of the Social Policy Bank, mobilizing the combined strength of the entire political system from the central to local levels to transfer the State's social policy credit capital to the poor and other policy subjects, helping them know how to use loans, increase income, and stabilize their lives.

Up to now, in Quang Nam, the capital entrusted through socio-political organizations (Farmers' Association, Women's Union, Veterans' Association, Youth Union) in the province has reached VND 8,119.7 billion, accounting for 99.7% of total outstanding loans. Credit quality is well managed and controlled. In addition, the Vietnam Fatherland Front and socio-political organizations have strengthened propaganda, supervision, and social criticism in the implementation of social policy credit; and have performed well the entrusted activities. The model and operation method of the Social Policy Bank have been affirmed and increasingly consolidated.

In particular, localities in the province continue to pay attention and promptly allocate local budgets entrusted to the Social Policy Bank. According to the branch's capital plan for 2025, the capital entrusted by the local budget reached 992.53 million VND, an increase of 214.4 billion VND compared to the beginning of the year (Including: provincial budget 170 billion VND, district budget 44.4 billion VND)...
